REGULAR COUNCIL MEETING, JUNE 18, 2018
CALL TO ORDER
The Regular Council Meeting of June 18, 2018, was convened at 6:00 P.M. by Mayor
Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Prather to amend and adopt the agenda, adding
Item b. under Miscellaneous Agenda Items to introduce Murphy’s Ford band member,
Quinten Rice. The motion was seconded by Councilman Fitzwater. The motion to adopt
the agenda as amended was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Steve Crowell, City Administrator presented the June Outstanding Employee Service
Award to Craig Vaughan, City of Jefferson Purchasing Technician, Finance and
Information Technology Department. Mayor Tergin thanked him for his hard work and
dedication to the City.
Mayor Tergin welcomed Murphy’s Ford band member, Quentin Rice, and invited him to
the podium to speak about the band’s upcoming performance at the Inside the Walls
Concert.
PUBLIC HEARINGS
a. Special Exception Permit to Operate a Short Term Rental For Property
Addressed as 1001 West High Street
i. Associated Resolution RS2018-1 (Graham) Staff: Sonny Sanders
A staff presentation was made by Eric Barron, City Planning Manager.
Mike Yungbluth, owner of the property, spoke in favor of the resolution.

Mayor Tergin declared the evidentiary portion of the public hearing concluded
and stated that the Council would now take up the associated resolution.
RS2018-1 sponsored by Councilman Graham, entitled:
A RESOLUTION OF THE CITY OF JEFFERSON, MISSOURI APPROVING A
SPECIAL EXCEPTION PERMIT TO OPERATE A SHORT TERM RENTAL FOR
PROPERTY ADDRESSED AS 1001 WEST HIGH STREET.
Councilman Graham motioned to adopt RS2018-1. Councilwoman Wiseman
seconded the motion. The resolution was adopted by the following roll-call vote:
Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Nay: None
b. Special Exception Permit to Operate a Short Term Rental of a Lodging Room For
Property Addressed as 1632 Tanner Bridge Road
i. Associated Resolution RS2018-2 (Graham) Staff: Sonny Sanders
A staff presentation was made by Eric Barron.
Missy Creed, owner of the property spoke in favor of the resolution.
Mayor Tergin declared the evidentiary portion of the public hearing concluded
and stated that the Council would now take up the associated resolution.

ROAD.
Councilman Graham motioned to adopt RS2018-2. Councilwoman Wiseman
seconded the motion. The resolution was adopted by the following roll-call vote:

Schreiber, Ward, and Wiseman

c. Special Exception Permit to Operate a Short Term Rental For Property
Addressed as 412 Cherry Street

A staff presentation was made by Eric Barron.
There being no one from the public to speak on the resolution, Mayor Tergin
declared the evidentiary portion of the public hearing concluded and stated that
the Council would now take up the associated resolution.
RS2018-3 sponsored by Councilman Graham, entitled:
A RESOLUTION OF THE CITY OF JEFFERSON, MISSOURI APPROVING A
SPECIAL EXCEPTION PERMIT TO OPERATE A SHORT TERM R ENTAL FOR
PROPERTY ADDRESSED AS 412 CHERRY STREET.
Councilman Graham motioned to adopt RS2018-3. Councilman Prather
seconded the motion. The resolution was adopted by the following roll-call vote:

Schreiber, Ward, and Wiseman
Nay: None
d. Special Exception Permit to Operate a Short Term Rental For Property
Addressed as 134 West Circle Drive
i. Associated Resolution RS2018-4 (Graham) Staff: Sonny Sanders
A staff presentation was made by Eric Barron.
Councilman Mihalevich asked Mr. Barron if there was any correspondence
received regarding the resolution. Mr. Barron stated that they had r eceived
emails from two citizens in regards to parking concerns; one of which was
distributed in the packet, and one which was distributed by the City Clerk.
Property owner Julie Fitzmaurice spoke in favor of the resolution. Nick Goeke,
property owner of 141 West Circle Drive spoke against the resolution due to
parking and safety concerns.
Councilwoman Ward asked Mr. Barron if City Staff had looked at the property’s
parking availability. Mr. Barron stated that they had.
Mayor Tergin then declared the evidentiary portion of the public hearing
concluded and stated that the Council would now take up the associated
resolution.
RS2018-4 sponsored by Councilman Graham, entitled:

