A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. in Meeting Room A of
the American Legion Hall. Departments Present: Bob Canning and Erika Woods (Health); Bill
Quinn(Fire); Brian Harrison(Building); Todd Bunzick(Water); George Meservey(Planning); Jennifer
Wood(Conservation). Absent: Mark Budnick(Highway).
INFORMAL REVIEW: Albert Avellar, 49 & 53 Giddiah Hill Road
Albert Avellar stated his intention to construct a new 5,000 square foot steel building with associated site
improvements in the Industrial District. Avellar noted that there will be rental bays with bathrooms
facilities and overhead doors and 2" sleeves will be used for the water lines. Avellar stated his intention
to re-vegetate the area and possibly construct a stone wall with boulders.
Comments:
Fire: There is adequate emergency vehicle access on this site. The permitted 250
gallon diesel tank portable unit is not allowed inside any buildings.
Conservation: There are no wetland issues.
Water: All water lines into the building must be sleeved through the wall. Applicant
must provide a plan of the interior. This property is located near the Orleans
Town Watershed and care must be taken to protect the area. The buffer area
must be maintained at a 4' height. The access road must be well maintained for
town use. Area must be kept clear of debris. Use of a fence or plantings is
encouraged to clean up the area. The Water department would be willing to
work with the applicant on this area.
Building: Engineered plans must be submitted for the retaining wall. This project falls
under the category of Controlled Construction by law. The project must comply
with the Orleans Outdoor Lighting Bylaw and provide cut sheets on all proposed
fixtures to the Town. One (1) tree must be planted for every eight(8)parking
spaces. Fire separation must be provided between the two buildings. The wall
adjacent to other building must be rated and looked at by an engineer and
engineered plans must be provided to the Town. The proposed uses must be
clarified.
Health: This project falls under the category of a warehouse for Board of Health
purposes. No floor drains are allowed in the buildings. Monitoring wells are
located on the property and must be sealed permanently and a letter provided to
the Town that they are sealed. The septic system for this building must be
separate from the septic systems for other buildings. Information on the current
status of the monitoring wells must be provided to the Town.

Planning: Orleans Zoning Bylaws do not permit driveways to be any closer than 10' to the
building. Erosion must be stabilized and controlled as this is at the entrance to
the Orleans Town Watershed. The area must be loamed and seeded to prevent
sediment from running down Giddiah Hill Road. The slope to the marina must
not be altered and must be left in its natural state. 25-year storm drainage must
be contained on-site and be drained into the catchbasins. A paved apron must be
installed on the town's portion of the property. Wheel stops must be installed on
the property.
There was a consensus of the Site Plan Review Committee that this application will have to come back for
a Formal Site Plan Review.
The Site Plan Review Committee meeting adjourned at 10:20 a.m.
