PLACE: Brewster Fire Station, 1657 Main Street PRESENT: Geoff Deering Ralph Ingegneri, Phil Lindquist, Kevin Pooler, Deputy Chief Harrison, David Telman, Robert Miller, Jon Phillips, Chief Robert Moran, Town Administrator Charles Sumner Chairman Miller called the meeting to order at 7:30 p.m. and welcomed the new members. Chief Moran thanked the committee members for their interest and service on the committee. Robert Miller provided a summary of the January 7, 2013 Board of Selectmen's meeting; there was generally a high level of support for the Fire Station project. Ed Lewis will be serving as the Selectmen's liaison to this committee. Bob Miller developed a list of various individuals that he intends to include in the communications and planning process, for example; the Department of Natural Resources has a need for a new facility. Is it possible to construct a new access road to the rear of this property for a new Fire facility, which would possibly allow for the use of the existing Fire Station by the Natural Resources Department? Also, the fact that the Council on Aging is located next to the Fire Station dictates that the committee needs to be aware of the impact of this project on their operation. Bob Miller brought up the issue of scheduling future meetings. Dave Telman has a conflict with Wednesdays; it was agreed that the committee would meet on Tuesdays. The next meeting is scheduled for January 22, 2013 at 7:00 pm at the Fire Station. Bob Miller stated that he would like to move the meetings to the Town Hall, so that the meetings can be televised on local access. The committee would then meet on the first and fourth Tuesdays of each month at 7:00 p.m. Bob Miller passed out a series of documents for the members. The first document was the designer services contract between the Town and the Maguire Group. The second document was a copy of a recently completed feasibility study for a new Natural Resources Department. Charlie Sumner will have a copy of the original 2008 Fire Station feasibility study from Maguire Group available for the committee members at the Town Hall as of Thursday, January 10, 2013. The committee will also do a more detailed walk through of the existing Fire Station at the next meeting. Ralph Ingegneri asked about the location of a new Fire Station; he expressed concerned about the Fire Station having good visibility from the highway. There was a conversation about www.town.brewster.ma. BNAC Minutes 1-9-13 Page 1 of 2 looking at a new location, versus building a new facility to the rear of current parcel. There was recognition that the reuse of the existing structure by another department may be problematic. Sub Committee Assignment: Bob Miller passed out a sheet identifying the various projects that have been assigned to the BNAC. These include the Fire Station, Eddy Elementary School roof& HVAC project and the Stony Brook School window replacement project. Bob Miller asked that the members review the list and get back to him about their availability and interest. Eddy Elementary School Roof& HVAC Replacement Project: The current school was built in 1995. The roof is problematic in terms of leaks and a poor HVAC system. While these systems are a matter of concern, and must be addressed, the project will most likely be delayed because the construction can only be done during the summer period when school in out of session. The fact that it is January and there are a number of procurement steps that need to be undertaken prior to beginning the design phase suggests that the project will not be scheduled for this summer. The School Department is seeking funding assistance from the MA School Building Assistance Authority. A funding round will be opening up soon and there is a reasonable chance that the town could receive some funding assistance. These funds do come with conditions in terms of the Town being obligated to maintain the building as a school for an extended period of time. Failure to meet the terms and conditions of the grant for a defined period of time will result in the town having to reimburse the State based upon a number of variables. 1 Stony Brook Elementary School Window Replacement: The Town has done a lot of work on this facility over the last few years. The original school was built in 1975 with an addition added in 1989. The windows in a significant portion of the 1989 addition are leaking, and need to be replaced. Charlie Sumner would like to undertake this project in a phased manner. The goal is to try to hire an architect and obtain a bid prior to town meeting in order to undertake the repair of some of the more problematic areas of the 1989 addition during the summer of 2013. The minutes of the May 12, 2010 committee meeting were approved with Dave Telman and Bob Miller voting in the affirmative and the balance of the committee abstaining.
