1. CALL TO ORDER — Mayor Wallace Dee called the meeting to order at 6:00 p.m.
2. ROLL CALL: Council Members; Green, Brown, deRyk Jones, ViceMayor Anderson, and
Mayor Wallace Dee.

1 PM PRESENTATIONS
5.1 Lynn Saunders,•Chief Executive Director, Truckee Donner Chamber of Commerce
presented Marketing and Promotion update (presentation on file with the Town Clerk).
In response to Council questions:
• The number of hits that are from the state website is unknown.
• Assistance to local State Parks in the form of referrals.
• Truckee has not returned to the highest number of tourist annually in the current year.
• Facebook is offering new information regularly.
• Truckee Donner Chamber of Commerce uses information from other communities
regularly.
5.2 Sierra Nevada Geotourism Project Presentation, by Nicole DeJonghe, Sierra Business
Council.
• The Sierra Business Council is seeking endorsement from the Truckee Town Council.
o A Resolution of support .
• Nomination period for the Tahoe Emigrant Corridor will be June, July and August.
• The Town can create a working group to prepare nominations significant to Truckee.

• Ensure as the nominations arrive they are posted to the website.
• As you type your nomination others with similar names will appear.
• Currently the 1250 sites are mostly in the Yosemite region.

5.3 Mayor Wallace Dee proclaimed May 24 through June 6 as Click it or Ticket Mobilization.
Received by Nicholas Sensley, Chief of Police.
Mayor Wallace Dee announced the detour around at Highway 89 and the Railroad under -
crossing (Mousehole) has already been removed and the road repaired.

6. CONSENT CALENDAR
It was moved by Council Member Green, and seconded by Council Vice Mayor
Anderson, to approve the Consent Calendar as follows:
6.1 Approve the Minutes of May 6, 2010 Closed Session and Regular, and May 10 -11, 2010
Workshop.
6.2 Authorize the Town Manager to award the Pioneer Trail /Donner Pass Road Roundabout
Trails Project contract to AM -X Construction and Excavation in the amount of $219,012
and authorize 15% contingency budget for the project construction.
Comment noted: Council Member deRyk Jones requested staff calculate contingencies
realistic for the project on future contracts.
6.3 Authorize the Town Manager to award the Truckee River Legacy Trail Phase 3A
Construction Project contract to JD Pasquetti Engineering, Inc. in the amount of
$428,770; authorize a 15% contingency budget for the project construction; and amend
the 2009 -2010 Fiscal Year Budget to add $633,332 in American Recovery and
Reinvestment Act (ARRA) funding.
Comment noted: Council Member deRyk Jones requested staff calculate contingencies
realistic for the project on future contracts.
6.4 Authorize the Town Manager to enter into a five -year professional services agreement
with Holdrege & Kull for Materials Testing and related consulting Services.
6.5 Approve the side letter for the Town General Employee Group Dated May 21, 2010.
Kim Szczurek, Administrative Services Director, stated staff will be making a change for
clarification that is non - substantive. •
6.6 Authorize the Town Manager to execute two (2) contracts for earthwork and materials
testing services with Holdrege & Kull; for the Truckee River Legacy Trail Phase 3A
Project for $24,645 and Pioneer Trail /Donner Pass Road Roundabout Trails Project for
$19,525; and include a 15% contingency budget for both contracts.
6.7 Adopt Resolution 2010 -16 authorizing the Town Manager to apply for a Section 5311
Grant from the Federal Transit Administration for $114,537.
6.8 Adopt Resolution 2010 -17 authorizing Nevada County to act on the behalf of the Town
of Truckee as both Applicant and Grant Administrator for the Used Oil Recycling Block
Grant through Fiscal Year 2010 -2015.

' 6.9 Adopt the Police Officers' Association Memorandum of Understanding covering July 1,
2010 through June 30, 2011.
Vice Mayor Anderson thanked staff for the timely responses to many email questions
regarding the consent calendar.

7. DISCUSSION ITEMS
7.1 STAFF REPORT — Update on Planned Community -1 (PC -1) Specific Plan and
Authorization to Enter into an Agreement for Professional Consulting Services for
Preparation of an Economic Impact Analysis Report.
Recommended Action: Authorize the Town Manager to execute the agreement with AECOM
Economics at $45,800 plus a 10% contingency amount to prepare an Economic Impact
Analysis for PC -1 (Application 07 -053).
Council Member Brown recused himself due to a business relationship with Teighert (the
Applicant).

