HomeMy Public PortalAbout2002/04/01 APRIL 1, 2002 The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING Carteret preceding the Regular Meeting of April 4, 2002, was held on April 1, 2002, 7:00 P.M., Community Center, 100 Cooke Avenue, Carteret, New Jersey. The following were noted present: NOTED PRESENT Mayor James A. Failace Councilmember Frank Parisi " Daniel Reiman " Ronald Rios " Brian Sosnowski Noted absent were Councilmembers Santoro and Sohayda. Also noted present was Borough Attorney Robert Bergen. Statement of Meeting Notice: Mailed to the Home News Tribune, The STATEMENT OF Star Ledger and posted on the bulletin board on March 22, 2002. MEETING NOTICE To Address Governing Body: a) Borough Engineer TO ADDRESS GOVERNING BODY The Borough Engineer reported that he did not have a Status Report so he willjust do arundown. BOROUGH ENGINEER - STATUS REPORT He reported that he heard from the DOT and they are going to allow them to shift the $300,000.00 discretionary funding from past projects to this year's road improvement. Hagaman and Terminal will be fully funded. He then said he is also sneaking in a few side streets and he is putting that in the application too. Councilmember Reiman asked what total that would bring them to. He said he doesn't want it looking like a million dollar savings program this year. He then asked how much was it. The Borough Attorney replied that it gives them about $650,000.00. It is a good chunk of money and that can be used for construction cost as well as inspection fees, at 10% of the construction cost. That is very good news for us. Any money that we don't use can be used in next year's program. Councilmember Reiman asked if they had a chance to put together an estimate as to what it would cost to do the base repair and the overlay on the business side streets that we want to add? The Borough Engineer said he took a look at a number of (inaudible). He then said he took a look at the Fire and Police Parking lot, which everyone knows, is in poor condition. He said he took a look at John Street and Leffert Street and they appear to be in satisfactory condition. He said that Charles Street is boarding on poor condition with a large patch by Roosevelt Avenue that is in very bad shape. He thinks they could do that with a very small repair. APRIL 1~ 2002 Councilmember Rios said what bothers him is it is a lot of money, you're talking almost $20,000.00. It does make sense because one thing he wanted to bring up is Washington Avenue. Washington Avenue was just resurfaced by the Water Company. He thinks the Borough should go after them. The Borough Engineer spoke and was inaudible. Councilmember Reiman said they should move the Board of Health to the Community Center instead of spending money on a ramp. He said he would speak to Pat Tozzi and Yolanda Delgado. Borough Attorney Robert Bergen said they should schedule a meeting with the utilities. He said he thought he sent it to Tony Neibert. He said he stopped them on a few jobs. He should get on the phone with him and tell him to get back out there.. Mayor Failace said we should stay right on top of them because it has to be done correctly. Councilmember Rios said there was a lot of money spent there and we DISClJSSION forego a lot of things in other areas to do a Street like that. Even though we saved a lot of money, why should we be subjected to that beautiful street and it is not even a year old and it has dips. Borough Attorney Robert Bergen said Ted Surick called him and they called the Borough Engineer, that is not the way it's done. If you want the Clerk to issue you a permit that is the way it is done. At this time the Senior Citizen came into the meeting and said they needed the room. They sing every Monday night and they need the piano. One of them asked if the Mayor & Council could have the meeting upstairs. Councilmember Reiman said they probably could but it is a pubic meeting and we don't know if we are going to have five people or one hundred and five people. One of the Seniors said they were not going to get much more than they have now. Mayor Failace said they should run through the meeting quickly to accommodate them. The Borough Engineer said once they do the necessary repairs, the cost will be over and above (inaudible) ... Councilmember Rios said that the Borough Engineer still has to convince him that we have to spend that $15,000.00, what is that, half a road?Do we put good money into bad money or good money into bad? The Borough Engineer said they have found that this account is a very small vital account... Councilmember Rios said he understood that .. 3 APRIL 1, 2002 Mayor Failace said then you'll have Neighborhood Watch that uses it and he knows the Seniors use those rooms too. We should find out the schedule for that room first and hope we make a better decision than we did tonight. Borough Attorney Robert Bergen said either way you have to authorize bids to be prepared. At approximately 7:20 P.M. Councilmember Santoro was noted NOTED PRESENT present. Couneilmember Reiman said he would talk to Pat Tozzi (inaudible). Councilmember Sosnowski said it makes more sense to have it handicapped accessible. The Borough Engineer said the lowest bid for the Health Department handicapped ramp is $21,200.00 and it is higher than the bid threshold of $17,500.00 Councilmember Santoro asked what did they have budgeted. The Borough Engineer said he did not remember and he never did see an estimate from the architect or what he thought it would cost. Councilmember Santoro said she though it was $18,000.00. Again she said if she is not mistaken it was $18,000.00 so regardless we have to have this done. Councilmember Reiman said they should have a Buildings & Grounds Meeting and should find out if the Board of Health is willing to move upstairs. DISCUSSION Councilmember Santoro asked if they are having a meeting this week. Lets try to get this straight, where we are going with this and if not we need to put this (inaudible) on. The Borough Engineer said he had a final payment certificate and a change for the Washington Avenue Streetscape Project. We discussed it at a prior meeting. This will close out this project and the pavers will