1. CALL TO ORDER - Mayor Brown called the meeting to order at 5:43 p.m.
2. ROLL CALL: Council Members; Green, Anderson, deRyk Jones, Vice Mayor Wallace Dee,
and Mayor Brown.
Staff Present: Alex Terrazas, Assistant to the Town Manager; Dan Wilkins, Public Works
Director/Town Engineer; Becky Bucar, Assistant Engineer; Tony Lashbrook, Town Manager;
Dennis Crabb, Town Attorney; and Judy Price, Town Clerk.

Action Taken: Town Manager authorized to contract for an appraisal of the parcels.
Mayor Brown reconvened the meeting at 6:00 P.M. in Council Chambers.

4. PLEDGE OF ALLEGIANCE - led by Josh Susman.
5. PUBLIC COMMENT
Lin Zucconi:
• Expressed concerns regarding State legislation effective January 1, 2010, that prevents
local jurisdictions from limiting veterinary practices.
• Expressed concerns regarding the practice of de- clawing cats and requested Council
agendize an Ordinance to ban the de- clawing of cats prior to the State legislation
becoming effective.
• Provided detailed information regarding the risks and cruel nature of the practice of de-
clawing cats.
Response: Tony Lashbrook, Town Manager, provided background on the State law that
was established to prevent local governments of limiting any practitioner's services. Dennis
Crabb, Town Attorney, stated there is not sufficient time to enact an ordinance prior to the
state legislation enactment. Ordinances require two readings and a 30 day waiting period.
Lynn Saunders, Truckee Donner Chamber of Commerce, introduced the 3/50 initiative.

• Stated local, regional and national support for the initiative.
• Explained the purpose of the initiative as encouraging consumer spending in our local
community.
• Explained how the initiative works:
o Choose three businesses you wish to see in the community in a year. Spend a
total of $50.00 per month at these three businesses. Do the same each month.
• Thanked Council for the efforts on the California Welcome Center signs on 1 -80.
Response: Dan Wilkins, Public Works Director/Town Engineer, thanked Becky Bucar,
Assistant Engineer, for her work on getting the signs in place.
6. COUNCIL REORGANIZATION
6.1 Selection of Mayor.
Council Member Anderson nominated Mayor Wallace Dee to serve as Mayor.
Council Member deRyk Jones seconded the nomination.

Noes: None.
Absent: None.
Abstain: None.
The motion passed unanimously.
Selection of Vice Mayor.
Council Member Brown nominated Council Member deRyk Jones to serve as Vice Mayor.
Council Member deRyk Jones declined the nomination.
Council Member deRyk Jones nominated Council Member Anderson to serve as Vice
Mayor.
Council Member Green seconded the nomination.

The motion passed unanimously.
Comments from outgoing Mayor Brown.
Council Member Brown: thanked the Council for selecting him to serve as Mayor; his
constituents for providing the opportunity for him; and the local public who have provided
him with their thoughts.
Mayor Wallace Dee opened the item to public comment.
Maia Schnieder, Truckee resident, congratulated the new Mayor and Vice Mayor, and

thanked the outgoing Mayor. Stating this is as close as Truckee gets to an inauguration, but
behind the dias there is a lot of work being done. Ms. Schneider thanked Council Members
for their commitment to the community.
Mayor Dee closed public comment.
Mayor Dee presented outgoing Mayor Brown with a plaque to commemorate his
service as Mayor.
Council individually thanked Council Member Brown for his service as Mayor, stating
appreciation for his demeanor and leadership.
7. CONSENT CALENDAR
It was moved by Vice Mayor Anderson, seconded by Council Member Brown, to
approve the Consent Calendar as follows:
7.1 Approve the Minutes of November 19, 2009.
7.2 Authorize the Town Manager to enter into an agreement with Sugar Bowl Resort, the
North Lake Tahoe Resort Association, Donner Ski Ranch, and Boreal Resort to
operate a shuttle between the Town of Truckee and the Donner Summit area during
the winter season and amend the Transit budget to reflect an increase of $9,007 in
expenditures and an increase of $9,007 in transit revenues.
7.3 Adopt Resolution 2009 -70 to authorize the Town Manager to execute forms certifying
right -of -ways have been acquired for local, state, and federal funded transportation
projects in accordance with state and federal regulations.

7. DISCUSSION ITEMS
8.1 PUBLIC HEARING — Federal Transit Administration 5311 Grant Application.
Recommended Action: Conduct a public hearing and adopt Resolution 2009 -65 authorizing
the Town Manager to submit an application for capital assistance through the Federal
Transit Administration 5311 program to provide funding for transit vehicle preventative
maintenance and engineering, design and construction of bus shelters.
Alex Terrazas, Assistant Town Manager, presented from the staff report.
Mayor Dee opened the Public Hearing asking for anyone wishing to speak in support
or opposition to authorizing the Town Manager to submit an application for capital
assistance through the Federal Transit Administration 5311 program to provide
' funding for transit vehicle preventative maintenance and engineering, design and
construction of bus shelters.

Seeing none, Mayor Dee closed the public hearing.
The Staff recommendation was moved by Council Member deRyk Jones, seconded
by Council Member Green, with the following vote:
