MINUTES
EMERGENCY MEETING OF THE BOARD OF TRUSTEES
OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA
Called by Mayor Rafael Conte
Tuesday, September 1, 1992
The meeting was called to order at 4 45 p m
Present were Trustees Mortimer Fried, Michael Hill, Joseph Rasco,
Vice Mayor Raymond Sullivan, Mayor Rafael Conte, Village Manager
Samuel Kissinger, Community Development Director Robin Sobrino,
Acting Village Clerk Jack Neustadt, Village Attorney Steve Helfman,
Building Official Daniel Nieda, Metro -Dade Police Lt Mandelbaum,
Islander News reporter Nancye Raye
Village Manager C Samuel Kissinger gave a status report on Federal
Emergency Management Administration (FEMA) activities FEMA has
established a satellite office at the Key Biscayne Bank in two
conference rooms FEMA accepts claims for losses not covered by
insurance
Lt Mandelbaum, of the Metro -Dade Police Department, reported that
police surveillance would continue at the entrance to Rickenbacker
Causeway at least until the day after Labor Day
Building Official Dan Nieda gave the Trustees an update on his
inspections of damaged properties He discussed with the Trustees
the procedures involved with unsafe structures To date he
reported twenty-one properties to be so designated and posted
He also reported that the first permit was issued on the day the
Village took over from the County the responsibility for Building
and Zoning permitting
Village Manager C Samuel Kissinger reported on his continual
meetings with the five resident FEMA representatives on procedures
for filing claims
The Manager also reported that the City of Miami was accepting
storm debris at the City's dump on Virginia Key He estimated that
it would take at least three additional weeks
The Manager also discussed concerns about the planned burning of
storm debris at the VMS site
Village Engineer Carlos Penin is preparing specifications for

competitive bids for the removal of remaining storm debris,
cleaning of seaweed on the beach and trash pickup and related
clean-up
The meeting was adjourned at 5 50 P M
