MINUTES OF THE BUILDING AND NEEDS ASSESSMENT COMMITTEE DATE: August 7, 2013 TIME: 6:00 P.M. PLACE: Town Hall Offices,2198 Main Street PRESENT: Geof Deering, Ralph Ingegneri, Kevin Pooler, Phil Lindquist, Robert Miller, Jon Phillips, Deputy Chief Harrison, Mike Fitzgerald, Charles Sumner, ABSENT: David Telman Fire Station Project: Robert Miller opened the meeting at 6:00PM; and turned the meeting over to Kevin Pooler as the Chairman of the Fire Station subcommittee. Kevin made several comments about the final report from CDR Maguire; and discussed the teleconference call that occurred between several Town Officials and CDR/Maguire. The purpose of the conference call was to discuss the details of the cost spreadsheet for scheme 1 & 2. Ralph Ingegneri was concerned about reference to $10,000,000 on page 2 of the report that seems to conflict with the total for the project on page 17. There was a lengthy discussion about this matter, and the general thought was that the figure on page 2 was intended to compare with station sub-totals in the spreadsheet that identifies the scheme 1 expense at $10,776,405 and the scheme 2 expense of$10,100,288. The draft report mentioned a$600,000 variance between scheme 1 & 2, which probably should be $675,000. There was also a discussion regarding that page 17 references a building size of 30,087 for scheme 1 and 26,582 for scheme 2, which is not necessarily consistent with space needs program on page I-3. Kevin Pooler will revisit this matter with CDR/Maguire. Ralph Ingegneri was concerned about the reference to the emergency diesel generator; and suggested that the committee may want to utilize natural gas or a duel fuel approach. Kevin Pooler did suggest that diesel might be less expensive. In addition, in some circles diesel is preferred over natural gas. It was agreed that this is an area that will require additional discussion as we move into the more detailed design process. There was a lengthy discussion about the fact that the committee has a lot of work to do simply to hire an owner project manager and an architect. The feasibility study provides an educated estimate for a project cost. However,the project details and improved cost estimates will not be refined until we can get heavily invested in the real design phase. www.town.brewster.ma. BNAC Minutes 08-07-13 Page 1 ot2 Ralph Ingegneri provided an update on the video production process. Chief Moran and Ralph Ingegneri met yesterday to review the draft video. They will be making a few modifications on Ralph's, Chief Moran's and Mike Fitzgerald's statements shortly in cooperation with JP Ludwig. We hope to complete the production by the end of August. Ralph estimates the length of the video will be 35 to 40 minutes. Stony Brook Elementary Window Project: Bob Miller attended the construction site meeting today for the phase 1 window replacement project. The contractor is doing a good job and is on schedule to complete this project by the middle of August. There have been issues with water damage to the exterior siding which will result in a change order increase. Charlie Sumner has a cost estimate for the phase 2 project in the amount of approximately $95,000, with a design expense of$9,600. He will approach the 2013 Fall Special Town Meeting for the design expense, which will allow us to design and bid this phase 2 work prior to the 2014 Annual Town Meeting. Eddy School Roof& HVAC Project: Bob Miller mentioned that he recently met with the Board of Selectmen and suggested that the Selectmen and the School Committee meet jointly to discuss this project. At the current time the School has not received funding authorization from the Mass School Building Assistance Bureau. The policy makers need to decide if they want to delay this project pending possible State assistance or move forward independently. The June 19, 2013 meeting minutes were reviewed and approved unanimously. Bob Miller reminded everyone that CDR Maguire will be making a presentation to the Board of Selectmen on Monday, August 12, 2013 on the feasibility study for the Fire Station project. The next building committee meetings are tentatively scheduled for August 14, 21 and 28, 2013 at 6:00PM. The meeting was adjourned at approximately 7:20PM.
