HomeMy Public PortalAboutAll Citizens Access -- 2013-01-18 Minutes ALL CITIZENS ACCESS COMMITTEE Meeting Minutes for January 18, 2013 Meeting began 2pm at the Council on Aging Building Members Present: Denise Rego, Robert Steinmann, Maureen Steinmann Members Absent: Brian Ladley, Claire Gradone Meeting minutes for October19, 2012, were approved and accepted. Committee Membership Maureen and Bob mentioned that they will not be seeking reappointment for the All Citizens Access Committee in April. Thereafter came the discussion of trying to find new members for the committee. It is very difficult to find people who have the time and the desire to volunteer. More discussion will follow at subsequent meetings. Review of On-Going Accessibility Projects Drummer Boy Park: This project is now in the hands of the Drummer Boy Park Advisory Committee. The most immediate accessibility issue is the designation of handicap parking. The main accessible pathway is already in place as is the pad for the portable bathroom facility. The DBP Advisory committee is hoping to extend the accessible pathway in the future. Linnell Landing: This project is scheduled for replacement this springtime. Bob Bersin, the Superintendent of the Department of Public Works, is taking care of this project, along with Jillian Douglass,the Assistant Town Manager, and Chris Miller, the Director of Natural Resources. Grist Mill: Dana Condit of the Alewife and Mill Sites Committees has been in touch with Maureen re accessibility at the Grist Mill site. Because of the repairs to the upper dam,the ground to the east leading to the dam is open and much more level than before; hence, the possibility of having an accessible pathway installed when the dam repairs are completed. Dana and the Mill Sites Committee are trying to make this area as accessible as possible. They have already completed an accessible pathway around the western side of the mill. Unfinished/incomplete recommended changes. • Access at Assessor's Office in Town Hall. A computer station has to be wheelchair accessible. This can be done by remodeling the designated desk area or providing another station that would be accessible, probably located inside the present office area. This is referred to as "programmatic access". • Outside signage at Town Hall. The large worded sign re accessibility should be replaced with the international handicap sign with an arrow and an additional similar, probably smaller, sign placed by Town Hall's front doorway indicating where the accessible entrance to Town Hall is. '13 JUN 3 8:44 Potential Accessibility Project: White Caps Field: Claire Gradone was not able to attend our meeting today but she had mentioned at our last meeting in October that she was interested in trying to improve accessibility at the White Caps Field. The committee felt that having the White Caps Field surveyed by Jeff Dougan,the Assistant Director for Community Service, was probably the best way to go. Jeff did a survey last year of the town's Freemans Way Recreational Fields. We will wait to speak with Claire before we move ahead. If a survey is to be scheduled, it was thought best to do it during April vacation week—April 15 through April 19. Miscellaneous Nauset Rotary Club Potential Grant At our last meeting, Herb Montgomery of the Nauset Rotary Club mentioned the possibility of a Rotary grant for an accessible project in Brewster. The project details would have to be submitted by summer of this year; the money, if awarded, would be available for use around July 2014. The committee talked about three areas in which this possible grant could be used: • The Mill Sites area. This was deemed first on the list due to the large number residents and visitors who go to the Grist Mill area. As stated above the Mill Site area is under construction and the Chair was not sure about the time frame involved so she will contact Dana Condit about it. • Drummer Boy pathway extensions. The Drummer Boy Advisory committee has plans for pathway extensions, the construction of which could possibly be expedited due to this potential grant. • Paines Creek. The culvert at Paines Creek is scheduled to be replaced sometime this spring. Presently,there is no accessible pathway at Paines, and although handicap parking is limited, an accessible pathway would allow people with mobility disabilities to advance to the head of the beach. This pathway would go from the edge of the macadam up to the post and rail fence. The committee is aware of three choices of pathway material: The Mobi-Mat; the Super Deck; and the PathMat. Not only the types of material but also the storage factor should be considered when choosing a pathway material. Bob Bersin, Superintendent of DPW will probably make the final decision on the type of material to be used. Possible Future Projects: • Long Pond, accessible beach • Second accessible ocean beach,possibly Mant's Landing • Town recreational fields • White Caps field • Accessible pathway at Spruce Hill • Accessible pathways on Conservation land Next meeting will be on February 15, 2013 at the COA at 2pm.
