Local Planning Agency Chair Betty Sune called the meeting to order at 7 10 p m ROLL CALL OF MEMBERS in addition to Chair Same, the following LPA Board Members were present Cliff Brody, Rafael Conte, Mortimer Fried, Joe I Rasco and Ray Sullivan. Also present were Village Manager C.Samuel Kissinger, Village Attorney Steve Helms, Interim Village Clerk Jack Neustadt, Community Development Director Robin 8obrmo and Recording Secretary Beatris M Arguelles LPA Member Michael Hill was absent. 2 PLEDGE OF ALLEGIANCE. Chair Stine led the Pledge S AGENDA APPROVAL ADDITIONS/DELETIONS/SUBST1TUTIONS The minutes of the LPA meetings of August 18, & 19 were distributed for LPA Approval Member Fried moved that the minutes be added to the Agenda, and approved as submitted. Member Ramoo seconded the motion which carried unanimously (6-0) with each LPA Member voting as follows. C Brody- Yes, M Fried Yes, M HilL Abs . R Conte Yes, J Rasco Yes, R. Sullivan. Yes, Chair Sine Yea The remainder of the Agenda was approved as presented. 4 EXPLANATION OF THE SCORING SYSTEM Village Attorney Steve Heitman reviewed for the Board a recommended scoring system whereby each member of the LPA will rank his/her choice with the first choice receiving 8 points, second choice 2 points, and third choice 1 point. Negotiations would then proceed with the candidate receiving the most points He explained that should negotiations breakdown with the first choice, negotiations would then begin with the candidate receiving the second greatest number of points, and so on 5 OPEN FLOOR FOR PUBLIC DISCUSSION The following residents were heard prior to the LPA's discussion Dr Steve Simon, Martha Broucek, Monica Mandri, Servendo Paper, Nancy Doke and Raul Llarente 6 DISCUSSION ON CONSULTANTS BY LPA Following lengthy discussion, the LPA, by consensus, agreed that they were not ready to rank the candidates, and decided that a short hat of four candidates be selected for further interviews Acting on this decision, the LPA selected, by ballot, the following firms Duany & Plater Zyberk with Dover Kohl & Partners (C Brody, M Fried, J Raeoo, Betty Sine, IL Sullivan and IL Conte) Robert K. Swerthout (C Brody, M Fried, J Raaoo, B Sine, R. Sullivan and R. Conte) Sohn & Associates (C Brody, M Fried and B Sime) Wallace, Roberts & Todd (J Raaoo, R. Sullivan and IL Cont.) The Village Manager recommended that a Consultant be hired at a fee of no more than $2,000 to do further background checks on each of the four firms Trustee Brody thin moved that the LPA recommend to the Village Board of Trustees that the Manager be authorised to utilize a consultant at a fee of no more than $2,000 The motion was seconded and carried unanimously (6-0) with each Trustee voting as follows C Brody.
