HomeMy Public PortalAbout12-15-92 Local Planning Agency Meeting.tifMINUTES LOCAL PLANNING AGENCY MEETING VILLAGE OF KEY BISCAYNE TUESDAY, DECEMBER 15, 1992 COUNCIL CHAMBER 85 WEST MCINTYRE STREET, SECOND FLOOR 1 CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by Chairman Sime Present were members Clifford Brody (arrived late), Rafael Conte, Mortimer Fried, Raymond Sullivan, and Chairman Betty Sime Member Michael Hill and Vice Chairman Joe Rasco were absent Also present were Village Manager Sam Kissinger, Village Clerk Guido Inguanzo, Village Attorney Richard Weiss, Master Plan Consultant Robert Swarthout, and Community Development Director Robin Sobrino 2 PLEDGE OF ALLEGIANCE: Chairman Sime led the Pledge 3 APPROVAL OF MINUTES: The minutes of the special meeting of December 1, 1992 were approved by unanimous consent 4 CITIZENS TO BE HEARD Chairman Sime stated that discussion from the public will be encouraged after each item 5 AGENDA: Chairman Sime added the discussion of exotic trees under the Landscaping Ordinance (Item #7) Village Attorney Weiss briefly discussed the ruling by the judge in favor of the county on the Miami Seaquarium litigation 6 TWELVE WEEK STATUS REPORT OF MASTER PLAN: Chairman Sime recognized Mr Steve Pitkin from Robert Swarthout's office Mr Pitkin highlighted the main points of the twelve week status report Mr Swarthout stated that at the January 19, 1993 meeting he will discuss policy items 7 DISCUSSION OF PROPOSED LANDSCAPE ORDINANCE: Chairman Sime recognized Mr Bill O'Leary, the Village's landscape architect Mr O'Leary briefly discussed North Miami Beach's landscape ordinance and concluded with a slide presentation Member Conte excused himself from the meeting at 8 30 p m Page 1 of 3 DECEMBER 15, 1992 Conchita Suarez, 201 Crandon Boulevard, stated her opinion that the ordinance should have requirements for residential areas Bill Ofgant, 512 Fernwood, stated that he favors increased landscaping even if it means a loss of parking space Gregory Han, 685 Curtisswood Drive, supports landscaping requirements for new residential developments He also stated that the ordinance should address prohibited trees After a lengthy discussion by the L P A , Member Fried made a motion to recommend adoption of the ordinance, as amended The motion died due to a lack of a second After further discussion, Member Fried made a motion to recommend adoption of the ordinance, as amended per the attorney's comments The motion was seconded by Member Brody The motion was adopted by a unanimous 4 - 0 voice vote The vote was as follows Members Brody, Fried, Sullivan, and Chairman Sime voting Yes 8 DISCUSSION OF PROPOSED SIGN ORDINANCE Chairman Sime recognized Mr Pitkin Mr Pitkin discussed the revised draft of the sign ordinance Greg Han, 685 Curtisswood Drive, raised his concerns about community signs, public event signs and street signs After a discussion by the L P A , Member Sullivan made a motion to recommend approval of the ordinance, as amended The motion was seconded by Member Fried The motion was adopted by a unanimous 4 - 0 roll call vote The vote was as follows Members Brody, Fried, Sullivan, and Chairman Sime voting Yes 9 PROPOSED CHARRETTE Chairman Sime proposed a charrette as a way of increasing citizen participation in the master plan process Steve Simon, 335 Harbor Lane, stated that if the Village decides to have a charrette, it should be conducted by trained personnel Don Atwood, 575 Crandon Boulevard, supports the idea of a charrette only if it is done by professionals The L P A requested that Mr Swarthout prepare a report for the next meeting on the probable cost of a charrette 10 CITIZENS TO BE HEARD Don Atwood, 575 Crandon Boulevard, stated that the public must be further involved in the master plan process Page 2 of 3 DECEMBER 15, 1992 11 ADJOURNMENT: The meeting was adjourned at 11 00 p m Approved this day of , 1992 Village Clerk Chairman IF A PERSON DECIDES TO APPEAL ANY DECISION MADE BY THE LOCAL PLANNING AGENCY WITH RESPECT TO ANY MATTER CONSIDERED AT A MEETING OR HEARING, HE/SHE WILL NEED A RECORD OF THE PROCEEDINGS AND, FOR SUCH PURPOSE, MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED Page 3 of 3
