SPECIAL BOARD OF TRUSTEES MEETING
VILLAGE OF KEY BISCAYNE
THURSDAY, OCTOBER 29, 1992

1 CALL TO ORDER/ROLL CALL The meeting was called to order by
Vice Mayor Sullivan at 7 10 p m Present were Trustees Brody,
Fried, Rasco, Sime, and Vice Mayor Sullivan Also present were
Village Manager Kissinger, Village Clerk Inguanzo, Building
Official Nieda, and Community Development Director Sobrino
2 PLEDGE OF ALLEGIANCE: Vice Mayor Sullivan led the Pledge
3 INTRODUCTION OF PANELIST Vice Mayor Sullivan introduced the
panelist which included Mr Porter Martin (FEMA), Ms Carol
Ostapchuk (Florida Department of Insurance), Mr Carlos Espinosa
(Metro -Dade Environmental Resources Management), and Ms Connie
Rodhe (Internal Revenue Service)
Mr Martin addressed the public regarding the National
Insurance Program and FEMA's 50% Rule
4 PUBLIC DISCUSSION: Vice Mayor Sullivan opened the
for questions from the public

answer period with the panelist Mr Dudley Burton, Mr Jim
Palafiant, Mr Michael Miller, Mr John Rosser, Mr Dan Boland,
Mr John Festa, Mr Jose Juara, Mr Mark Fried, Ms Lillian
Naruns, Mr Tim Stickney, Mr Bill Arnhols, Mr Campano, Ms Pam
Kirkpatrick, Mr _Joe Weisenfeld, Ms Camille Guething, and Mr
Jim Tanner
