Mayor Beckley called the regular meeting of the. City Council 2. to order at 7:30 P. M. following which Presiding Elder A. L. Nunamaker of the Re- Organized Church of Jesus Christ of Latter 3. Day Saints, 9458 Broadway, gave the invocation. Mayor Beckley then led the Pledge of Allegiance to the Flag. 4. ROLL CALL: PRESENT: Councilmen- Briggs, Harker, Merritt, Tyrell, Beckley ABSENT: Councilmen -None ALSO PRESENT: City Manager Koski, City Attorney Martin, Public Works Director Pizzorno, Planning Director Dragicevich, Traffic Engineer Envall, Asst. City Manager Recupero 5. APPROVAL OF MINUTES: A. Regular meeting of March 5, 1968. Councilman Merritt moved to approve the minutes of the regular meeting of March 5, 1968, as mailed, Councilman Harker seconded, and themotion was carried unanimously, with Mayor Beckley abstaining as he was not present at the meeting. B. Adjourned meeting of March 11, 1968. Councilman Briggs moved to approve the minutes of the adjourned meeting of March 11, 1968, Councilman Harker seconded, and the motion carried unanimously with Mayor Beckley abstaining due to his absence from the meeting. 6. GOALS PROGRAM COMMITTEE: Report - Mrs. Bertha Rains Mrs. Bertha Rains stated she was representing Mr. Camfield as he was out of town, and reported on the work of the above Committee. She introduced the following members of the Committee who were present: Mr. & Mrs. Sheffing, Alex Miller, Alex Goodman, Helen Shraeder and George Dragicevich. She reviewed the question- naires sent out and the reports on the returns. The Council dis- cussed the report at length with Mrs. Rains and thanked the Com- mittee for their work and advised they would pass the informa- tion received on to the Commissions that might be involved. Also one driveway was put in incorrectly, that the County was in error and that we would require the County to remove and replace this driveway at their cost. Mr. James Whipple, 9047 Emperor, spoke regarding this driveway which is on his property and was assured that it would be taken care of. No one else came forward to speak on the above assessments. B. N. T. Lendzian, 9171 Emperor, stated he was well satisfied and felt the job was well done. He requested that the piece of the sprinkler system that was dug up and left in his yard . be removed and was advised this will be taken care of. UNFINISHED BUSINESS: 7. ORDINANCE NO. 68 -262: 1st read. Amending Subsection 1(c) of Section 9360 of the Temple City Municipal Code re lot width of not less than 50 ft. City Attorney Martin presented Ordinance No. 68 -262 for first reading and read title AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SUBSECTION 1(c) 1) OF SECTION 9360 OF THE TEMPLE CITY MUNICIPAL CODE. Councilman Tyrell moved to waive further read- ing of Ordinance No. 68 -262•, Councilman Briggs seconded, and the motion carried unanimously. No further action was taken as this was the first reading of the Ordinance. 8. RESOLUTION NO. 68 -810: Confirming Planning Commission decision and denying appeal from that decision, Thomas F. & Kathryn D. Minahan, 5430 N. Halifax Rd., Variance Case No. 67 -238 City Attorney Martin presented Resolution No. 68 -810 and read title A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DISMISSING AN APPEAL, CONFIRMING THE PLANNING COMMISSION AND DENYING A VARIANCE WITH REGARD TO A LOT SPLIT. Councilman Harker moved to adopt Resolution No. 68 -810, Councilman Briggs seconded, and the motion was unanimously carried. NEW BUSINESS: 9. RESOLUTION NO. 68 -808: Ordering the canvass of the General Municipal Election City Manager Koski presented Resolution No. 68 -808 and read title A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA, ORDERING THE CANVASS OF THE GENERAL MUNICIPAL ELECTION TO BE HELD ON THE 9TH DAY OF APRIL, 1968, TO BE MADE BY THE CITY CLERK OF THE CITY OF TEMPLE CITY, CALIFORNIA. Councilman Merritt moved to adopt Resolution No. 68 -808, Coun- cilman Briggs seconded, and the motioni:was carried unanimously. 10. TRAFFIC COMMISSION RECOMMENDATIONS: Meeting of March 6, 1968. A. Item 6. Cloverly Ave. & Blackley St. - Crosswalk. Traffic Engineer Envall presented the recommendation that the above intersection be upgraded by installation of sidewalks at the curb returns at the northeast, northwest, and southeast corners of the above intersection, providing for a full return to the prolongation of the sidewalk at the southeast corner; and upon completion that crosswalks be installed across Blackley at the east line of Cloverly, and across Cloverly at the south line of Blackley to assist off- street pedestrian traffic. He advised the cost would be somewhere between $350. and $400. Following discussion Councilman Tyrell moved to order this in- stallation, Councilman Harker seconded, and the motion carried unanimously. B. Item 7. Temple City Blvd. & Lower Azusa Rd. - Signal Timing. Recommend signal at above intersection, presently on a 4 -way stop: between the hours of 10 P. M. and 6 A. M.,be placed on full 24 hour operation to provide a smoother flow of traffic. Council Minutes, March 19, 1968, page 5 Following discussion by the Council regarding the recommen- dation