CALL TO ORDER/ROLL CALL OF MEMBERS Vice Mayor Sullivan called the meeting to order at 7.05 p m The following Trustees were also present Clifford Brody, Mortimer Fried, Michael Hill, Joe Rasco and Betty Q Sime Also present were Village Manager C Samuel Kissinger, Village Attorney Richard J. Weiss, and Interim Village Clerk Beatris M. Arguelles 2. PLEDGE OF ALLEGIANCE: Assistant Pastor Pat Arnold, Key Biscayne Presbytarian Church offered the invocation and Vice Mayor Sullivan led the Pledge Trustee Brody moved that an item be added to the Agenda with regard to the Village Clerk Vice Mayor Sullivan seconded the motion which car- ried unanimously (6-0) Clifford Brody - Yes, Mortimer Fried - Yes, Michael Hill - Yes, Joe Rasco - Yes, Betty Q Sime - Yes, Vice Mayor Sullivan - Yes, Mayor Conte - Abs Trustee Brody stated that the In- terim Village Clerk Beatris Arguelles has resigned her position effec- tive Friday, April 3, 1992. He stated that since she is the only em- ployee other than the Village Manager at the Village Offices, the Village Manager should be directed to pursue hiring temporary staff or seeking volunteers to answer the telephones and perform secretarial du- ties Trustee Brody then made a motion to that effect The motion was seconded by Trustee Fried and carried unanimously (6-0), with each Trustee voting as follows: Clifford Brody - Yes, Mortimer Fried - Yes, Michael Hill - Yes, Joe Rasco - Yes, Betty Q Sime - Yes, Vice Mayor Sullivan - Yes, Mayor Conte - Abs 3 INTRODUCTIONS Village Manager Sam Kissinger introduced the fol- lowing exhibits (attached to these fully executed minutes) for review by the Board. (A) Fire/Rescue Service Cost Comparison and (B) Structure Fires - Station 15 4 SPEAKER PRESENTATIONS• The following persons each gave a 10 minute presentation to the Board with regard to fire/rescue services (Exhib- its referred to below were attached to the Agenda and are attached to these fully executed minutes) (A) C A Gimenez, Chief, City of Miami Fire Department, (Exhibit C), (B) David R Johnson, Chief, Key Biscayne Volunteer Fire Department , (Exhibit D), (C) M E Perry, Chief Metropolitan Dade County Fire Department (Exhibit K - dis- seminated at the meeting), (D) Robert Garner, Randall Eastern Ambu- lance Service (Exhibit E), (E) Lawrence J Jaffe, P A Financial Ad- visor and Trustee Cliff Brody Re Location/Financing of a Fire Station (Exhibit F). (F) Richard Cromartie, Chairman, Fire Rescue Committee (Exhibits G & H) (G) A R Frye, Senior Vice President of Wackenhut Se- curity Services was not present, however submitted the attached letter (Exhibit I) The following residents spoke in opposition to withdrawing from the Metro -Dade Fire District Sally Fertita, Joan Garisto, Camille Minutes 03-30-92 Page 1 of 2 Guething, Jim Doyle, Mary Schullman, Marie Kirk, Alma Trappolini, Conchita Suarez, Steve Simon, Michael Kahn, Kurt Curtis, Pat Orasso, Jim Haney and Blair Shimmer. The following residents spoke in favor of opting out of the Dade County Fire District Bill Croysdale, Frank Collins, Steve Sonaban and Gary Gross 5. DISCUSSION BY THE BOARD OF TRUSTEES Following the comments by the residents, lengthy discussion ensued among the Board of Trustees as to what action the Village should take in this regard 6. A RESOLUTION OF THE BOARD OF TRUSTEES OF THE VILLAGE OF KEY BISCAYNE, ADOPTED PURSUANT TO SECTION 18-29 OF THE CODE OF METROPOLITAN DADE COUNTY; EXERCISING THE VILLAGE'S OPTION TO WITHDRAW FROM THE METRO-DADE FIRE AND RESCUE SERVICE DISTRICT, PROVIDING FOR TRANSMISSION AND PROVIDING FOR AN EFFECTIVE DATE - The Village Attorney advised that the resolution delineated was placed on the Agenda in order to provide the Board with a full range of options with regard to this matter. He stated that it was not intended as a course of action for the Board, but mearly as a precaution in case the Board had voted to opt -out of the Fire District, the Board must vote on a pre -publicized Resolution, according to Florida Law Trustee Fried moved that the Resolution be deferred to a time certain of March 15, 1993 Trustee Hill seconded the motion for discussion Discussion ensued and subsequently, Trustee Fried withdrew the motion. Trustee Rasco moved that the Village Manager be directed to report to the Board with regard to a course of action and methodology regarding Fire/Rescue services, no later than April 28, 1992 The motion was seconded by Trustee Brody The motion carried unanimously (6-0) with each Trustee voting as follows Clifford Brody - Yes, Mortimer Fried - Yes, Michael Hill - Yes, Joe Rasco - Yes, Betty Q Sime - Yes, Vice Mayor Sullivan - Yes, Mayor Conte - Abs 7.
