SPECIAL MEETING OF THE BOARD OF TRUSTEES
OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA
Tuesday, September 8, 1992
The meeting was called to order at 7 00 p m , at the Key Biscayne
Community Church, 855 Glenridge Road, Key Biscayne, Florida
Present were Trustees Clifford Brody, Mortimer Fried, Michael
Hill, Joseph Rasco, Betty Sime, Vice Mayor Raymond Sullivan, Mayor
Rafael Conte, Village Manager Kissinger, , Acting Village Clerk Jack
Neustadt, Village Attorney Richard Weiss, Lieutenants Mandelbaum
and Carroll of Metro -Dade Police
Lt Mandelbaum reported on police coverage of the Village by Metro
and Miami Police He stated that there were eight to thirteen
units during the day and seven to ten units at night He also
stated that the 11 00 p m to 5 00 a m curfew was in effect and
would continue at the option of the Board of Trustees Several
trustees stated their appreciation for the services rendered to the
Village by the Metro -Dade Police Department
A motion was made to authorize the Village Manager to retain the
services of O'Leary Design Associates for professional landscape
architecture services-, including plans and drawings for a sum not
to exceed $25,000 00 After a discussion, motion was withdrawn
The Village Manager reported on hurricane recovery efforts
The Board of Trustees interviewed four candidates for the position
of Village Clerk, Tina Bailey, Guido Inguanzo, Sylvia Mendoza and
Patricia Ridgely
A motion was made by Trustee Hill, seconded by Trustee Fried, to
offer the position of Village Clerk to Guido Inguanzo The roll
call vote was as follows Trustees Brody, Fried, Hill and Mayor
Conte voted yes, Trustees Rasco, Sime and Vice -Mayor Sullivan voted
no The motion carried 4 - 3
The meeting was adjourned at 9 55 p m

I would like to thank you for your letter of January 23, 1992 I am extremely pleased
and delighted that the search committee would like to consider nee for the position of
Village Clerk
As an individual who greatly values the ideals ot public service, I have committed myself
to a career in government My true enthusiasm and devotion is for local government
As you can see by the enclosed resume I am actively involved in local government
through appointments to a municipal zoning board and Dade's Historic Preservation
Board 1 serve on these boards with pride and value my participation in our democratic
system while, at the same time, always keeping in mind the words public servant. It is
with this motivation, of continuing to serve, that I wish to fill the position of village
clerk ot Key Biscayne
The opportunities of serving as d village clerk are endless -- it is the ideal public service
the clerk, who plays a vital role in the day -to day operations of any municipality, is the
one person who can take and active part in all aspects of the municipality It is a
position, that in nay opinion, requires d great dcal of enthusiasm and willmgness to go
the extra mile
I am willing to go the extra mile and take the additional time to be a village clerk
worthy of the citizens of Key Biscayne As the clerk, I would work together with the
Board of Trustees and the village manager to help develop one of Dade County's most
outstanding municipalities That means establishing a clerk's office that is organized and
responsive to the needs of the citizens,, as well as the employees and elected officials of
Key Biscayne It also means developing a clerk's office that can work with the residents

qualities that I feel are very important in the creation of any new municipal division.
To develop from scratch the Office of Village Clerk of Key Biscayne is an opportumty
that I would welcome and anxiously anticipate In my current position as a legislative
assistant in the Florida Senate, I have learned a great deal about responsibility and the
importance of accurate and detailed record -keeping These are traits that 1 am certain
will be an asset while establishing the clerk's office My experience in the Senate, as
well as while serving m other capacities in local government has also taught me the
importance of the citizenry and their needs -- this will certdunly i enlaui in the forefront
of my mind as the division is developed To be successful, I will also stress a sense of
working together for the betterment of Key Biscayne - a goal that, 1 am certain, inspired
the creation of the new municipality

Clerk/Typist II in 1977, was sworn in as Deputy
Clerk within six months from date of employment,

As Technical Operations Liaison, responsibilities

-The administration of official bid opening
procedures which entailed proficiency in
reviewing bid bond requirements, issuance of the
Bid Security List, and effectively interacting
with bidders concerning questions and/or
complaints, at time of bid opening.
-The conduct of elections research, organization
of procedures for efficient retrieval and
distributing of election materials and
information I also initiated research projects
and responded to a high volume of special
research requests from members of the City
