1 CALL TO ORDER/ROLL CALL OF MEMBERS Mayor Rafael Conte called the meeting
to order at 710 p in The following Trustees were also present Clifford Brody, Mortimer
Fried, Michael Hill, Betty Q Sime and Vice Mayor Sullivan Mw present were Village
Manager C Samuel Kissinger, Village Attorney Richard Weiss, Interim Village Clerk/Finance
Director Jack Neustadt and Recording Secretary Beatris M Arguelles Trustee Joe Rasco
arrived during discussion of Item No 7
2 INVOCATION Rev Patrick Arnold, Key Biscayne Presbyterian Church offered the
invocation
3 PLEDGE OF ALLEGIANCE Mayor Conte led the Pledge
4 DISCUSSION BY THE BOARD OF' TRUSTEES REGARDING THE FINAL MILLAGE.
Trustee Sime explained that although the advertisement of -the Hearing had appeared as a "tax
increase", in actuality, the Public Hearing was to discuss a tax decrease No odic, discussion
took place

BUDGET No discussion took place
6 PUBLIC HEARING -FINAL MILLAGE Mayor Conte opened the Public Hearing Hearing
no speakers, Mayor Conte Closed the Public Hearing

8 RESOLUTION FINAL MILLAGE
A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE ADOPTING THE FINAL
MILLAGE RATE OF THE VILLAGE OF KEY BISCAYNE FOR THE FISCAL YEAR
COMMENCING OCTOBER 1, 1992, THROUGH SEPTEMBER 30, 1993, PURSUANT TO
FLORIDA STATUTE 200 065 (TRIM BILL)
Mayor Conte read the resolution Trustee Fried moved that the resolution be adopted as read
Trustee Sime seconded the motion which carried unanimously with each Trustee voting as
follows Trustee Brody. Yea, Trustee Fried Yes, Trustee Hill Yes, Trustee Rascir Yes,
Trustee Sime Yes, Vice Mayor Sullivan Yes, Mayor Conte Yes
9 ORDINANCE - SECOND READING TENTATIVE OPERATING BUDGE'
AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, ADOPTING A
GENERAL FUND OPERATING BUDGET FOR THE FISCAL YEAR COMMENCING

OCTOBER I, 1992 THROUGH SEPTEMBER 30, 1993 IN THE AMOUNT OF $5,516,200,
PURSUANT TO FLORIDA STATUTE 200 065 (TRIM BILL)
Trustee Fried moved that the Ordinance be amended to include a section that will disclose
where the funds are spent Trustee Hill seconded the motion which carried unanimously with
each Trustee voting u follows Trustee Brody Yes, Trustee Fried Yes, Trudee
Hill Yes,Trustee Raseo Yes, Trustee Simi Yes, Vice Mayor Sullivan Yes, Mayor Coate. Yea
Trustee Brody moved that the Ordinance be approved as amended Vice Mayor Sullivan
seconded the motion which carried unanimously with each Trustee voting as follows, Trustee
Brody. Yes, Trustee Fried Yes, Trustee Hill Yes,Trustee Rasco Yes, Trustee Slate Yes, Vice
Mayor Sullivan. Yes, Mayor Canty Yes
10 DISCUSSION BY THE BOARD OF TRUSTEES OF THE STORMWATER UTILITY
BUDGET:
11 PUBLIC HEARING STORMWATER UTILITY BUDGET Mayor Conte opened the Public
Hearing Hearing no opposition to the ordinance Mayor Conte closed the Public Hearing
12 ORDINANCE. STORMWATER UTILITY BUDGET - SECOND READING
AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, ADOPTING THE
STORMWATER UTILITY BUDGET FOR THE FISCAL YEAR COMMENCING OCTOBER
1,1992, THROUGH SEPTEMBER 30, 1993, IN THE AMOUNT OF $400,000. Mayor Conte
read the ordinance after which Trustee Rasco moved its adoption Trustee Sime seconded the
motion which carried unanimously with each Trustee voting as follows Trustee Brody Yes,
Trustee Fried. Yes, Trustee Hill.Yes,Trustee Rasco Yes, Trustee Sineā¢ Yes, Vice Mayor
Sullivan Yes, Mayor Coate Yes
13. ADJOURNMENT. Trustee Fried moved that the Special Meeting be adjourned The motion
was seconded and carried unanimously with each Trustee voting as follows Trustee Brody
