HomeMy Public PortalAbout11-17-92 Local Planning Agency Meeting.tifMINUTES LOCAL PLANNING AGENCY MEETING VILLAGE OF KEY BISCAYNE, FLORIDA TUESDAY, NOVEMBER 17, 1992 COUNCIL CHAMBER 85 WEST MCINTYRE STREET, 2ND FLOOR 1 CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by Chairman Sime Present were Members Clifford Brody, Mortimer Fried, Michael Hill, Ray Sullivan, Vice Chairman Joe Rasco, and Chairman Betty Sime Member Rafael Conte was absent Also present were Village Manager Sam Kissinger, Acting Village Clerk Jack Neustadt, Community Development Director Robin Sobrino, Village Attorney Steve Helfman, and Master Plan Consultant Robert Swarthout 2 PLEDGE OF ALLEGIANCE Chairman Sime led the Pledge 3 APPROVAL OF MINUTES The minutes of the Meeting of September 15, 1992 and of October 28, 1992 were approved by unanimous consent 4 CITIZENS TO BE HEARD No one addressed the board 5 AGENDA: APPROVAL/ADDITIONS/DELETIONS/SUBSTITUTIONS Item number 12, Citizens to be Heard, was moved to the end of the agenda 6 STATUS REPORT OF MASTER PLAN BY MR. ROBERT K. SWARTHOUT: Mr Swarthout gave a status report to the Local Planning Agency 7 PILOT QUESTIONNAIRE: Mr Swarthout discussed the pilot questionnaire Mr Swarthout also discussed a telephone survey The members discussed both options Member Fried made a motion to use the mail survey in lieu of the phone survey, second by Vice Chairman Rasco and passed by a 5 - 1 voice vote The vote was as follows Members Fried, Hill, Sullivan, Vice Chairman Rasco and Chairman Sime voting Yes and Member Brody voting No 8 MASTER PLAN QUESTIONNAIRE Members made suggestions for questions 9 INTERIM COMPREHENSIVE PLAN Attorney Helfman discussed concerns about the plan It was the consensus of the members not to have an Interim Comprehensive Plan Page 1 of 3 10 ADVERTISEMENT OF FUTURE AGENDAS: Chairman Sime recommended advertising Local Planning Agency agendas in the Islander News at a cost of about $120 00 per advertisement Member Brody made a motion to advertise L P A agendas in the Islander News, seconded by Vice Chairman Rasco and passed by a 6 - 0 voice vote The vote was as follows Members Brody, Fried, Hill, Sullivan, Vice Chairman Rasco, and Chairman Sime voting Yes 11 SIGN DRAFT ORDINANCE: Mr Steve Pitkin, of Robert Swarthout's office, discussed provisions of the sign ordinance Members reviewed the draft of the ordinance 12 CITIZENS TO BE HEARD: Item was deferred until the end of the meeting 13 PLAN FOR CALUSA PARK Manager Kissinger spoke on this item and asked for direction from the L P A regarding future plans for the park Mr Swarthout addressed the item The members discussed the issue and concluded that the manager should proceed with a short term plan for landscaping the park At this time, Chairman Sime opened the floor for discussion from the public The following residents addressed the L P A Sergio Mendoza, 761 Ridgewood, favors the preliminary goals discussed at the meeting Also addressed the issue of sewers on the island Requested that the Master Plan Consultant use visual aids for the benefit of the public John Festa, 695 Harbor Lane, discussed the Beach Club Also discussed FEMA obtaining properties destroyed by Hurricane Andrew and converting them into parks Conchita Suarez, 201 Crandon Boulevard, discussed the Future Land Use Map Also questioned the L P A about the future density in the Village Bill Ofgant, 512 Fernwood, discussed his concerns about signs on Key Biscayne Also spoke about Calusa Park John Rosser, 300 Redwood Lane, discussed the Village's "length of grass law " Also addressed the Calusa Park issue Ed Meyer, 100 Sunrise, addressed the sign ordinance issue Lorraine Sonnabend, 330 Pacific Road, would like to see limited growth on Key Biscayne Also spoke about neglected properties Page 2 of 3 14 ADJOURNMENT: The meeting was adjourned at 9 55 p m Approved this \S-1-- day of Oe c e. r e} 1992 Village Clerk Chairman IF A PERSON DECIDES TO APPEAL ANY DECISION MADE BY THE LOCAL PLANNING AGENCY WITH RESPECT TO ANY MATTER CONSIDERED AT A MEETING OR HEARING, HE/SHE WILL NEED A RECORD OF THE PROCEEDINGS AND, FOR SUCH PURPOSE, MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED Page 3 of 3
