Wayne Neddermeyer - Mayor in Chair Priscilla Arens - Clerk All members present The minutes of the meeting of July 6, 1971 read.. Moved by Arthur Theis that the minutes be approved as read. Seconded by Robert Franklin Motion carried. The minutes of the meeting of the Planning Commission of July 19th read. George Gubbins is to check at the Court House as to the procedure for information as to lot size, etc. to be inentao ected in the abstracts, so as o forestall the purchasing of the unbuildable lots by prospective buyers. Mrs. Gilmer appeared with regard to getting water to her home. Moved by Thomas Stevens to refer the matter to Mr. Mills for study as to the manner it is to be done. Seconded by Donald Des Lauriera Motion carried. Moved by Thomas Stevens to approve a dance permit to Bruce Wandrei for a neighborhood party in Medina-Morningside. Seconded by Arthur Theis Motion carried. C. O. Dorweiler with regard to weeds on the road banks on Highway #55, which the State Department refused to cut because of the"mess" left by the Sewer Contractors. Leo Leuer is to meet with C.O.Dorweiler, together with W. Neddermeyer and D. Des Lauriers on Wednesday noon to govever the situation. George Gubbins discusslidsa utioonicedcontract with Loretto. Moved by Robert Franklin to approve thenotice con`iract with Loretto, to run from August 3, 1971 to January 1, 1972. Seconded by Thomas Stevens Motion carried'. Moved by Thomas Stevens to pay the dues to the Hennepin County League of Municipalities for the year from July 1, 1971 to June 30, 1972 in the amount of 1)191.33. Seconded by Arthur Theis Motion carried. Moved by Arthur Theis to pay the dues of the Minnesota League of Municipalities for the year from September 1, 1971 to September 1, 1972 in the amount of $$275.00. Seconded by Donald Des 'enviers Motion carried. Moved by Donald Des Lauriers to grant permid#ion to the Northwestern Bell Telephone Com-zany to place buried cables on Pinto Drive and Hamel Road, Estimate #3292. Seconded by Thomas Stevens Motion carried. 43 Moved by Thomas Stevens to have a special meeting to work on the Budget on August 31, 1971 at 8 o'clock. Seconded by Arthur Theis Motion carried. Moved by Robert Frankin to authorize George Gubbins to answer and defend the Village of Medina and the Council in conneciionswith the Summons in the Holasek matter. Seconded by Thomas Stevens Motion carried Moved by Robert Franklin to write to the State inquiring as to setting up a fifteen mile hour speed zone in the Independence Beach area and Medina- Morningside, and also to call their attention to the situation at #19 & #55. Seconded by Donald Des Lauriers Motion carried. Tax Forfeited Lands. Moved by Robert Franklin to pass the following Resolution: The Village Council of the Village of Medina hereby requests the Hennepin Board of Commissioners and the Hennepin County Finance Department to place a "hold" on repurchase of the following tax -forfeit properties at Independence Beach in Medina. It is the sense of the Council that repurchase should be permitted only with subsequent approval by the Council. Block 2, Lots2, 17, 18, 23 (east 40 feet), 24 (west 40 feet) and west 20 feet of 23 and east 20 feet of 24. Block 7, Lot 26 (Nally half, front and rear) Block 6, Lots 10, 11, 20. Block 10, Lots 10-15 inclusive, 16 and east 40 feet of 17, 19, 20 and 8. Block 11, Lots 1, 2, 3, 4, 12, 13, 14, 15, 16. Block 13, Lots 1 to 20 inclusive Block 17, Lots 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12 Block 18, Lots 1 and 2 Block 19, Lots 3, 4, 5 Block 21, Lots 8, 17 Block 22, Lots 1, 2, 3, 4, 5. Block 24, Lots 2, 3, 4, 8, 9, 13, 14, 15. Block 26, Lot 11 and east 20 feet of Lot 10 Block 27, That part of Lot 5 lying northerly of the southerly 50 feet. Block 29, Lots 3, 4. The North 10' of the S 35' of that part of Beach lying N of S line of Lots 6, Block 27 ext. and W of E 20 thereof. The Village Council further resolves to place eholdon any property in independence Beach which subsequently becomes forfeit. Seconded by Thomas Stevens Motion carried. Moved by Thomas Stevens that we refer to the Planning Commission the notations with regard tth public health in connection with the Mobile Home Ordinance. Seconded by Arthur Theis Motion carried. • Arthur Theis will attend the meeting of the Suburban Hennepin County Relief Board on August 26, 1971 44 .) Discussion - Philip Maim relief - Resides at Hennepin County Park Reserve. Moved by Robert Franklin to not pay the relief bill for Philip Malm. Seconded by Donald Des Lauriers Mot.on carried. A report of Stop -Draw Down test of Eugene Hickok & Associates. Thomas Stevens%oR°ihe well situation and advised that they are takingsteps to install a cross -over system from Medina Ballroom. Moved by Thomas Stevens to pay the bills as follows: payroll in the amount of $7,856.92 and order checks in the amount of $25,479.56/ Seconded by Arthur Theis Motion carried. Donald Des Lauriers presented a letter written by Engineer William Mills regarding the drainage situation in Medina-Morningside �A stated as this system was a private project the Village is not liable for its upkeep. The electric company is to be contacted with regard to the position of their poles. Moved by Arthur Theis that the meeting adjourn. Seconded by Thomas Stevens. Motion carried. Meeting adjourned at 10:55 P. M.
