MINUTES OF THE BUILDING AND NEEDS ASSESSMENT COMMITTEE
DATE:! September 10,2013
TIME: 6:00 P.M.
PLACE: Town Hall Offices,2198 Main Street
PRESENT: Geof Deering, Ralph Ingegneri, Kevin Pooler, Phil Lindquist,Robert Miller, Deputy Chief
Harrison, Mike Fitzgerald, Charles Sumner, Chief Moran, David Telman, Ben deRuyter, James Paul Ludwig,
Herb Montgomery

Fire Station Project: Robert Miller stated that the Request for Proposals (RFP) for the Owner Project Manager
(OPM) Services for the construction of the new Fire Station is complete. Charlie Sumner will move
immediately to advertise the RFP in the State's Central Register. Bob Miller presented a draft time line for the
process; Essentially, the goal is to complete the selection process and contract negotiations just prior to the
November 18, 2013 Special Town Meeting.
Ralph I gegneri provided some information that he received from Kathy Lambert, IT Director, concerning the
fact that the Board of Selectmen, Finance Committee and the Building Needs &Assessment Committee will
all be able to view the new Fire Station Informational video on the Town's website. In addition, everyone will
receive a CD copy of the video. Mike Fitzgerald stated that the Finance Committee will be meeting tomorrow
evening, September 11th, and he will pass out the CDs to his members at that time. The committee discussed
the process of distributing the CD to the public after the aforementioned town officials have seen the product.
The committee discussed waiting a few days before it is put on the local access station, but agreed that the
video iS ready for distribution. The committee will still give the Selectmen and the Finance Committee a few
days advance preview notice before the final release. Kevin Pooler moved that the video be released on
Thursday to the general public; and that Ralph Ingegneri notify the Finance Committee and Selectmen of this
proposed schedule. Ben deRuyter volunteered to notify the Selectmen.
Ralph Ingegneri mentioned that he has already been approached by the Our Ladies of the Cape Men's Club to
presentithe Fire Station video. This will be the beginning of a process to start educating the public and to get
information out on the need for a new Fire &Rescue facility. Ralph Ingegneri also suggested that the
committee hold a public hearing to show the video and allow the public to ask questions on this important
project. There was a broader discussion on creating some type of a speakers bureau were a few members of
the committee could attend various public and civic meetings and provide information on this project.

Ralph Ingegneri also provided some comparative cost/budget information between Brewster and other Cape
communities, which demonstrates that Brewster's call volume and overall costs are very competitive and
responsible. One of the more significant reasons for this condition is the active and efficient operation of the
call fire&rescue department under Chief Moran.
Eddy Elementary School:
Robert Miller, Donna Kalinick and Charlie Sumner are working on a draft RFP for designer services for the
Eddy School roof and HVAC systems. Bob Miller asked the committee members to submit comments and
ideas within a week. This will allow the committee to begin the feasibility study phase sometime in the late
fall of 2013.
Stony Brook Elementary School Window Project:
Phase I!'has been completed, with the exception of a few minor punch list items remaining. Bob Miller was
very pleased with the efforts of Vareika Construction. There will be a request in the November 18, 2013
Special Town Meeting for design funds for the second and last phase of the window replacement project for
the 1989 section of the building. This allows adequate time to develop specifications and plans in order to
present'a bid at the 2014 Annual Town Meeting; with construction occurring in the summer of 2014.
Minute$of August 28, 2013 meeting were unanimously approved.
Future Meeting was scheduled for September 17, 2013.
