Emergency Meeting of the Board of Trustees of
Village of Key Biscayne, Florida
Called by Mayor Rafael Conte
Call to Order 12 15 p m , August 29, 1992
Present Rafael Conte, Ray Sullivan, Joe Rasco, Mort Fried, Cliff
Brody
1 Electric Power - Guy Sanchez of FP&L assured that crews will
remain on Key Biscayne until power is restored
2 Police Patrol - Mayor Pearson, Captain Prichert and Lt
Mandelbloom updated Board on police activities The Board
commended the Police on its assistance to date Until Alpha
Bravo shift is terminated, police will continue to monitor
traffic entering island Checkpoint may be relocated to
vicinity of Crandon Marina (rather than toll booth) Manager
requested 48 hour advance notice if Alpha Bravo shift is to
terminated Suggests not engaging back up from Broward until
we learn that Alpha Bravo is ending
3 Tree removal - Village Manager explained status of various
contractors Cocoa Beach is sending manpower and equipment
tomorrow
4 Building & Zoning - Building official is posting unsafe
structures today & tomorrow Will report to the Board on
Monday C Brody requested that calls requesting inspection
of potentially unsafe structures should get priority
inspections R Sullivan wants unsafe structures posted on
the spot
5 Water & Sewer - M D WASA has brought a truck to check lift
stations Water main break has been fixed Three of the
eight water pumps on Island are out of service FP&L will be
inspecting damage (to re -energize)
6 F E M A- Village Manager met with 2 representatives Village
must keep minutes and good records to insure reimbursement
Seventy five percent of related costs will be reimbursed J
Rasco suggested that we get Ileana Ross-Lehtinen's office to
serve as liaison for enhancing FEMA's responsiveness
7 Minutes of 8/25, 8/26 and 8/27 Emergency meetings of
the Board of Trustees were approved 5-0 (Motion by R
Sullivan, seconded by R Conte)
8 J Rasco recommended that the Village invite owners/managers
of Village hotels to see how we can help them

9 C Brody suggested that we engage a sign company to make a
sign for Village entrance to advise people to get permits for
work
10 Next meeting on Sunday, August 30, 1992 at Noon
Meeting adjourned at 1 15 p m
