GLENRIDGE ROAD 1 CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by Chairman Sime at 7 15 p m Present were Trustees Brody, Fried, Hill, Vice Mayor Sullivan (arrived late), Vice Chairman Rasco (arrived late), and Chairman Sime Also present were Village Manager Kissinger, Village Clerk Inguanzo, Community Development Director Sobrino, Attorney Helfman, Master Plan Consultant Swarthout, and his assistant Mr Pitkin 2 PLEDGE OF ALLEGIANCE: Chairman Sime Led the Pledge Chairman Sime announced a special meeting of the Local Planning Agency on December 1, 1992 to discuss a sign ordinance and address landscaping issues Chairman Sime introduced Mr Robert Swarthout, the Village Master Plan Consultant 3 MASTER PLAN CONSULTANT PRESENTATION: Mr Swarthout encouraged the audience to participate in the meeting Mr Swarthout explained the Master Plan Process to the public and discussed the elements of the plan Mr Swarthout further discussed his preliminary ideas with the assistance of a slide presentation 4 PUBLIC HEARING: Chairman Sime opened the meeting to the public for comments Mary Schulman stated she would like to_see the Rebozo property used for a new school Conchita Suarez stated her concerns about the beach and landscaping Carol Updegrave stated her desire to see walking and bike paths, as well as her hope to avoid further development of enclosed communities She also discussed signs, landscaping, parking, and affordable housing Bill Ofgant addressed the issue of community character He also discussed the possibility of multiple uses for property on the island Page 1 of 3 Hugh O'Reilly raised a point about the conflict between Local Planning Agency members also serving as the Board of Trustees specifically with the Rebozo property Matthieu Dandah stated his wish for the elementary school to stay at its current location He also expressed his desire for use of native plants rather that exotic species He added his favorable opinion on the village acquiring the Rebozo property for a community center OM/ MID Charlotte St John discussed the sign issue John Crabill added his concerns over signs on Key Biscayne Gregory Han stated his preference for use of right-of-ways He discussed bike paths, drainage and access Jose Ferreyros addressed the issue of shopping centers and their use and design Robert Abbo discussed his concerns that the business community would not be included in the discussions of a Master Plan Edna Simpkin stated her preference for additional bike paths Mabel Miller would like to see the natural environment included in this process Steve Simon stated his wishes to see Key Biscayne develop as a model for other municipalities Allene Nicholson discussed bikes paths and signs Chairman Sime announced that the Local Planning Agency will be meeting every third Tuesday of the month and that Mr Swarthout will be available at the Village Office on those dates from 10 00 a m to 3 00 p m Mr Swarthout explained to the public the use of a survey that will be distributed to residents He asked the public present to participate in a pilot survey which will be used to develop the main survey Mr Swarthout distributed to the board a twenty-four issue statement that he developed from his individual conversations with the Board of Trustees Page 2 of 3 5 ADJOURNMENT: The meeting was adjourned at 9 00 p m Approved this 11441 day of PROCEEDINGS AND, FOR SUCH PURPOSE, MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED Page 3 of 3 C October 1992 MISSION STATEMENT for KEY BISCAYNE MASTER PLAN Major Issues 1 Signage: Tough controls needed including no pole signs and amortization of non -conforming signs Multi -tenant buildings should have sign theme 2 Residential Lot Coverage: Present code too permissive, less concern about height but a building bulk control envelop definitely needed Front setback should not be waived The 10 foot elevation requirement complicates the height issue 3 Access to Ocean: Needed but tricky, maybe public pedestrian way but no nearby public parking Quiet Gardens site is apparently dead Less unanimity on Bay access 4 Robozo Tract: Use as a passive park and Village center (unless Police Station block is used, see #5), not the proper place for major playfields but tennis courts and playground appropriate If not acquired, becomes tough land use question Village Center should be opposite Heather Drive 5 McIntyre -Enid Block: Long term project of acquiring property from Crandon Boulevard to the school should be explored, would be Village Center retauung existing police station and permit expansion of school tract In any case, this is a key block that should be redeveloped into quality commercial, e g , Village Green Commercial Center with residential over commercial on Fernwood 6 Village Center: Should include Village Hall, meeting/community center, gazebo, fountain, library and possibly Post Office 7 Harbor Drive: Needs pedestnan/bike path and better streetscape particularly along northern segment Speeding a problem 8 Retail: Village has enough, need to upgrade appearance of existing developments into a quality commercial center 9 Crandon Boulevard Commercial Corridor Restrict commercial uses to west side The Fernwood frontage deserves more urban design attention A long term goal of placing commercial buildings close to Crandon may be desirable The important thing is better urban design and direct linkages between the centers and to the rear 10 DRI Projects: Both should be down zoned including height limits but _ hotels are acceptable if m the 250-400 room range 11 Pedestrian -Bike Ways: Improve and extend system Links west from commercial tracts into residential areas a good idea 12 Calusa Park: Playfield project is important although it is recognized that the full 30 acres may be difficult to achieve for environmental reasons 13 Street Trees: A Crandon Boulevard landscaping theme, tree colonnades, Village maintenance of cul-de-sac landscaping and Village maintenance of Fernwood swale should be explored 14 Landscaping Code- Needed, must think through swale/front yard policy - 15 Design Review: Needed as part of site plan review process, i e architectural review in addition to landscaping, signs and other site issues 16 City DRI: Consider City -initiated DRI to cover both Sheraton and VMS sites 17 Single Hotel Access: A single road to Sheraton and Sonesta should be explored 18 Dune Enhancement. Fund almost sufficient to initiate project, important 19 Other Beach Issues The coastal construction line location, a Village beach patrol and sand monitoring should be explored 20 Traffic: Speeding a problem on Harbor Drive and Fernwood, controls are needed Uniform street lights and some curbmg should be explored 21 West Mashta: Consider south side for office and/or multifamily residential only 22 Holiday Colony- Should be rezoned to single family 23 Single -Family Residential Issues Zoning provisions should be considered that encourage front porches, require front yard trees, respond to Fernwood frontage opposite commercial, authorize guest cottages, etc 24 Village Entrance A special effort is needed to upgrade the appearance of the commercial frontage north of Harbor Drive
