PRESENT: Chairman Dan Garren, Members — Roy Hobbs, Melanie Shirling, and Clerk Julie Hammond. ABSENT: Members — Bette Lovinus and Mike Taylor. VISITORS: Sally Price. Chairman Garren welcomed Sally Price and Member Hobbs led with the Pledge of Allegiance. Minutes Approved: Member Hobbs motioned to approve the Planning & Zoning (P&Z) Minutes and the Special Work Meeting Minutes of March 12, 2014 as written. Member Shirling seconded the motion. All were in favor, motion carried. Bonneville County Area of Impact Agreement/Area of Expansion: Member Hobbs had talked with Iona Bonneville Sewer District (IBSD). They stated that they were trying to expand services to the north as well. IBSD indicated they would write a letter committing to provide services to Iona's desired expansion area. Mr. Hobbs reported that the developers would provide services to the development and IBSD would acquire the services to service and maintain by quitclaim deed. Member Hobbs also met with Dawn Leatham, Geographic Information Systems Manager for Bonneville County to acquire some maps of the Iona Impact Area Expansion. Chairman Garren, Member Hobbs, and Member Shirling reviewed the maps to mark the desired area of expansion for Iona. They indicated the section line closest to the intersection of Bone Rd and Lincoln Rd north encompassing all of Panorama to Highway 26 and heading westward until it meets Iona's existing boundary. Chairman Garren would verify the section line closest to the intersection of Bone Rd and Lincoln Rd to make sure this is the line the City wants to work with. Member Hobbs will take the map to Ms. Leatham and she will create an overlay for the map. Member Hobbs stated that Bonneville County would be billing the City for the maps provided to P&Z, IBSD, and Bonneville County (approximately $6.00 each). Member Hobbs will take the maps to an IBSD Meeting scheduled for Wednesday, April 23, 2014 at 7:00 p.m. located at 3395 E Leihm Lane. Member Shirling would be attending as well. After the maps have been made and the letter of commitment to provide sewer services to the Iona Expansion Area from IBSD the City would be able to meet with the City of Idaho Falls. Member Hobbs indicated that Chad Stanger would help the City through this process. Clean-up Revision of the Subdivision Ordinance: P&Z Members had reviewed the Subdivision Ordinance and were ready to make a few minor adjustments but weren't sure the direction they were to take on the clean-up. Clerk Hammond pulled Attorney Storer's recommendation that stated the current Subdivision Ordinance was drafted prior to the City having a P&Z Commission and should be amended to reflect the fact that the City now has a P&Z. Chairman Garren asked P&Z Members to review the ordinance again with that direction in mind and come prepared to revise the ordinance in June. ,• Generic Flag Lot (access to one lot) Ordinance Discussion: P&Z addressed some conditions of a Generic Flag Lot that they were willing to allow: 35' alley width, paved or well -maintained gravel road; no gates allowed for purposes of safety vehicle access; nearest fire hydrant should support existing code; and a legal road signage requirement. Clerk Hammond will forward the recommendations to Attorney Storer to draft a Flag Lot Ordinance. Chairman Garren stated that this change should also be included in in the clean-up of the Subdivision Ordinance, Title 10, Chapter 1, Section 7 (C) - A11 lots shall have full frontage on, and access to, a dedicated street "or will conform to the flag lot ordinance." Reports Category B Annexation Discussion: Clerk Hammond explained that Attorney Storer would be preparing all necessary notices and paperwork involved in the Category B Annexation. She stated she would inform P&Z of the Town Hall Meeting as soon as she had the information. P&Z May Public Hearings: Jerry Hansen — Annexation/Re-Zone of property located at the corner of 49th North and 55th East. Alley width? 2. Condition of alley? Gravel or dirt? 3. Access rights — no gates allowed? 4. Nearest fire hydrant? The issues address the ability to provide fire and public safety protection to the residential structure. While I would prefer a paved road, a well -maintained gravel road may be adequate. Full public access and navigability would be required, and whatever the existing requirements for a hydrant would be applicable. I'm not really comfortable getting too far away from the existing requirements of being on a main road, if they truly are to address safety.