Councilman Graham motioned to adopt RS2018-4. Councilwoman Wiseman
seconded the motion. The resolution was adopted by the following roll-call vote:

and Wiseman
Nay: Mihalevich
e. Special Exception Permit to Operate an Outdoor Mulch Production, Sales and
Composting Facility For Property Addressed as 1129 Cedar City Drive
i. Associated Resolution RS2018-5 (Graham) Staff: Sonny Sanders
A staff presentation was made by Eric Barron.
Business Owner, Josh Korte spoke in favor of the resolution.
Mayor Tergin then declared the evidentiary portion of the public hearing
concluded and stated that the Council would now take up the associated
resolution.

Councilman Graham motioned to adopt RS2018-5. Councilman Schreiber
seconded the motion. The resolution was adopted by the following roll-call vote:

APPOINTMENTS BY THE MAYOR
Mayor Tergin recommended the appointments to the following boards and
commissions. Councilwoman Wiseman motioned to approve the recommendations.
Councilman Prather seconded the motion. The motion to approve the
recommendations passed unanimously.

PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Fire Chief Matt Schofield introduced Fire Department, Volunteer Chaplain Pastor Mark
Towns. Pastor Towns was invited by Mayor Tergin and Councilmen Graham and
Schreiber. He has accepted a new position in Texas, and was recognized for his
service to the City of Jefferson.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Announcements and Events
Councilman Hussey announced the Charter Review Advisory Committee
meetings scheduled for Tuesday, June 19th at 7:00 P.M. and Tuesday, June 26th
at 6:00 P.M., both at City Hall.
Councilman Prather announced the cancellation of the June 21 st Finance
Committee meeting. Packets will still be distributed.
Mayor Tergin made the following announcements:
Fire Station No. 2 Ground Breaking Ceremony was held last Wednesday,
June 13th at the corner of East McCarty and Robinson Road.
A Memorial Monument Dedication Ceremony was held on June 14th at Adkins
Stadium to honor the late Lorraine Adkins, longtime City of Jefferson
supporter and local Wreaths for Heroes founder.
The 10th Anniversary Celebration of the Lewis & Clark Monument was held
June 7th at the Rozier Art Gallery.
Senator Mike Kehoe was sworn in as the Lieutenant Governor of the State of
Missouri on June 18th.

Mayor Tergin, Councilmen Hussey and Hensley attended the Juneteenth
Emancipation Program last Saturday, June 16th at Soldier’s Memorial Plaza
on Lincoln University’s Campus.
Information on the City of Jefferson’s Salute to America activities and
concerts can be found at Salutetoamerica.org.
June 30th - Big & Rich Concert Inside the Walls - Tickets are available at
https://salute.ticketspice.com/insidethewalls3.
Demolition begins on Wednesday, June 27th for the construction of the new
municipal court.
The City Council will be periodically offering fun facts on the City of
Jefferson’s Partner City, Muenchberg, Germany during the City Council
meetings.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Councilman Graham recognized the Women’s Track & Field Team, who won the
Division II Outdoor Track and Field Championship. The Men’s Track & Field Team took
third place. The team will be invited to an upcoming City Council meeting.
Councilman Hussey informed the City Council that Councilman Graham has been
named Lincoln University President Dr. Jerald Jones Woolfolk’s Chief of Staff.

A motion was made by Councilman Mihalevich to approve the Consent Agenda as
presented, seconded by Councilwoman Ward, and approved unanimously.