Jenna Endres, Associate Planner, presented from the staff report (presentation on file with
the Town Clerk).
John McLaughlin, Community Development Director; provided some background regarding
the selection process used in the process.
Council Discussion:
• Include current vacancy information on commercial and residential in Truckee.
• AECOM references include smaller jurisdictions.
• This report can serve to support or debunk other economic analyses completed in
Truckee.
• In the summer of 2010 Council can expect a project update, discuss issues that come
with the project and discuss with the public what type of public benefit should be included.
• There is a contingency requested to the contract to address potential changes in the
project through the process.
• AECOM proposal:
o Staff will provide past surveys as reference to this report.
• The surveys exist but need to be updated.
Change scope to take a fresh approach to the analysis.
o Use prior studies as a reference but complete a new study.
•-i General Plan policy calls for this analysis on the PC -1 project to analyze impacts on the
existing community.
' o Can Town ask for these items when they are not general plan policy?
o Fiscal impact study.

• Item 8 — included link to Economic Development Strategy application is appropriate but
new to the Town.
o The Specific Plan gives Council enormous discretion to determine what is in the
best interest of the community.
• There is currently no zoning on this property.
• The legislative act that Council can require any and all information
necessary to make the legislative act.
• Item 9 may have high utility.

John Eaton, Mountain Area Preservation Foundation (MAPF) representative:
• Expressed concerns regarding additional development when town already has a high
vacancy rate.
• Expressed concerns regarding "piecemeal planning ", stating adding commercial
development in the purifiers that may hurt town.
• The plan is still preliminary and can be changed.

• Support the new analysis of the market demand and supply projections.

7.2 COUNCIL PRIORITY - Waterways Consulting Contract Amendment for Trout Creek
Restoration and Proposed Proposition 50 Grant Modifications.
Recommended Action: Authorize the Town Manager to reduce the amount of the Trout
Creek Restoration design contract with Waterways consulting to $183,862 plus a contingency
of 15 %; and authorize staff to submit changes to the granting agency regarding the
Proposition 50 IRWM Implementation Grant Agreement.
Todd Landry, Senior Engineer, presented from the staff report (presentation on file with the
Town Clerk).
Council Discussion:
• The property owner is under no obligation to donate the property. Ensure that the sale
price will cover what the current property owner owes for the property.
o Three appraisals may be cost prohibitive. _ _
• The design could include storm water sediment traps in the project.

Site with Council Member Green.

9. CLOSED SESSION
9.1 CONFERENCE WITH LEGAL COUNSEL — ANTICIPATED LITIGATION — One case,
Governments Code Section 54956.9(b).
Action Taken: Town Manager authorized to sign a tolling agreement with Peoria Sunnyside
for a period not to exceed 60 days and Town Attorney to schedule meetings with the
principals and attorneys to seek a resolution of a dispute over the status of the development
agreement

4. PUBLIC COMMENT
Jim Porter, on behalf of Rick Holliday, thanked staff, Council, Planning Commission, and
community members that were involved in approval of the Railyard project and celebrate the
victory of the project in court last week.
Rick Holliday, citizen of Truckee:
• Thanked Council for the political support for the Railyard Project a year ago; that was
affirmed in court last week.
o Judge Holmer took great time and care to examine the issues.
o Thanked staff for their high quality work that withstood the challenge.
• Reassured Council that Holliday Development is strong and the project will move
forward focusing on the theater and housing first. •
• In support of the Avery and JMA Ventures the Hotel portion of the project will be deferred
to a later phase.

5. PRESENTATIONS
5.1 Mayor Wallace proclaimed June 5, 2010 as Truckee Day.
The proclamation was received by Maia Schneider and Nichole Dorr. Maia Schneider
introduced Gerald Herrick coordinator the 2010 Truckee Day event.
5.2 Mayor Wallace Dee inducted Tip Chase into the Truckee Day Hall of Fame, with a
proclamation and his name on a perpetual plaque.

Vice Mayor Anderson pulled Item 6.6 for further discussion.

