MINUTES OF THE BUILDING AND NEEDS ASSESSMENT COMMITTEE
DATE: August 28,2013
TIME: 6:00 P.M.
PLACE: Town Hall Offices,2198 Main Street
PRESENT: Geof Deering, Ralph Ingegneri, Kevin Pooler, Phil Lindquist, Robert Miller, Jon Phillips,Deputy

Fire Station Project:
Bob Miller called the meeting to order at 6:00 PM and turned the meeting over to Kevin Pooler as the
Chairman of the Fire Station Subcommittee. Kevin then turned the meeting over to Ralph Ingegneri, the
producer of the Fire Station video. Ralph Ingegneri asked James Paul Ludwig, the director of the video, to
show portions of the video to the committee for their comments. Ralph and James Paul stated that they hope
to have the video ready to show to the Building Committee, Selectmen and Finance Committee by the
Tuesday, September 10, 2013 meeting. The Committee also discussed how the video should be distributed to
the Selectmen and Finance Committee. Mike Fitzgerald suggested the video be put on the Town's website so
the committee can access it with a special code, and view it as they please. Ralph Ingegneri suggested that the
committee follow through with visits to other fire stations. Chief Moran stated that he would look into that
and report back to the committee.
Mr. Sumner presented a new project schedule for the construction of a new facility. This schedule would
eventually allow for the occupation of a new facility in April of 2016.
The committee also discussed the draft request for proposal for owner project manager. Mr. Sumner obtained
a copy of the Chatham RFP document that was quickly refined for the Brewster project. Bob Miller asked the
committee members to provide comments, questions and changes to him by September 4, 2013. He will
work directly with Donna Kalinick to finalize the proposal.
Mike Fitzgerald, Chairman of the Finance Committee, has invited the Building Needs&Assessment
Committee into a future Finance Committee meeting to show the new video and discuss the Fire Station
project in more detail. The current date is September 25, 2013
Eddy Elementary School HVAC Project:
Bob Miller mentioned that the Board of Selectmen and the School Committee will be meeting on September

3,2013 to discuss the timing and scheduling of the roof and HVAC systems at the Eddy School. The
Elementary School Committee has already voted to recommend that we move forward with this important
project. Ralph Ingegneri asked Mr. Sumner if the Town would be looking for grant funding from MSBA. Mr.
Sumner left that option open. Mr. Ingegneri stated if the Town did accept funding it would lock the Town in
again and the building would not be able to be used for other needs, such as the Friends of Brewster Elders.
Stonybrook Elementary School Window Project:
The Phase I window project has been completed; and school officials are very pleased with the work of our
general contractor. The Town Administrator will be requesting design services funding for Phase II of the
window project at the November 2013 Fall Town Meeting. This will allow for the development of plans and
specifications by late winter of 2014, as well as the receipt of a firm construction bid prior to the May 2014
Annual Town Meeting.
Minutes:
The minutes of July 17, 2013 and August 7, 2013 were reviewed and approved 8 in favor and 1 abstention.
Future Schedule:
The Committee did discuss the future schedule. The current Wednesday night meeting schedule does conflict
with the Finance Committee meetings. This is also problematic because Selectmen Ben deRuyter is the liaison
to the Finance Committee and he can't attend two meeting at the same time. The Committee agreed to move
our meeting back to Tuesday night in order to accommodate and encourage greater participation.
