HomeMy Public PortalAbout09-27-93 Special Council Meeting.tifMINUTES SPECIAL VILLAGE COUNCIL MEETING SECOND PUBLIC HEARING FOR 1993-1994 FISCAL BUDGET VILLAGE OF KEY BISCAYNE, FLORIDA MONDAY, SEPTEMBER 27, 1993 COUNCIL CHAMBER 85 WEST MCINTYRE STREET, SECOND FLOOR 1 CALL TO ORDER/ROLL CALL OF MEMBERS. The meeting was called to order by Mayor Conte at 7 05 p m Present were Councilmembers Mortimer Fried, Michael Hill (arrived at 7 10 p m ) , Betty Sime, Raymond Sullivan, Vice Mayor Clifford Brody, and Mayor Rafael Conte Also present were Village Manager Sam Kissinger, Village Clerk Guido Inguanzo and Village Attorney Gil Pastoriza 2 PLEDGE OF ALLEGIANCE: Mayor Conte led the Pledge Mayor Conte and the manager briefly explained to the public the Village's advertisement of an 88 016 tax increase 3 DISCUSSION OF THE FINAL =AGE RATE: Manager Kissinger briefly addressed the Council and stated that the proposed final millage rate is 4 439 mils 4 DISCUSSION OF THE TENTATIVE OPERATING BUDGET The manager made a brief presentation regarding his proposed operating budget 5 PUBLIC HEARING REGARDING FINAL MILIAGE: Mayor Conte opened the public hearing For the record, Attorney Pastoriza stated that the roll -back rate is 2 361 There being no speakers, the public hearing was closed 6 PUBLIC HEARING REGARDING TENTATIVE OPERATING BUDGET. Mayor Conte opened the public hearing The following residents addressed the Council Ed Meyer, 100 Sunrise Drive, Martha Broucek, 170 Ocean Lane Drive, John Festa, 695 Harbor Lane, and Pete Peterson, 201 Crandon Boulevard The mayor closed the public hearing Clerk Inguanzo read into the record a statement by Councilman Joe Rasco who was out on town on business and could not attend the meeting Members of the Council addressed comments made by residents and discussed various aspects of the proposed budget Page 1 of 3 September 27, 1993 Councilman Sullivan made a motion that salary increases be capped at ten percent Due to the lack of a second, the motion failed 7 ADOPTION OF FINAL MTILAGE RATE: Clerk Inguanzo read the following resolution A RESOLUTION OF THE VILLAGE COUNCIL OF KEY BISCAYNE ADOPTING THE FINAL MILLAGE RATE OF THE VILLAGE OF KEY BISCAYNE FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 1993 THROUGH SEPTEMBER 30, 1994 PURSUANT TO FLORID STATUTE 200.065 (TRIM! BILL) . Councilman Fried made a motion adopting the resolution The motion was seconded by Vice Mayor Brody and adopted by a unanimous voice vote The vote was as follows Councilmembers Fried, Hill, Sime, Sullivan, Vice Mayor Brody, and Mayor Conte voting Yes 8 ADOPTION OF TENTATIVE OPERATING BUDGET: Mayor Conte read the following ordinance, on second reading, by title AN ORDINANCE OF TIC VILLAGE OF ICY BISCAYNE, FLORIDA; ADOPTING A TENTATIVE ORAL FUND OPERATING BUDGET FOR TIE FISCAL YEAR COMMENCING OCTOBER 1, 1993 THROUGEI SEPTEMBER 30, 1994 IN TIM AMOUNT OF 9, 445 , 768 . 00 PURSUANT TO FLORIDA STATUTE 200.065 (TRIM BILL) ; SETTING A DATE FOR A FINAL PUBLIC HEARING TO ADOPT TIC BUDGET; PROVIDING FOR AN DIVE DATE. Councilman Fried made a motion to adopt the ordinance on second reading The motion was seconded by Councilman Hill and adopted by a 5 - 1 roll call vote The vote was as follows Councilmembers Fried, Hill, Sime, Vice Mayor Brody, and Mayor Conte voting Yes Councilman Sullivan voted No 9 DISCUSSION OF TENTATIVE STORI TER UTILITY BUDGET: The manager made a brief presentation regarding the stormwater utility budget 10 PUBLIC HEARING REGARDING TENTATIVE STORM HATER UTILITY BUDGET: Mayor Conte opened the public hearing There were no speakers present 11 ADOPTION OF TENTATIVE STORMATER UTILITY BUDGET: Mayor Conte read the following ordinance, on second reading, by title AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA; ADOPTING A TENTATIVE STORMWATER UTILITY BUDGET FOR TIC FISCAL YEAR COMMENCING OCTOBER 1, 1993 THROUGH SEPTEMBER 30, 1994 IN THE AMOUNT OF $500, 000 . 00; SETTING A DATE FOR A FINAL PUBLIC BEARING TO ADOPT A BUDGET; PROVIDING FOR AN EFFECTIVE DATE.
