HomeMy Public PortalAboutBuilding & Needs Assessment -- 2013-01-23 Minutes oftWo , Off Town of Brewster r '. 2198 Main Street ��: a Brewster, MA 02631-1898 r ''' Phone: (508) 896-3701 * — a Fax: (508) 896-8089 MINUTES OF THE BUILDING AND NEEDS ASSESSMENT COMMITTEE DATE: January 23,2013 TIME:I 6:15 P.M. • PLACE: Town Hall Offices,2198 Main Street PRESENT: Geof Deering Ralph Ingegneri, Kevin Pooler, Deputy Chief Harrison, David Telman, Robert • Miller, Jon Phillips, Chief Robert Moran, Town Administrator Charles Sumner, Selectman Lewis NOT PRESENT: Phil Lindquist Bob Miller gave a review of the sub-committee assignment requests from the members: Fire Station sub- committee members; Kevin Pooler, Chairman, Geof Deering, Ralph Ingegneri, Phil Lindquist, Jon Phillips. The schools sub-committee members are; Dave Telman, Chairman, Phil Lindquist and Jon Phillips. Ralph Ingegneri has reviewed the feasibility study and had several questions and comments about room sizes, asbestos in the old building and some of the recommendations from the previous Fire Chief. He is also concerned about retaining the fire station for the Natural Resources Department. He feels that it is important that a new Fire Station have good visibility from the highway. This would be problematic should we try to retain the existing Fire Station for Natural Resources. Dave Telman also stated that he is concerned with the • reuse of the existing Fire Station by the Natural Resources Department and the Selectmen's charge did not include',this approach. Ralph Ingegneri also suggested that a video tour of the current Fire Station would be valuable for public information purposes. The current building is in poor condition and would be difficult and expensive to retrofit for a future Fire Station. Jon Phillips stated that he agrees with Ralph Ingegneri's comments and concerns. Jon Phillips has extensive experience in rehabilitating old buildings, and it is a difficult and expensive proposition. Bob Miller suggested that the committee needs to get input from the Fire Department staff and the consultants; and discuss the pros and cons in great detail. He would also like to have the committee meetings on local access television so that the public can obtain information from the committee's deliberations. Ralph Ingegneri added that the video tour of the existing station should include Fire staff and some of the committee members that have experience renovating an old building while it is being actively used. The committee should be transparent in terms of sharing information and educating the community. The committee was in agreement that the current building is probably not worth saving for the Fire Department or for the Natural Resource Department, however further discussion is in order. www.town.brewster.ma. BNAC Minutes 1-23-13 Page 1 of 2 The consultant from the Maguire Group will be dropping off a project schedule and questionnaire, which will be distributed to the Fire Department and Building and Needs Assessment Committee. Eddy Elementary School Committee Roof& HVAC Project: Dave Telman stated that the Mass School Building Authority has opened up a new program for school building repairs. The School Department will submit an application for funding assistance before the April 15, 2013 deadline. It is recognized that this project will be delayed until the summer of 2014. It appears that the State will make available a short list of pre-selected project managers and design professionals from which the town can interview and select a finalist. This will save a great deal of time and money over the standard selection process. Dave Telman moved to approve the minutes from the January 9, 2013 meeting, Jon Phillips second. The vote was unanimous in favor. The next meeting is scheduled on February 5, 2013 at 7:00pm. Bob Miller will make a determination whether this meeting is necessary, after Charlie Sumner checks with the Fire consultant. The meeting was adjoined at 8:30 PM. www.town.b rewste r.ma. Page 2 of 2
