SPECIAL MEETING OF THE BOARD OF TRUSTEES
VILLAGE OF KEY BISCAYNE, FLORIDA
FIRST PUBLIC HEARING ON THE 1992-1993 BUDGET
SEPTEMBER 9, 1992
The meeting was called to order by Mayor Conte at 7 00 P.M
Present were Trustees Brody, Fried, Hill, Sime, Vice Mayor
Sullivan, and Mayor Conte Trustee Rasco joined the meeting at
7 15 P M Also present were Village Manager Kissinger, Village
Attorneys Weiss and Serota, Acting Village Clerk Neustadt,
Community Development Director Sobrino, and Recreation Director
Tessler
After discussion by the Board of Trustees, the Mayor opened
the public hearing on the proposed millage and subsequency The
public hearing on the tentative Operating Budget for 1992-1993, at
which time several residents spoke
The following Resolution was moved by Trustee Fried and
seconded by Trustee Sime
A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE ADOPTING THE TENTATIVE
MILLAGE RATE OF THE, VILLAGE OF KEY BISCAYNE FOR THE FISCAL YEAR
COMMENCING OCTOBER 1, 1992 THROUGH September 30, 1993 PURSUANT TO
FLORIDA STATUTE 200 065 (TRIM BILL) SETTING A DATE FOR A FINAL
PUBLIC HEARING TO ADOPT THE MILLAGE RATE
The resolution was adopted unanimously by a 7-0 vote of the
members present
A motion was made by Trustee Fried, seconded by Trustee Hill
to adopt the following ordinance
AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA ADOPTING A
TENTATIVE GENERAL FUND OPERATING BUDGET FOR THE FISCAL YEAR
COMMENCING OCTOBER 1, 1992 THROUGH September 30, 1993 IN THE AMOUNT
OF $5,396,200 PURSUANT TO FLORIDA STATUTE 200 065 (TRIM BILL),
SETTING A DATE FOR A FINAL PUBLIC HEARING TO ADOPT THE BUDGET,
PROVIDING FOR AN EFFECTIVE DATE
The ordinance was adopted unanimously by a 7-0 roll call vote
of the members present
Mayor Conte then opened a public hearing on the tentative

stormwater utility budget There were no speakers
A motion was made by Trustee Brody, seconded by Trustee Sime,
to adopt the following ordinance
AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, ADOPTING A
TENTATIVE STORMWATER UTILITY BUDGET FOR THE FISCAL YEAR COMMENCING
OCTOBER 1, 1992 THROUGH September 30, 1992 IN THE AMOUNT OF
$400,000; SETTING A DATE FOR A FINAL PUBLIC HEARING TO ADOPT A
BUDGET, PROVIDING FOR AN EFFECTIVE DATE
The ordinance was adopted unanimously by a 7-0 roll call vote
of the members present
The meeting was adjourned on a motion by Trustee Sime,
seconded by Trustee Fried