Councilman Briggs moved to change the hours from 12 midnight to 6 A. M. for four -way flashing red, and from 6 A. M. to 12 midnight to regular operation, Councilman Harker seconded,' and the motion carried unanimously. C. Item 8. Garibaldi Ave. & Oak Ave. - Additional Regulations. Traffic Engineer Envall presented the recommendation that a crosswalk and advance pavement markings be placed across Gari- baldi Ave. at the east line of Oak Ave. to assist pedestrian traffic as the traffic volume did not warrant a 4 -way boulevard stop. Councilman Tyrell moved to approve, Councilman Briggs seconded, and the motion was unanimously carried. D. Item 14. Matters from City Officials. The Commission recommended to the City Council that a resolu- tion be prepared and adopted, encouraging the Los Angeles County Board of Supervisors to finish cleaning up the bottleneck on Broadway (in county territory in front of the San Gabriel Academy) at the earliest possible time and in conjunction with plans of the City of Temple City to widen the area from Encinita to Rosemead. Following discussion Councilman Briggs moved because of the ramifications of the recommendation that the Council take this under submission and have the staff discuss this with the County and report back to a Council study session, Councilman Merritt seconded, and the motion was unanimously carried. 11. PLANNING COMMISSION RECOMMENDATIONS: A. Meeting of Febr. 27, 1968. Recommend procedures relating to effective date of Planning Commission decision and /or appeal period be changed from the 20th to 10th day following date of adoption of Planning Commis- sion resolution or at 12 P. M. of day following next City Council meeting, whichever is the later. The Planning Director presented the recommendation. Following Council discussion Councilman Merritt moved that the recommendation of the 10 -day period be put into force and the City Attorney be instructed to prepare the necessary ordinance, Councilman Tyrell seconded, and the motion carried unanimously. B. Meeting of March 12, 1968. Planning Commission Referral: Zone Change Case #67 -242 re pro- posed shopping center, northwest corner Baldwin & Olive. It is recommended that the Council withhold final decision on zone change pending public hearing on zone variance modification in conjunction with this project. Planning Director Dragicevich presented the above recommendation. Following discussion Councilman Harker moved to withhold any action until the Planning Commission reviews the changes pre= sented to the Planning Director, Councilman Briggs seconded, and the motion was unanimously carried. 12. RESOLUTION NO. 68 -809: Warrants & Demands City Manager Koski presented Resolution No. 68 -809 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $37,876.65, DEMAND NOS. 10683 THROUGH 10754. Councilman Briggs moved to adopt Resolution No. 68 -809, Councilman Harker seconded, and the motion was unanimously carried. Council Minutes, March 19, 1968, page 6 13. RESOLUTION NO. 68 -811: employing personnel, Senior Tree Trimmer City Manager Koski presented Resolution No. 68 -811 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING PER- SONNEL. Councilman Merritt moved to adopt Resolution No. 68 -811 Councilman Briggs seconded, and the motion carried unanimously. 14. COMMUNICATIONS: A. The City Manager presented a request from the Knghts of Columbus for the week of March to be proclaimed as Knights of Columbus Week. Councilman Tyrell moved to so proclaim, Coun- cilman Merritt seconded, and the motion carried unanimously. B. The City Manager presented a request for a proclamation from the City of Hope for the week of Apr. 8 -12 to be proclaimed as Good Nutrition Week. Councilman Harker moved to so proclaim, Councilman Briggs seconded, and the motion carried unanimously. C. The City Manager presented a request from the Chamber of Commerce to use the sidewalks of the malls for an Art Festival April 11, 12 and 13. Councilman Merritt moved to approve, Councilman Briggs seconded, and the motion was unanimously carried. D. City Manager Koski presented a request from the Board of Supervisors for a proclamation for the week of Apr. 22 -28 as D for Decency Week. Councilman Briggs moved to so proclaim, Councilman Tyrell seconded, and the motion carried unanimously. E. The City Manager presented a request for a banner across Las Tunas near Camellia to publicize Meetings in the Marketplace to be held at the American Savings Bldg. Apr. 8 -12 at noon. Councilman Harker moved to approve subject to insurance require- ments, Councilman Briggs seconded, and the motion was carried unanimously. F. City Manager Koski presented a request for a proclamation for the week of March 17 -24 as Youth Orders Week on behalf of the DeMolay, Job's Daughters, and Rainbow Girls, all of the Masonic order. Councilman Tyrell moved to so proclaim, Council- man Harker seconded, and the motion carried unanimously. G. The City Manager presented a request from the March of Dimes that May 2 be proclaimed as March of Dimes Healthy Baby Day. Councilman Merritt moved to so proclaim, Councilman Briggs seconded, and the motion carried unanimously. 15. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: Robt. Bock, 5328 Encinita, stated he wrote a letter to the City Council concerning his property and had never received an ans- wer and requested answers to his questions. Following considera- tion and discussion the Council requested him to attend a study session of the Council at 7:30 P. M. at the City Hall on Monday, April 1, at which time they will review his problems. A. L. Nunamaker, 5757 Agnes, asked about the flashing yellow and red signals on Las Tunas Dr. and stated he had received a number of complaints from citizens about crossing Las Tunas. Considerable discussion followed with no further action taken. Dorothy Bock, 5328 Encinita, advised the flashing signals on Las Tunas Dr. was brought up at the Safety Committee meeting and that Jr. and Sr. high school students do have to cross Las Tunas and it is a problem in some areas. Further checks will be made by the staff. 16. MATTERS FROM CITY OFFICIALS: The Asst. City Manager presented a request from the Standard Council Minutes, March 19, 1968, page 7 Oil Co. to conduct a Vibroseis geophysical survey along the Arcadia Wash in Temple City. Fbllowing a lengthy dis- cussion of the Council and due to •the; sui°roundi ngrr-es i denti al area and the tremendous shaking involved, Councilman Briggs moved to deny the request, Councilman Merritt seconded, and the motion was carried unanimously. Lt. Kundtz of the Sheriff's Dept. reported to the Council on the "Adopt a Deputy" program which their, Dept.:. : is i n i t i ati.n.g in connection with the schools and students. Councilman Tyrell moved to recommend to the school system that they adopt this program, Councilman Briggs seconded, and the motion was carried unanimously. Mayor Beckley commented on the block mothers program and felt it should be tied in with the Sheriff's Dept. Councilman Tyrell commented on the fine work being done with the teen -agers by Deputy Knowles in solving juvenile pro- blems. The City Manager advised the Parking Commission met re the signing of the parking lots. Public Works Director Pizzorno advised the recommendation was for 11 signs, approximately 18 x 18, green background with white letters, BACK- IN:PARKING PROHIBITED, these signs to be placed on or near existing refuse bin enclosures in the parking lots. Discussion followed re painting "Head In Only" on wheel stops and curb also. Councilman Tyrell moved to approve the installation of the signs as recommended but nothing else, Councilman Briggs se- conded and the motion carried unanimously. The City Manager presented a request from the City of Santa Fe Springs requesting Apr. 9 -12 be proclaimed as So. Calif. Business Show Week. Councilman Merritt moved to so proclaim, Councilman Harker seconded, and the motion was unanimously carried. The City Manager requested Council authorization for a check in the amount of $533.16 payable to the Post Office to cover the postage for mailing the sample ballots for the General Municipal Election to be held Apr. 9, 1968. Councilman Briggs moved to approve, Councilman Merritt seconded, and the motion was unanimously carried. The City Manager requested Council approval for the installa- tion of 16 4 -bulb ceiling lights in the City Hall to upgrade the lighting,the estimated cost to be $850. Councilman Harker moved to approve and to adjust the budget accordingly, Councilman Briggs seconded, and the motion carried unanimously. The City Manager advised he had received a petition signed by home owners in the area requesting a stop light at Temple City Blvd. and La Rosa, which will be presented to the Council at a budget session. The Asst. City Manager presented Resolution No. 68 -812 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY REQUESTING SERVICE FROM THE REDEMPTION AND STREET BOND DIVI- SION OF THE TAX COLLECTOR'S OFFICE OF THE COUNTY OF LOS ANGELES PURSUANT TO THE GENERAL SERVICES AGREEMENT. Councilman Tyrell moved to adopt Resolution No. 68-8.12, Councilman Merritt se- conded, and the motion carried unanimously. Councilman Harker stated the Councilmen had all received the reports on the Mayor's Committee and they would appreciate comments from the Council in this regard. Also that Bob Brown of the Bank of America was now a member of the Committee. Councilman Merritt commented on the use of a closed night club for a teenage center at Palm Springs last Easter vacation and how successful it had been. This is to be repeated during the spring vacation this year. He thought it might be something to consider for Temple City. Following discussion Councilman Council Minutes, March 19, 1968, page 8 Merritt moved to have the staff check into this idea and if feasible to carry it through, Councilman Tyrell seconded and the motion carried unanimously. The Staff will report to the Council on April 1. at the study session. Mayor Beckley commented on Tom Vinson who is leaving to join the Air Force and paid tribute to him for doing an outstanding job while with the City. 17. ADJOURNMENT: Councilman Tyrell moved to adjourn, Councilman Merritt seconded,' and the motion carried unanimously. Council adjourned at 9:50 P. M.
