1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order
by the Mayor at 6:30 p.m. Present were Councilmembers Franklin H. Caplan, Luis Lauredo,
Allison McCormick, Brett G. Moss, Ignacio Segurola, Vice Mayor Edward London and Mayor
Michael W. Davey. Also present were Village Manager Steven C. Williamson, Village Clerk
Jocelyn B. Koch and Village Attorney Chad Friedman.
2. PLEDGE OF ALLEGIANCE: Mayor Davey led the Pledge of Allegiance.
3. PUBLIC COMMENTS: The following residents addressed the Council: Fausto Gomez,
765 Crandon Boulevard; Gene Stearns, 250 Cape Florida Drive; Louisa Conway, 151 Crandon
Boulevard; Katie Petros, 375 Redwood Lane; Jennifer Stearns, 180 Cape Florida Drive; Richard
Michaelson, 1121 Crandon Boulevard; Servando Parapar, 240 Cypress Drive; Monica Ciocca, 161
Crandon Boulevard and Gary Gross, 211 Island Drive.
4. DISCUSSION: Miami-Dade County Commissioner Raquel Regalado addressed the
Council regarding the Rickenbacker Causeway RFP and the procurement process.
At this time the Mayor opened public comments and the following resident addressed the Council:
Nina Wallin, 270 Hampton Lane.
There was extensive discussion from Council, Commissioner Regalado and the Attorney regarding
the Rickenbacker Causeway RFP.

Councilmember Lauredo made a motion to support Commissioner Regalado and her staff to hold
a public meeting regarding the Rickenbacker Causeway RFP at the Key Biscayne Community
Center and to work with the Village Manager to schedule a date. The motion was seconded by
Councilmember McCormick and approved by a 7-0 voice vote. The vote was as follows:
Councilmembers Caplan, Lauredo, McCormick, Moss, Segurola, Vice Mayor London and Mayor
Davey voting Yes.
There was discussion from Council regarding accessibility for virtual public comments.
Councilmember Segurola made a motion to ask Miami-Dade County to formally stop the
Rickenbacker Causeway RFP process and turn over the Rickenbacker Causeway to Key Biscayne.
The motion died for lack of a second.
There was discussion from Council regarding upcoming public meetings for the Rickenbacker
Causeway RFP.
5. SCHEDULE OF FUTURE MEETINGS/EVENTS: A schedule of future meetings and
events was presented to the Council.
6. ADJOURNMENT: The meeting was adjourned at 8:02 p.m.
