Board member of Casa del Mar Condominium expressed concern that the proposed burn site and stockpile area may be too close to their building Board assured that the site is closely monitored by the Fire Department 2 Police Checkpoint - Lt Mandelbloom indicated checkpoint will be relocated from toll booth to the Rosenstiel School (North of Bearcut) this afternoon M Hill suggested trying to hire additional police Village Manager said that it did not appear to be an option now 3 Sanitary Sewers - Carlos Penin confirmed that 4 lift stations are not operational due to lack of electricity They are at Ocean Drive, Island Drive, W Mashta and Harbor Drive 4 Building Report - Dan Nieda presented an update on inspections/postings (copy of report attached) M Hill recommended that permit fees for single family and multifamily dwellings hurricane -related repairs be waived The Village Attorney, S Helfman, was consulted and advised that certain uses cannot be exempted from paying fees It must be all uses or no uses Instead, M Hill suggested that Village needs to raise consciousness' of residents that Village government exists, it is here to help the residents and that there are procedures (such as obtaining building permits) to be followed Again, the Board stated that a sign should be made to remind people to get permits Board directed Building Official to inspect Boyajian property as an unsafe structure and contact Health Department 5 Mosquito Spraying - to be performed tonight 6 a Minutes from August 29th Emergency Meeting - Motion to approve by M Fried and seconded by J Rasco Approved 5-0 File No. Mino83o 92 corrected b Minutes from August 25th Emergency Meeting and forward Make corrections on dates of meetings Correct omission in August 25th minutes which did not include the Board's declaration of an emergency in the Village 7 Rebuilding of Hotels - J Rasco spoke with representatives of Sonesta and Sheraton Royal Biscayne Sonesta hopes to reopen in December Future of Sheraton not clear Consensus of Board members to encourage reopening of hotels due to their impact on Village's economy 8 Beach Clean-up - J Rasco observed that the Village should hire crew to clean up Village beaches and get water quality checked 9 FEMA - Bill Schlingman and Jack Hendrix from FEMA reminded board that U S government procurement procedures must be used in order to assure reimbursement J Rasco hopes Ileana Ros- Lehtinen can help straighten out red -tape for emergency procurement 10 Re-establishment of Signs in Village - M Hill says that we need to convey to merchants that we will be changing signage allowances to prevent large, unattractive signage from being re-established Board agreed to send out official letter (copy attached) to merchants 11 Village Police Force - M Hill recommends accelerating hiring of our police force 12 Master Plan Process - Board wishes to proceed on schedule with Master Plan Consultant Selection Process Suggests holding interviews upstairs and limiting them to 15-30 minutes per consultant If storm related problems make interviewing difficult, the Board should consider making a selection based on the previous presentations 13 Price Gouging - 3 units posted Restaurant posted 75 Units posted to date File No Hurrasses 83092 Village of Key Biscayne 85 W McIntyre Street Key Biscayne, Florida 33149 (305) 365 5511 • Fax 365 5556 WARNING OF UNSAFE STRUCTURE NOTICE OWNER ADDRESS An inspection of this Structure, Building, or Dwelling Unit was performed on the day of , 1992 In the opinion of the Building Official THIS STRUCTURE IS DEEMED UNSAFE, AND SHALL NOT BE OCCUPIED AS PER CRITERIA DEFINED IN SECTION 202 OF THE SOUTH FLORIDA BUILDING CODE (S F B C ) The following defects in violation of the S F B C , AS APPLICABLE (circled below), must be corrected by obtaining a building permit 1 Doors and operative windows in exterior walls shall be provided with approved glazing material per S F B C 3508 1 and 3508 3 2 Operative windows shall be protected with safeguards to prevent the fall of persons when such windows are open per S F B C 3508 3 (C) 3 4 Fixed and permanent partitions shall be provided for Fire Division walls occupancy separation tenant separation protection of means of egress where applicable per S F B C 1804 4 Structural Building Elements of parts of the building are sagging or leaning out of plumb and such effect is caused by wind damage and over stressing of structure and shall be made to comply with S F B C 202 2 and 2303 1 5 An Electrical Shock hazard exist wnich shall be corrected to a safe condition per S F 8 C 4501 1 6 Plumbing fixtures related drainage and potable water supplies shall be maintained as not to constitute a sanitary nuisance and impair the nealth of individuals or the public in general per S F 8 C 4601 1 A BUILDING PERMIT MUST BE OBTAINED TO BRING THESE VIOLATIONS INTO COMPLIANCE WITHIN 15 DAYS You may appeal the decision of the Building Official prior to the expiration of time in this notice Failure to comply with this unsafe structure notice will result in further posting of this unsafe structure In addition, this notice may be filed in the Public Records of this County indicating that violations of the South Florida Building Code and of section 202 exists upon the property involved, continuing until the Building Official certifies that compliance has been met Village of Key Biscayne Daniel B Nieda, R A Building Official Date
