PLACE: Town Hall Offices,2198 Main Street PRESENT: Geof Deering Ralph Ingegneri, Kevin Pooler, Phil Lindquist, Robert Miller, Jon Phillips, David Telman, Chief Moran, Deputy Chief Harrison, Mike Fitzgerald, Charles Sumner, Fabrizio Caruso, Anthony DiLuzio, Ben deRuyter, James Paul Ludwig, James O'Leary, Herb Montgomery, Dan Guertin, Dennis Hansen Robert Miller opened the meeting and turned the meeting over to Fabrizio Caruso from CDR Maguire, who provided an informative history of the current facility that included its use as a joint Police and Fire Station. This original facility was designed when the service delivery requirements of these services were vastly different and the population was less than 2,000 people. The apparatus garage is poorly designed and too small. In addition vehicle sizes have increased significantly over the past 40 years. The current garage would be extremely difficult and expensive to retro-fit. Handicapped access laws did not exist in 1974, adapting the old building to meet the requirements of the current law will be challenging. Due to the size and scope of this project we will be required to bring the building up to code in order to meet a number of different regulatory requirements. In addition, floor elevations vary from different sections throughout the building. Existing constraints concerning renovation and expansion of the site include; apparatus bays, various floor levels, internal circulation, ceiling height limitations and asbestos. Maintaining operations of the department during construction all make renovation versus new construction extremely costly and complicated. There was also a discussion about the proximity of wetlands relative to the current building, steep grades, and the structures location relative to the Council on Aging building and Route 6A. Option number 1 allows for the a renovation of the existing structure containing the 1974 office area, demolishes the apparatus bays and includes the construction of new apparatus bays and crew space. Option number 2 would include the construction of a new facility behind the current facility. Upon completion of the construction phase the existing fire facility would be demolished. This approach does have the benefit of minimizing disruption of departmental activities during the construction phase. Alternatively, the Town would have to create temporary facilities during construction. This plan results in a structure that includes drive through vehicle bays. It also will result in a building with superior energy efficiency capabilities and future maintenance costs will be controlled. It was also noted that new construction can be achieved in a 12 month cycle versus 18 to 24 months for option number 1. www.town.brewster.ma. BNAC Minutes 06-19-13 Page 1 of 2 It was noted that option number 1 does not include relocation costs, which will be necessary. Jon Phillips mentioned that we will need to include costs for a project manager for both options. Bob Miller commented that it seemed that option number 2 was lacking costs for a new septic system. Kevin Pooler stated that the life expectancy of a new building was significantly greater than the renovation option. Phil Lindquist thought the phasing costs for option number 1 were low. Herb Montgomery suggested that we utilize low maintenance exterior materials. Ralph Ingegneri commented on the numerous deficiencies with the existing structure. Dennis Hansen reminded everyone that this site will require approval from the Old Kings Highway Historic District and suggested that we evaluate the permitting requirements from the Cape Cod Commission. He also wanted to insure that we allowed for future fire station expansion on this site. CDR is working to update construction cost estimates based upon new construction activity. There was a discussion about the building height of a new station, which may result in a need to amend the Zoning Bylaws. Bob Miller mentioned that the Board of Selectmen are scheduled to meet on July 8, 2013 and have tentatively included this matter on the agenda. There was a discussion as to whether the committee would be ready for this date. The consensus was to delay the meeting with the Board of Selectmen until July 22, 2013, The Building&Needs Assessment Committee voted to recommend and support a new fire station, which was unanimously approved, 7-Yes, 0-No. James Paul Ludwig presented an outline for the development of a video to support the case for a new fire station for the Town. There was an expansive discussion about the content and timeline for the development of the video. Ralph Ingegneri will manage and coordinate this process with James Paul Ludwig. Bob Miller asked members to submit comments on the draft report directly to CDR with the goal to finalize the feasibility study in order to submit it to the Board of Selectmen. Stony Brook Elementary School Window Project: Vareika construction is planning to start the project on or about July 10; this is a modest size project that will be completed within three to four weeks. Eddy Roof Project: We are waiting for a decision from the MSBA concerning state funding for this project, which should occur in early July. Bob Miller suggested that there should be a joint Selectmen and Elementary School Committee meeting to determine a plan of action and schedule. The minutes of the March 26, 2013 and May 29, 2013 minutes were unanimously approved. The next meeting is scheduled for July 17, 2013 at 6:00 pm.
