AUGUST 1, 2007 -Minutes
A meeting of the Site Plan Review Committee was called to order at 10:00 a.m.in Skaket Meeting Room at the
Orleans Town Hall. Departments Present: Bob Canning(Health);Bill Quinn(Fire);Brian Harrison (Building);
Todd Bunzick and Lou Briganti(Water); John Jannell(Planning); Jennifer Wood(Conservation). Absent: Mark
Budnick(Highway).
John Jannell chaired the Site Plan Review Committee meeting in the absence of George Meservey.
FORMAL: Town Of Orleans—Wind Turbine Project,350 Route 28
Using plans and diagrams,David Lyttle(Ryder&Wilcox)demonstrated that all of the town department comments
and concerns regarding the construction of two wind turbines in the town watershed to provide power to the water
treatment facility have been incorporated into the Formal Site Plan dated July 30,2007 for property located at 350
Route 28 and will be included in the Request for Proposal.
Comments:
Fire: Lock boxes will be required during and after construction on the wind turbine site.
Building: There are no new comments from the Building Department on this project.
Water: Lock boxes will be required during and after construction on the wind turbine site. All
previous Water Department comments have been addressed on the Formal Site Plan.
Health: All architectural plans must be stamped by a Land Surveyor or a Professional Engineer
and filed with the town. Variances should be noted for the lack of dumpsters,bicycle
racks and a septic system. Any noise issues will be addressed by the Zoning Board of
Appeals
Conservation: There are no comments from the Conservation Commission.
Planning: There are no new comments from the Planning Department on this project.
Findings of Fact
The Formal Site Plan submitted is complete with the following exception:
1. Dumpsters,bicycle racks and septic systems are not required for this project and therefore are not
shown on the Formal Site Plan.
2. Architectural Plans for the Wind Turbine project must be on file with the Town.
3. The Formal Site Plan dated July 30,2007 must be stamped by a Land Surveyor or Professional
Engineer and filed with the Town.
MOTION: On a motion by Bob Canning, seconded by Bill Quinn,the Committee voted to approve the Formal
Site Plan for the Town of Orleans Wind Turbine Project to be located at 350 Route 28.
VOTE: 6-0-0 The motion passed unanimously.
The meeting adjourned at 10:10 a.m.