It was moved by Council Member Green, seconded by Council Member Brown to
approve Items 6.1, 6.2, 6.3, 6.4 and 6.5 as follows:
6.1 Approve the Minutes of May 20, 2010 as corrected June 6, 2010.
6.2 Authorize the Town Manager to execute a contract amendment with El Camino
Trailways to extend the existing terms of the contract to operate the Town's transit
system through November 30, 2010.
6.3 Adopt Resolution 2010 -18 Affirming the Town of Truckee Conflict of Interest Code.
6.4 Approve Resolution 2010 -19 authorizing the establishment of the Gann
Appropriations Limit for the 2010 -2011 fiscal year of $14,156,482.
6.5 Approve a modification to the intergovernmental loan agreement with the Town of
Truckee Redevelopment Agency establishing a revised repayment schedule.
Council Member deRyk Jones requested the item be considered again next year to reduce
the dept.

6.6 Approval of a Contract for Professional Planning Services with Thomas A. Parilo and
Associates.
Recommended Action: Authorize the Town Manager to execute a contract with Thomas A.
Parilo & Associates for professional planning services in the amount of $50,000.
Vice Mayor Anderson recommended this contract be approved for $25,000.
John McLaughlin, Community Development Director, stated it is possible to reduce the
contract amount. The original contract was for a lower amount. This item is in addition to
the original contract.
Tony Lashbrook, Town Manager, stated he is acting as the planner on this project as John
McLaughlin has a conflict based on the proximity his property is to the project. Staff set the
original contract at what they believed would be adequate to complete the project. There
are charges that have already occurred that directly related to the applicant's requests for
meetings. The contact amount can be reduced from the $50,000 recommendation.

Joshua Susman, Truckee resident, stated the billing for this contract is passed through
directly to the applicant with no net cost to the Town.

• It is a time and materials contract that will bill monthly.
• It is appropriate for Council to consider the value of the contract, to be fair to the
developer.

Anderson, seconded by Council Member Green, and carried with the following vote:

7. DISCUSSION ITEMS
6:27:40 PM
7.1 PUBLIC HEARING: Solid Waste Services Rates.
Recommended Action: Conduct a public hearing and continue the item to the June 17, •
2010 meeting to allow staff to continue negotiations with Tahoe Truckee Sierra Disposal
(TTSD) hauler.
Alex Terrazas, Assistant Town Manager, presented from the staff report modifying the
original recommendation to continue the public hearing to June 17, 2010 (presentation on
file with the Town Clerk).
Council Discussion:
• Staff is reviewing financial needs of the hauler.
• Staff prepared the proposition 218 notice at the maximum rate increase potential and
has reduced the recommended rate due to information available at this time.
• Staff is recommending a continued dialog with TTSD before Council deliberates.
• Staff has some financial information and believes additional information is necessary
to justify further increases.
Mayor Wallace Dee requested TTSD representative provide a presentation to Council.

Mayor Wallace Dee opened the public hearing asking for anyone wishing to speak in
support or opposition to Resolution 2010 -24 increasing the solid waste service rates.
Jamie Brimer, Truckee resident: _
• Provided some preliminary calculations for the cost of this increase as well as last
years increase for the green waste recycling program.
• Requested an accounting of the cost of the service compared to the rate of $147,000
being collected for the green waste program.
Juanita Schneider requested information regarding the amount of the increase that will go to
TTSD and the amount that will remain with the Town. Ms. Schneider also stated the green
bags are very expensive.
Mayor Wallace Dee closed the public hearing.
Council Discussion:
• Green bag program is offered to Truckee residents but not Placer County residents.
Response: David Akiro, TTSD, stated Placer County does not have a green bag
program. Green bags placed at the curb in Placer County will be charged for the same
as trash.
• It is not the intention of Town that the TTSD operate at a deficit. It is also
appropriate for Town to ensure the contract is administered fairly for rate - payers.
• Market information is not necessarily germane to this request.
Council Direction:
• TTSD will need to provide the following information for the next meeting:
o Explanation of what changed to cause TTSD to operate at a deficit.
• The residential should stand on its own, and should be
recession proof as it is collected by parcel.
o Provide documentation on how TTSD handles vehicle amortization.
o Breakdown per jurisdiction with rate and profitability (if possible).
• Explanation of why is Truckee more expensive for TTSD.
• Do other jurisdictions provide for property tax billing?
• Identify what expenses are related to the carbon emission regulation mandate
separately from standard vehicle maintenance and repairs.
• Waste hauling is a monopoly, it is important for Town to review the financial
details with standard accounting practices.
• Provide bottom up financial detail for the TTSD information already provided to
staff.

