Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Mark Hammer, Adam Cohen, Stacie Langdon, Veronica Pejril, Cody Eckert (ZOOM), Dave Murray, and Jacob Widner. III. Public Petitions and Comments A. Recognition of Leslie Hansen- Laurie Hardwick, Rod Weinschenk, and former Mayors Sue Murray and Mike Harmless all spoke of Leslie's accomplishments in the community. IV. Special Requests: A. Street Closure Request- Almost Home —Jingle Jam 5K-Gail Smith- Motion by Dave Murray to approve the street closure as presented, second by Veronica Pejril, 7-0, motion carried. V. Public Hearing-Water Rates- Wallace Hinkle (925 N. Madison) and John Fuller (97 Autumn Glen Drive) had different questions about why water utility is raising the rates. Questions were answered. A motion by Jake Widner to close the public hearing, second by Adam Cohen, 7-0, motion carried. VI. Department Reports: a. Cemetery— Ernie Phillips b. Engineer— c. Fire Department— John Burgess d. Park and Recreation — Rod Weinschenk e. Planner— Scott Zimmerman f. Police Department—Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water &Wastewater Department — Oscar King, Jr. i. City Attorney - Laurie Robertson Hardwick VII. Reports A. Mayor's Report- Mayor updated the council on the following items: • Mask up Putnam County- promotion to encourage everyone to use masks. • Remember Small Business Saturday- Chamber and Main Street will be having some activities. • Vectren project is finishing up. • Construction on Zinc Mill road is is almost done. • Street paving is finished and sidewalks can start anytime. • YMCA Project- Have began working on site plans. • Pool Improvement- Phase 2 will start next week. B. Clerk-Treasurer's Report- Clerk-Treasurer updated the Council on the following items: • Highlighted the Putnam County Human Society information in the council packet. • Presented the trash number of what was dumped at the city trash day. C. Councilors' Report - Mark Hammer- Pleased that Putnam County still has the status of yellow. He encouraged everyone to wear a mask. Adam Cohen is impressed with the coordination between Putnam County Health Department, Putnam County Hospital, DePauw University and local government. Veronica Pejril reminds citizens to make wise choices for their family gatherings. Dave Murray wondered if action needed to be taken on Old National Bank mobile unit. Jacob Widner—Thank you to Rod Weinschenk for allowing Ivy Tech student to do a shelter project at the Calbert Way location. VIII. Approval of Minutes A. Regular Session- October 8, 2020 B. Special Session- October 22, 2020 Motion by Dave Murray to approve both the October 8, 2020 and October 22, 2020 minutes as presented, second by Stacie Langdon, 7-0, motion carried. IX. A. Approval of City Claims Motion by Mark Hammer to approve claims as presented, second by Dave Murray, 7-0, motion carried. X. Old Business A. Ordinance 2020-9-An Ordinance Amending Sections 9-11, 9-12, 9-13, 9-14, 9-15, 9-16, 9-17, and 9-21 of the Greencastle City Code Approving Water Rates and Charges (Second Reading)- Motion by Adam Cohen to approve Ordinance 2020-9 on second reading as presented, second by Veronica Pejril, 7-0, motion carried. B. Ordinance 2020-11-An Ordinance Terminating the First Responder COVID-19 Benefit (Second Reading)- Motion by Stacie Langdon to approve Ordinance 2020-11 on second reading as presented, second by Veronica Pejril, 7-0, motion carried. C. Ordinance 2020-12- (Second Reading) An Ordinance Amending Ordinance 2019-6, An Ordinance Establishing the Size of the Departments of the City Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments and Fixing the Salaries of Certain Other Appointed Officials for the Year 2020 - Motion by Veronica Pejril to approve Ordinance 2020-12 on second reading as presented, second by Jacob Widner, 7-0, motion carried. D. Correction of Ordinance Numbers- Motion by Dave Murray to change Ordinance 2020-6 -An Ordinance Amending Ordinance 2000-4, An Ordinance Designating Stop Intersections to Ordinance 2020-13 and to change Ordinance 2020-7-An Ordinance Amending the Text of the City of Greencastle, Indiana Zoning Ordinance to Ordinance 2020-14, second by Adam Cohen, 7-0, motion carried. E. Approval to Pay Employee Bonuses Per Ordinance 2019-6- Motion by Stacie Langdon to approve the bonuses for all full-time City employees, Clerk-Treasurer and Mayor per Salary Ordinances 2019-6 and 2019-7, second by Dave Murray, 7-0, motion carried. XI. New Business A. Ordinance 2020-16-An Ordinance Amending Section 8-26 of the Greencastle City Code Regarding Schedule of Limited Parking Zones (First Reading)- Motion by Veronica Pejril to approve Ordinance 2020-16 on first reading as presented, second by Cody Eckert, 7-0, motion carried. Motion by Adam Cohen to consider passage of Ordinance 2020-16 at the same meeting as its introduction pursuant to Indiana Code 36-4-6-13, second by Dave Murray, 7-0, motion carried. Motion by Veronica Pejril to approve Ordinance 2020-16 on second reading as presented, second by Jacob Widner, 7-0, motion carried. B. Resolution 2020-11 —A Resolution Establishing a Capital Asset Management Policy- Motion by Jacob Widner to approve Resolution 2020-11 as presented, second by Adam Cohen, 7-0, motion carried. C. Resolution 2020-12- A Resolution to Provide for Reimbursement of Public Health and Public Safety Payroll Costs with CARES Act Funding- Motion by Dave Murray to approve Resolution 2020-12 as presented, second by Stacie Langdon, 7-0, motion carried. D. Ordinance 2020-15- An Ordinance Amending Ordinance 2018-6, Establishing an Employee Handbook for Employees of the City of Greencastle (First Reading)- Motion by Stacie Langdon with the amendment added at the second reading, to approve Ordinance 2020- 15 on first reading, second by Veronica Pejril, 7-0, motion carried. E. Ordinance 2020-17-An Ordinance Amending Section 8-24 of the Greencastle City Code Regarding Schedule of Reserved Parking Spaces (First Reading)- Motion by Jacob Widner to approve Ordinance 2020-17 on first reading as presented, second by Mark Hammer, 7-0, motion carried.
