HomeMy Public PortalAbout08-27-92 Emergency Council Meeting.tifMINUTES Emergency Meeting of the Board of Trustees of the Village of Key Biscayne, Florida Called by Mayor Rafael Conte Thursday, August 27, 1992 Call to Order at 12 15 p m by Mayor Conte Present Trustees Clifford Brody, Mortimer Fried, Michael Hill, Vice Mayor, Raymond Sullivan, Mayor Rafael Conte, Village Manager, C Samuel Kissinger, Community Development Director, Robin Sobrino, Acting Village Clerk, Jack Neustadt, Village Attorneys, Richard Weiss and Steve Helfman Building Official Daniel Nieda reported to the Board and Manager on his preliminary damage assessment Vice Mayor Sullivan expressed his concerns on CAP's adequacy of staffing to complete the damage assessment in appropriate time Carlos Penin was to report further to the Manager by 5 00 p m , Thursday, August 27, 1992 This subject will be on the agenda for the Emergency Meeting of Friday, August 28, 1992 The Village Manager arranged a conference call with Commissioner Luis Lauredo, Florida Public Service Commission, Bob Marshall, FPL Vice President, Distribution, Linda Eisenhower, Southern Bell, Manager of Florida Network Operations Mr Marshall and Ms Eisenhower reported to the Board and Manager on the status of current efforts as well as the long range impact of the salt water intrusion on their equipment Service not already restored is expected to be in service by the middle of next week The County Trash Collection facility at Calusa Park is open Solid waste operations is on regular schedule Moved by Trustee Fried, seconded by Trustee Brody to approve the appointment of Michael Flaherty as Village Police Chief in accordance with the Manager's memorandum Approved unanimously Items for discussion at Emergency Meeting on Friday, August 28, 1992 et seq 1 Issuance of licenses and permits by Village Staff 2 Authorizations to manager A Negotiate with contractors as needed B Declaration of emergency to waive normal bidding procedures Page 1 of 2 ( { 3 Damage assessments, inventory of uninhabited residences and determination of unsafe structures Adjourned at 1 55 p m Any person wishing to appeal any decision made by this Board with respect to any matter considered at this meeting will need a record of the proceeding and for such purposes may need to ensure that a verbatim record of the proceeding is made which record includes the testimony and evidence upon which the appeal is made Page 2 of 2
