Mr. Nudelman of Yellow Cab Co, also stated that he was present at the October meeting. After a lengthy discussion, Mr. Beatty then moved that the additional licenses issued in October, 1959 be re— voked. This motion was seconded by Mr. Faulkner and on roll call was unanimously approved by the Council. Mr. Beatty then moved that a public hearing be held on March 26, 1960 to consider the application for taxi licenses and that the Village Clerk notify the companies concerned of the public hearing at least 5 days prior to the date of the meeting. This motion was seconded by Mr. Faulkner and on roll call was unanimously approved. Mr. Nudelman requested time to terminate operations due to their contract with the Americana Hotel. Mr. Beatty then moved that his original motion be amended to read that the additional licenses issued in October be re— voked as of midnight of the night preceeding the Council meeting. This motion was seconded by Mr.Faulkner and unanimously approved. Mr. Webb then asked for a clarification of just which licenses were affected and Mr. Beatty said it affected all the addition— al licenses issued for the new license year. There being no further business to come before the Council, the meeting was adjourned upon motion by Mr. Beatty seconded by Mr. White. Attest: _ -�7‘1 Village Clerk March 17, 1960. Mayor March 26, 1960 The Bal Harbour Village Council held its regular meeting at 9:30 a.m. on Saturday, March 26, 1960 at the Village Hall. Those Those present were: Messrs. Hart, Beatty, Broeman, Faulkner and White. Absent: None Also present were: W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk; and Thomas H. Anderson, Village Attorney. 71 Mayor Hart called the meeting to order and after hearing the roll call, the minutes of the regular meeting of February 27th and the special meeting of March 17, 1960 were approved as sub— mitted upon motion of Mr. White, seconded by Mr. Faulkner and unanimous approval. Mayor Hart explained that the first item of business was the matter of the 24 taxi licenses which were revoked as a result of the meeting of March 17, 1960. These licenses were allocated as follows: North Beach Yellow Cab Company, 13 licenses; and Surf Cab Company, 11 licenses. He stated that these additional licenses which were issued in October, 1959 had been revoked as of midnight of March 25, 1960 upon order of the,Council as it was the feeling of the Council that the licenses were granted contrary to the Metro Ordinance. He further stated that it was his feeling that the best possible manner of handling the taxi situation was to set up a public stand at the discretion of the Village Manager which would male the entire operation more fair for all the companies concerned. Mr. S. R. Costanzo, attorney for Yellow Cab Company, asked that the Council reconsider their revocation order because of the fact that a common error had been made by all in confusing the meaning of permits and certificates. According to the law the issuance of additional permits for individual cabs does not require a public hearing. It is only in the issuance of new certificates that a public hearing is required. Each company involved, Morse Cab Company, Surf Cab Company and Yellow Cab, already had their certificates and had only applied for additional permits. He explained further that the only reason for revoking permits is when the individual cab is considered unsafe to operate. Therefore, on the basis of this explanation, he requested that the additional cabs be permitted to continue operation. Mr. Naddeo, operations manager of the Americana Hotel, requested that the Council restore the licenses of the cabs as it was their feeling that the 46 cabs were needed in Bal Harbour to properly serve the quests of the hotel. He reminded the Council of the fact that during conventions and special times that there was a definite shortage of cabs. Mr. Webb, the Village Manager, explained to Mr. Naddeo that there had always been at least 46 cabs on call and during the one particular convention when approximately 70 cabs were required that a special arrangement was made with cabs operating on Miami Beach licenses so that they could come into Bal Harbour and help relieve the situation. After the discussion, Mr. Broeman moved that the Village Manager set up a public stand to take care of all three companies licensed to operate in Bal Harbour and that the matter of re— distribution of cab permits be taken up at the regular meeting in October, 1960. This motion was seconded by Mr. Beatty and un— animously approved by the council. 72 Mr. Webb read a letter from the Americana Hotel requesting permission for military helicopters to land in Bal Harbour on the Whitman property (Area No. 5, PB 60, Pg 39) on June 11, 1960. The letter stated that Rear Admiral C. B. Galloway, MC., Assistant Chief for Research and Military Medical Specialities, Office of the Surgeon General, Department of the Navy, Washington, D. C. desired to set up a portable Marine Hospital Unit for the inspection of the conferees of the American Medical Association convention at the Americana Hotel. A11 of the hospital equipment as well as the doctors and nurses required to operate an emergency field hospital would be brought in by helicopters. The entire operation would require only the daylight hours of June llth. Mr. Beatty moved that permission be granted for the establishment of the military hospital and the use and landing of the helicopters for such and that the Village Manager make certain that there is adequate insurance coverage in the event of any accident. This motion was seconded by Mr. Faulkner and unanimously approved. RESOLUTION NO. 71 RESOLUTION COMMEMORATING THE FIFTIETH ANNIVERSARY OF THE RIGHT REVEREND MONSIGNOR WILLIAM BARRY, P.A. was passed upon motion of Mr. Faulkner, seconded by Mr. White and unanimous approval of the Council. Mr. Beatty moved that the town of Bal Harbour purchase 5 season tickets to the Marlin baseball games; said tickets to be used by the employees of the Village. The price of the tickets would be approximately $440.00. This motion died for lack of a second. There being no further business to come before the Council, the meeting was adjourned upon motion by Mr. Beatty, seconded by Mr. Faulkner. Attests Village Clerk March 26, 1960 L . .> 1/4 Mayor
