Home My Public Portal About08/03/99 CCM131 MEDINA CITY COUNCIL MEETING MINUTES OF AUGUST 3, 1999 The City Council of Medina, Minnesota met in regular session on August 3, 1999 at 7:30 p.m. in the City Hall Chambers. Mayor John Ferris presided. Members present: Ferris, Hamilton, Johnson, and Smith. Members absent: Zietlow. Also present: Attorney Ron Batty, Public Works Director Jim Dil!man, Planning & Zoning Administrator Loren Kohnen, City Engineer Glenn Cook, and City Clerk -Treasurer Paul Robinson. 1. Pledge of Allegiance 2. Additions to the Agenda The executive session was removed from the agenda. Moved by John Hamilton, seconded by Carolyn Smith, to approve the agenda as amended. Motion passed unanimously. 3. Approval of the Minutes from July 20, 1999 Page 3, item number 14, add (money from tax increment financing) after increment. Moved by Jim Johnson, seconded by Carolyn Smith, to approve the minutes as amended. Motion passed unanimously. 4. Consent Agenda A. Resolution 99-49 Granting Setback Variances to Aleta Mathieson For Additions to a House at 4635 Brook Street. Moved by Carolyn Smith, seconded by Jim Johnson, to approve the consent agenda. Motion passed unanimously. 5. Park Commission Comments There were none. 6. Planning Commission Comments Loren Kohnen said there will be one item on the next Planning Commission agenda and additional discussion on the Comprehensive Plan. 7. Comments from Residents in Attendance on Items Not on the Agenda There were none. 8. Items VII A. 1, 2, and 3 Concerning Rolling Green Business Park John Ferris said there were two items regarding the Rolling Green Business Park that needed to be addressed tonight. One was a request from the applicant to table discussion on all of the items concerning their proposal. The second was a petition for an environmental assessment worksheet (EAW) for this development. Ferris said the City has thirty days to evaluate the EAW petition. He recommended that the City use those 30 days to determine how to proceed with the EAW petition. Medina City Council Meeting Minutes August 3, 1999 132 The consensus of the Council was to have staff conduct the necessary review of the EAW and to report back to the Council at the September 7, 1999 City Council Meeting. Ferris said he also needed a motion from the Council to table the items pertaining to the Rolling Green Business Park until the September 7, 1999 City Council Meeting. Moved by Carolyn Smith, seconded by John Hamilton, to table items Vll A. 1,2, and 3 until the September 7, 1999 City Council Meeting. Motion passed unanimously. Bill Ciora asked the Council if the development would be approved since the City Council would not be able to complete its review within the 60 days as required by law. Ron Batty said the developer allowed the City to extend that deadline. 9. Independence Beach Sewer Force Main. Jim Dillman said he would like approval to have the City's engineering firm put together the plans and specifications for replacement of the force main in the Independence Beach sewer system. Ron Batty asked if the City was planning to assess a portion of this project. Jim Dillman said no, the cost would be shared amongst the cities involved. Moved by Jim Johnson, seconded by Carolyn Smith, to authorize preparation of plans and specification for the Independence Beach sewer force main . Motion passed unanimously. 10. Discussion on Engineering Glenn Cook said recently he met with City staff about improving service delivery to the City. He said what they concluded was to designate an additional engineer to the City of Medina to assist him with plan reviews and other routine matters. He said this will make for a more efficient service delivery for all parties involved. He said if there any other concerns to let him know. 11. Pay the Bills Moved by John Hamilton, seconded by Phil Zietlow, to approve the bills, order check numbers 19958-20000 for $62, 543.21 and payroll check numbers 16207-16226 for $16,195.85. Motion passed unanimously. 12. Adjournment Moved by Jim Johnson, seconded by John Ferris, to adjourn the meeting at 7:45 p.m. Motion passed unanimously.
