CALL TO ORDER/ROLL CALL OF MEMBERS The following Trustees were present Clifford Brody, Mortimer Fried, Michael Hill, Joe Rasco and Betty Q Sime Also present were Village Manager C Samuel Kissinger, Village Attorney Richard J Weiss, Acting Village Clerk Jack Neustadt and Village Engineer Carlos A Penin In the absence of both the Mayor and Vice Mayor, Trustee Brody moved that Trustee Fried chair the meeting Motion seconded by Trustee Sime and carried unanimously 2 RESOLUTIONS A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, DETERMINING THE PROPOSED MILLAGE RATE AND THE DATE, TIME AND PLACE FOR THE FIRST AND SECOND PUBLIC HEARINGS AS REQUIRED BY LAW, DIRECTING THE VILLAGE CLERK TO FILE SAID RESOLUTION WITH THE PROPERTY APPRAISER OF METROPOLITAN DADE COUNTY PURSUANT TO THE REQUIREMENTS OF THE FLORIDA STATUTES AND THE RULES AND REGULATIONS OF THE DEPARTMENT OF REVENUE OF THE STATE OF FLORIDA, PROVIDING 'FOR AN EFFECTIVE DATE Village Manager C Samuel Kissinger distributed to the Trustees a draft of the proposed Village budget for 1992-1993 and a budget summary which he also went through item by item Copies of the budget and budget summary are also attached hereto After a discussion among the Trustees and the Village Manager, Trustee Sime moved that the Board adopt a proposed millage rate of $2 28 per $1,000 00 of assessed valuation The motion was seconded by Trustee Rasco and carried unanimously The Resolution provides for public hearings on September 9, 1992, and September 29, 1992, both to be held at the Key Biscayne Elementary School, 150 West McIntyre Street, Key Biscayne, Florida 33149 at 7 00 P M 3 The Village Manager also distributed a schedule of future meetings of the Board of Trustees, a copy of which is attached hereto The meeting was adjourned at 7 40 P M { Submitted for approval by Jack Neustadt Acting Village Clerk Approved this l I d of AO 6- v S� 1992 After a motion by (u -- ' o ( seconded by ir, Af 7/ t— , the Board voted as follows C Brody M Fried Sullivan w Mayor Co ac Neusta Acting Village Clerk M Hill (ciolt J Rasco r Rafael Conte, Mayor Any person wishing to appeal any decision made by this Board with respect to any matter considered at this meeting will need a record of the proceeding, and for such purposes, may need to ensure that a verbatim record of the proceeding is made, which record includes the testimony and evidence upon which the appeal is made