7.2 PUBLIC HEARING: Delinquent Accounts for Residential Solid Waste Services.
Recommended Action: Conduct a public hearing and approve Resolution 2010 -23
establishing delinquent residential solid waste services accounts.
Nichole Dorr, Recycling Coordinator, presented from the staff report (presentation on file
with the Town Clerk).
Mayor Wallace Dee opened the public hearing asking for anyone wishing to speak in
support or opposition to Resolution 2010 -23 establishing delinquent residential solid
waste services accounts.
Donald Colclough provided anecdotal information regarding an incident with TTSD. Mr.
Colclough requested the lien be removed and the charges dropped.
Mayor Wallace Dee closed the public hearing.
Response: Jeff Collins, TTSD, stated he will work with Mr. Colclough and resolve the issue.
Nichole Dorr, Recycling Coordinator, explained the charges for residential solid waste
collection.

7.3 STAFF REPORT: Donner Pass Road Safe Routes to School Improvement Project (CIP
60- 10 -03) Signage Purchase.
Recommended Action: Authorize staff to purchase push button activated flashing
pedestrian crossing and radar activated speed feedback display signage from Traffic
Control Service, Inc. in the amount of $38,483.

• Staff worked with Traffic Control Services to ensure the equipment will work in
our environment.
o Placer County has some of this equipment operating.
• The poles are included in the quote.
• Grant funds are reimbursed based on expenses incurred.

Juanita Schneider questioned if there was any consideration of installing this type of
crossing at the hospital.
Response: Dan Wilkins, Public Works Director /Town Engineer, stated staff is working with
the hospital as part of the Cancer Center Project to improve the crossing in front of the
hospital.

project and direct staff to work with stakeholders to identify and nominate Truckee assets for
recognition.

Lynn Saunders, Truckee Donner Chamber of Commerce, stated they are in support of the
project and outlined their roll as a partner. There are currently two nomination workshops
scheduled.

7.5 STAFF REPORT: Truckee Donner Chamber of Commerce Board Town Liaison
Appointment.
Recommended Action: Consider assigning a Council Liaison to participate in the Board
Meetings of the Truckee Donner Chamber of Commerce.

Mayor Wallace Dee opened the item for public comment.
Lynn Saunders, Truckee Donner Chamber of Commerce, stated with the current economy
there is a benefit to an ongoing relationship with the Town Council.

Council Direction:
• Council Member Green nominated the Vice Mayor Anderson to serve as the
Council liaison.
• An alternate position will only be addressed as necessary.
Vice Mayor Anderson was nominated by Council Member Green, and seconded by
Council Member deRyk Jones, to serve as the Council liaison to the Truckee Donner
Chamber of Commerce. The motion carried with the following vote:

Recommended Action: Provide direction to staff in regards to the 2010 -2011 Town

Town Attorney - Outside Legal Costs reduced from 2011 on.

Compensation and classification study — removed.
General Government - Professional Services — Human Resources services other

Engineering - professional services reduced.
Parking Division - eliminate subsidy starting 2011 — 2012 Fiscal Year.
Vacant or soon to be vacant positions evaluated:
Planning: Town planner — remove for planning period.
Police - Wages & Benefits reduced to reflect vacancy rate.
Clerk's Office - reduce administrative position to 80 %.
Council Discussion:
• There will not be a balanced budget due to some capital expenditures.
o Town will carry forward expenses from 2009 -2010 to 2010 -2011.
• The Human Resources amount was an error that carried over the five years.
o Through negotiations; the Compensation and Classification study will be
eliminated from the 2010 -2011 budget.
• Council will be addressing the parking subsidy at a future workshop.
Mayor Wallace Dee opened the item for public comment.
Jamie Brimer stated the parking meters have been loosing money year after year.

It was Council consensus to direct staff to continue to prepare the budget with the
changes noted above.

• Announced the E -Waste Day, June 19, 2010 at Town Hall.
Council Member Jones
• Attended, with Council Member Green, the meetings regarding the Request for
Proposal (RFP) review for the West River Street site.
Vice Mayor Anderson
• Announced the Document Shredding event, June 19, 2010 at Town Hall.
