LOCAL PLANNING AGENCY MEETING
Wednesday, April 22, 1992

1 CALL TO ORDER/ROLL CALL OF MEMBERS Local Planning Agency Chair Betty Sime
called the meeting to order at 7 50 p m The following LBA Board Members were also
present Rafael Conte, Mortimer Fried, Michael Hill, Joe Rasco, Ray Sullivan Also present
were Village Manager C Samuel Kissinger, Village Attorney Steve Helfman, and Recording
Secretary Beatris M Arguelles Member Cliff Brody was absent
2 APPROVAL OF THE MINUTES The minutes of March 9, and March 14, 1992 were
approved as submitted
3 DISCUSSION RE, REQUEST FOR PROPOSALS (RFP) FOR MASTER PLAN
CONSULTANT The LPA reviewed each section of the RFP and made changes accordingly
Following lengthy discussion regarding each section in the RFP, M Hill moved to approve the
RFP subject to minor corrections as to form and substance as the Village Manager may wish
to change or correct accordingly J Rasco seconded the motion which carried unanimously (6-
0) with each member voting as follows R Conte Yes, C Brody Abs, M Fried Yes, M Hill
Yes, J Rasco Yes, B Sime Yes, R Sullivan Yes
4 MISCELLANEOUS MASTER PLAN BUDGET FOR PUBLIC PARTICIPATION The
Master Plan Committee, Chaired by F Caplan, presented a proposed budget (attached to these
fully executed minutes) for public participation for approval by the LPA for final approval
by the Board of Trustees Following brief discussion, M Fried moved that the LPA
recommend to the Village Board of Trustees that the Budget for the Masterplan Committee
Public Participation be approved, and that in a cost effective effort, the proposed survey of
residents (as proposed by the Masterplan Committee) be included in the newsletter if possible
The motion was seconded by J Rasco and carried unanimously (6-0) with each Member voting
as follows R Conte Yes, C Brody Abs , M Fried Yes, M Hill Yes, J Rasco Yes, B Sime
Yes, R Sullivan Yes
5 ADJOURNMENT M Fried moved that the LPA meeting adjourn The motion was seconded
and the motion carried unanimously (6-0) with each Member voting as follows R Conte Yes,
C Brody Abs M Fried Yes, M Hill Yes, J Rasco Yes, B Sime Yes, R Sullivan Yes The
meeting adjourned at 9 22 p m
6 NEXT MEETING Chair Sime announced that the next meeting of the Local Planning Agency
will be called as deemed necessary