be done with the lighting in a future project. This is a final payment of $1200.00. Councilmember Reiman asked if the final payment is $1200.007 Mayor Failace said it is not a problem with him if it isn't a problem for them. Upon MMS&C, by Councilmembers Reiman and Sosnowski and ADJOURNED TO unanimous affirmative vote of the five (5) Councilmembers present, UPSTAIRS ROON IN COMMUNITY the meeting was adjourned to the upstairs room in the Community CENTER Center. At approximately 7:25 P.M. the Mayor and Council moved to the second floor of the Community Center 5 APRIL ir 2002 (inaudible) the utilities underground but he didn't know if it included lights or not. Councilmember Parisi said the decorative lighting poles and electrical services and Engineer costs (inaudible). Councilmember Reiman said John's estimate is $134,000.00. As part of that he is requesting a one percent project management fee which seems reasonable if he is going to oversee it. Councilmember Santoro asked if he would have all that ready for the next UEZ meeting along with Washington. Let's do both of them The Borough Engineer also reported about the sewer projects. We have the Pump Station projects waiting for equipment and materials. The Sewer Treatment Plant Demolition Project is coming along. Councilmember Rios asked what kind of equipment they were waiting for. The Borough Engineer said as far as Roosevelt Avenue Station we are waiting for two large pieces of equipment which have been ordered, grinders and crushers.. Councilmember Parisi asked if they were still on target for mid April. The Borough Engineer said he had heard that (inaudible) basically yes. DISCIJSSION He heard that they want to start next Monday. You'll see some work going on tomorrow and the underground storage tank would be removed and we'll get some soil sampling underneath that and the firefighters started to demolish those. They have knocked down walls about four (4) feet below grade. He said he should not say knocking in because they are not deposited that material in there. It has to be all clean (inaudible) material. Contractors (inaudible) are really not following any schedule to any great extent. We are seeing some problems and he'll keep them informed as they go along. Borough Attorney Robert Bergen said they should send a letter out to him, we have to document everything (inaudible). The Borough Engineer reported that the Waterfront Park Project had to be issued another addendum and this is number three. There were a series of questions that had come up during the past few weeks and one contact, Simpson Brown (inaudible). They have extended the bid opening for another couple of weeks. By getting these issues resolved now it wdi hopefully save us some problems during the construction phase. He said he has been referring questions to Mazer who prepared the documents and they have been responding. Part of the process is letting all of the fifteen bidders to let them know the answers to the questions. Mayor Failace said in reference to the Waterfront, he sad he spoke to John Riggio at the end of last week. He received a call from a Kathy Shaw in reference to the grant and she told him the have a problem. the problem is that we're already applied for the monies for the Park pond, the basketball court and these two grants are clashing. There is a possibility that we may loose both of them. APRIL 1, 2002 a situation where you have existing Open Space and just want to do improvement .. At this point the tape is inaudible due to the fact that the Mayor, TRANSCRIBERS Councilmembers Santoro and Reiman and the Borough Attorney are NOTES all speaking at once. Borough Attomey Robert Bergen said there is a procedure that is set out in Statute (inaudible). Councilmember Rios asked if there was any way you can get an interpretation than what you are seeing. Borough Attorney Robert Bergen spoke and was inaudible. Mayor Failace said he thinks the can use it to fix the Parks. Councilmember Rios said they are developing that pond to be a better resourceful pond for the recreational services of the community. Borough Attomey Robert Bergen said but the acquisition of development is.. DISCUSSION Councilmember Santoro interjected and said that the Borough Attorney should give up on the subject he was discussing. The Borough Attorney then continued and said what it means is that you have the fight to develop that property. The intent of it is the Open Space contents for example in Farm Land preservation what you would acquire from the Farmer is the right to develop that land for residential purposes and in that way it remains Farm Land. In this case, you would acquire from someone the right to develop that property for less than the full amount. You don't have to buy from them but you compensate them for the profit they would make if he developed that property and therefore he agrees to leave it as natural Open Space. So RE: "OPEN SPACE'" when you say acquisition of property and development rights .. Councilmcmber Rios said "and development" doesn't necessarily mcan that it has to be that property that you acquired. Borough Attorney Robert Bergen said it is acquisition of land or development fights to land, if he recalled the correct wording of it. So, it is acquisition of land or the acquisition of development fights. Councilmcmbcr Rios asked what the worse case scenario? The Borough Attomey said someone goes to Court and challenges it. Councilmcmbcr Santoro said someone will have to plead our case before the Court. The Borough Attorney said then you pay the money back to the fund and you can then change the language of it in some future point of time. Councilmember Reiman said he was preparing the amendment for November anyway. APRIL 1, 2002 Councilmember Reiman said regardless of when it was built, it was okayed by Municipal Officials back then. He said he didn't understand why they were not paying for this for the three (inaudible). If it was approved by the municipality year's back it should be the (inaudible) to correct it. Borough Attorney Robert Bergen said this should have been discussed in Closed Session, but you are this far along and that can be a position that you take. It is his