The Committee convened at 7:00 pm in the Richard E. Mastrangelo Council Chambers.
Present were Kenneth Woodland, chair; Lisa Feltner, vice chair; and Vincent Piccirilli,
secretary. Staff present were Steven Magoon, Assistant Town Manager/Director of
Community Development and Planning; and Laura Wiener, Senior Transportation Planner.
Also present were Ethan Davis and Andrew Compagna from the Bicycle & Pedestrian
Committee.
The purpose was discuss Transportation Network Company Tax.
Mr. Magoon provided an overview of the tax revenue, enacted into law in 2016, that
provides ten cents per Uber or Lyft ride originating in a municipality, with the purpose of
the funds to pay transportation -related projects to offset the impact of the vehicle trips.
Watertown has received $46,912 in 2018 for trips in calendar year 2017.
Mr. Magoon then presented a list of four possible projects that the funds could be applied to
(Attachment A). While there was support for funding an updated bicycle transportation plan
in the discussion that followed, it was noted that in the June 19th Economic Development &
Planning meeting, the Committee agreed the TMA shuttle bus was a high priority for the
Town Council and discussed using the Transportation Network Company Tax to help fund
its pilot program.
4 Councilor Piccirilli made a motion, seconded by Councilor Feltner, to recommend the Town Council
appropriate the 2018 Transportation Network Company Tax funds to the Watertown Transportation
Management Association to partially fund the shuttle bus pilot program. Voted 3-0
The meeting adjourned at 7:45 pm.

3 Bike racks range in price from $200 to $1000. Installation is between $200 and $1000.
Total cost is between $400 and $2000.

As you know, the Town is receiving roughly $47,000 in funds from the Commonwealth Transportation Infrastructure
Fund. This is funded from required payments by Transportation Network Companies (such as Uber and Lyft). Funds are
distributed to municipalities for transportation related costs, including to support alternative modes. I am interested in
meeting with the appropriate parties, perhaps one of the Town Council subcommittees, about the best uses of this
fund. There does not seem to be a hard deadline for spending the funds, but we do have to report on spending or a plan
for spending by December 31, 2018.
