EMERGENCY MEETING OF THE BOARD OF TRUSTEES
OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA
Friday, August 28, 1992
Called to order at 12 32 p m
Present were Trustees Clifford Brody, Mortimer Fried, Michael
Hill, Joe Rasco, Vice Mayor Raymond Sullivan, Mayor Rafael Conte,
Village Manager, C Samuel Kissinger, Community Development
Director, Robin Sobrino, Acting Village Clerk, Jack Neustadt,
Village Attorneys Richard Weiss and Steve Helfman, Commissioner
Luis Laredo of the Florida Public Service Commission
Moved by Trustee Fried, seconded by Trustee Brody, that Trustee Joe
Rasco chair the meeting in the absence of the Mayor and Vice Mayor
Carried unanimously Vice Mayor Sullivan joined the meeting at
12 45 p m , Mayor Conte and Village Manager Kissinger joined the
meeting at 1 10 p m upon their return from a meeting with a White
House Presidential Aide at the Metro -Dade Emergency Operations
Center
Building official Daniel Nieda reported to the Board and Manager on
his damage assessment Trustee Michael Hill expressed his concern,
raised the previous day by Vice Mayor Sullivan, on CAP's adequacy
of staffing to complete the damage assessment in appropriate time
There was a discussion between Mr Nelda, the Trustees and the
Manager as to procedures involving unsafe structures Carlos Penin
was to report further to the Manager This subject will be on the
agenda again for the Emergency meeting on Saturday, August 29,
1992
Village Engineer Carlos A Penin reported to the Board and Manager
on the status on clearing storm debris
Village Manager Kissinger reported to the Board on the meeting he
and Mayor Conte had with Presidential Aide
The Manager stated that he and the Mayor emphasized the urgent and
immediate need for a representative of FEMA (Federal Emergency
Management Administration) to be stationed at the village of Key
Biscayne to assist residents with their damage claims resulting
from Hurricane Andrew
The Board of Trustees and Village Manager discussed with the
Village Attorney the question of damaged sign restoration in view
of the impact of impending master plan implications for signage
amortization

It was the consensus of the Board that the Manager and the Attorney
devise a method of informing the business community in a manner
that would provide them with the Board's intentions so that
expenditures in restoring signage would be in their best interest
Village Manager was requested to contact Adelphia Cable Company to
determine the status of restoration of cable service to the
Village
The Manager reported on the status of restoration of electric
service, the current status of police staffing and potential for
providing security services by off duty police officers from other
than Dade County Law Enforcement Agencies since Metro -Dade and
other local departments are working twelve (12) hour shifts with no
time off
Moved by Trustee Brody, seconded by Trustee Fried, to adopt the
following resolution regarding current Metro -Dade Police services
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, REQUESTING
DADE COUNTY TO CONTINUE POLICE TRAFFIC CONTROL
SERVICES AND PROVIDING FOR AN EFFECTIVE DATE
Adopted unanimously
Discussion was had with the Manager and Attorney as to the need to
continue to waive provisions of the purchasing ordinance in view of
the present emergency The matter will be addressed in subsequent
meetings
The agenda for the meeting of August 25, 1992, which meeting was
not held due to Hurricane Andrew, will be carried over to the
regular meeting to be held on September 9, 1992, with possible
additions or deletions
Mayor Conte called for the next Emergency Meeting of the Board of
Trustees at 12 00 noon, Saturday, August 29, 1992, in the Village
office
Meeting was adjourned at 2 20 p m
