HomeMy Public PortalAbout01-08-92 Special Council Meeting.tifVILLAGE OF KEY BISCAYNE, FLORIDA MINUTES SPECIAL BOARD OF TRUSTEES MEETING TO DISCUSS POLICE MATTERS Wednesday, January 8, 1992 Sheraton Royal Biscayne 1 CALL TO ORDER/ROLL CALL OF MEMBERS Mayor Conte called the meeting to order at 7 08 p m The following Trust- ees were also present Cliff Brody, Mortimer Fried, Michael Hill and Joe Rasco Vice Mayor Sullivan and Trustee Luis Lauredo arrived, respectively, shortly thereafter 2. INVOCATION The invocation was offered by Trustee Rasco 3. PLEDGE OF ALLEGIANCE Mayor Conte led the Pledge 4. REPORT FROM ED MEYER, CHAIRMAN OF THE TRANSITIONAL LAW ENFORCEMENT COMMITTEE OF THE KEY BISCAYNE COUNCIL, INC. Mayor Conte asked Ed Meyer to summerize the report of the Transitional Law Enforcement Committee Mr Meyer synopsized the report and reviewed options the Village may want to consider regarding law enforcement such as contracting services through Metro -Dade, City of Miami or Wackenhut, or establishing its own Police Department (a brief summary was disseminated to the Board, and will be attached to these fully executed minutes) Mr Meyer recommended that the Board appoint a Committee to finalyze the work of the Transition Committee and stated that Transition Committee members Dick Henderson, Hugh O'Reily, Jane Torres, Martha Broucek, Bill Davis and himself would be interested in continueing the work as a Committee of the Village 5. QUESTIONS AND COMMENTS FROM THE BOARD Discussion en- sued umong the Board of Trustees as to the direction that the Village should move in (1 e contracting ser- vices or establishment of its own Police Department) The Village Attorney, Richard Weiss advised the Board that there is no specific date by which the Village must advise the County of opting out of the presently con- tracted Police services He stated however, that should the Board move in the direction of contracting with other entities, an RFP process must be initiated in or- der to allow for fair coverage to potential bidders 6 QUESTIONS AND COMMENTS FROM THE PUBLIC Residents Jim Doyle, Alma Trappolini, M D and M Weisenfeld voiced opposition to opting out of Metro -Dade Police services, citing that the present services are adequate for the Village and other contractors may not provide the same level of service Residents John Davis, Bill Davis expressed concern Page 1 of 2 regarding inadequate services presently being provided by Metro -Dade, citing that a majority of residents want a local police department that will be more responsive to the community Resident Bill Croysdale also addressed the Board 7 DISCUSSION FROM THE BOARD OF TRUSTEES Following ad- ditional discussion, Trustee Brody moved that it is the sence of the Board of Trustees that the Village of Key Biscayne establish its own Police Department The motion was seconded by Trustee Fried, and carried unanimously Vice Mayor Sullivan moved that the Board of Trustees create a Committee to look into establishing a Police Department and recommend a direction with regard to the type of force, in order to assist the Village Manager (once appointed) in the development of the Police De- partment, and that each Trustee and the Mayor appoint one member to the Committee for a total of 7 The motion was seconded by Trustee Fried, and upon a roll of the Trustees, the motion carried (4-3) with the Board voting as follows Trustee Brody YES Trustee Fried YES Trustee Hill NO Trustee Lauredo NO Trustee Rasco NO Vice Mayor Sullivan YES Mayor Conte YES 8 ADJOURNMENT The meeting was adjourned by Mayor Conte at 9 30 p m , after a motion to adjourn by Submitted for approval by Beatris M Arguelles, Interim Village Clerk Approved th \Y- day of motion by � �& the Board voted as follows C Brody M Fried Vice Mayo Sullivan Beatris M A uelles, Interim Village Clerk Any person wishing to appeal any decision made by this Board with respect to any matter considered at this meeting will need a record of the proceeding, and for such purposes, may need to ensure that a verbatim record of the proceeding is made, which record includes the testimony and evidence upon which the appeal 2S made Page 2 of 2 seconded , 1992 After a 1 J Rasco Rafael ionte, Mayor