understanding that you talk to the engineers. At the time it was done it might not have been illegal to connect to the storm sewer. If the house was built before the '70's, it is his understanding that the way the system ran you had an interconnected storm and sanitary sewer and it wasn't illegal to connect it at certain points. The Borough Engineer said some portions of the system were combined, sanitary and storm, so if you had a combined sewer on your street it was legal to connect in. He said he did not remember if this street had a separate storm sanitary and he would have to research that to find out. If it had a combined sewer it could have been perfectly legal. DISCUSSION Councilmember Rios said there is two sides to that coin too. The Borough Attorney said the problem is by having a (inaudible) storm sewer, you're allowing raw sewage to flow into the water basin. The Borough Engineer said potential find related to that (inaudible). Mayor Failace said to the Borough Engineer that in the past we've done all the sewer separation. We have not charged the homeowners to do a sewer separation. With all the ones we have found, and it must be 100, was done by the Borough. Councilmember Reiman said this will be additional because we have the grinder and it is a different level for the line. Councilmember Sosnowski said if they could raise the pipe up (inaudible). Councilmember Santoro advised them to watch it because once they change the rules it is done. Borough Attorney Robert Bergen suggested at that point in time they should continue this discussion in Closed Session. There is another issue out there that is (inaudible) and he would like to discuss that. Councilmember Rios asked what the progress was with the detour agreement that they are trying to reach with Woodbridge and Roosevelt Avenue in West Carteret. He said he would like to get the truck traffic out of there. The Borough Engineer said based on the comments they received at the meeting that Councilman Rios attended, they have completed the report and they can now send it over to Woodbridge. 11 APRIL 1~ 2002 Port Reading Avenue. In February we created another plan which allows the Industrial Road, she then showed them a picture of the site, with a piece of map shaded in blue which up to a year ago OENJ did not own (inaudible). Since the last time we met they have gone ahead and got this property under contract and we have a little more control about alternative alignments through the property. This would allow them to connect right up to the property border. They told Mayor Pelzman that they will promise that all truck traffic that comes from the site will exit through the property boundary here and go to exit 12 and none would go onto Port Reading Avenue. Mayor Failace said he didn't think they would be too thrilled about that. He told Ms. Morgan that she has to understand because he read in the paper the number she gave them, about 12 hundred trucks and we can absolutely not tolerate 12 tracks whether they go directly to the Turnpike or not until the Turnpike does something with the Turnpike. DISCUSSION We can't take that chance here and you have to understand the OEI~IJ CHEROKEE problem we have here. When we originally spoke the idea was to go onto Port Reading and come in this way and that way, both ways and he thought that was fair. We're getting the truck traffic off Lower Roosevelt Avenue and they are getting the development of all their property and the trucks go either way. He said that he was not happy with it this way. Councilmember Santoro asked what time frame was he looking for OENJ Cherokee. Linda Morgan said she did not think this project will be the (inaudible). One of the issues is that a lot of these things get resolved in local site plan approval. Just so everyone is clear on it, the State Department of Environmental Protection and the (inaudible) waterfront development permit does not have to do with a lot of these other issues which should be worked out with both communities but on the other hand just because we are having a public heating which is triggered by an (inaudible) impact these issues are going to come up. She said they have visited those towns to try to find a solution everybody is happy with. She said they are paying to create that road alignment through the property and try to save your two million dollar Tea Grant that you've had to extend. Again it is an on going (inaudible). She then told the Mayor that it had been very hard to contact him short of the site plan hearing and that might be three years from now. Councilmember Santoro addressed Ms. Morgan and said that one of the things she had said when she called about coming in was that she thought it was a good idea for Ms. Morgan to hear the concerns of the Council before you go into the public hearing. Basically our concerns would be that nothing happens before this Turnpike Interchange takes place. We could not afford any more trucks and we are all in agreement with that. If everything was perfect and the Turnpike Interchange takes place, what is our next concern? Mayor Failace said that Woodbridge has to be willing to take some of that traffic. It's not like it is going through this densely residential area, because it is not. They have to be willing to take some of that traffic because years ago, before anyone here was on the Council, one of the deals was that they would build a cul-de-sac. They will get all the 13 APRIL 1, 2002 Ms. Morgan said all the cars go along Port Reading and they are 300 employees that would be coming to work there and most of them would go (inaudible) to the maintenance building where the workers would be on site. There will be some cars on Port Reading Avenue but the traffic study that was done in 2000 indicated that there would be no significant impass to a level of service that exist today. Councilmember Santoro asked if anyone knew what would be in it in DISCUSSION it for Carteret? Beside our Industrial Road, which would be completed. OENJ CHEROKEE Is there a position that we could possibly sit down with Cherokee and look at... Ms. Morgan replied absolutely and we have been trying to work with the Port Authority for the last few years and they will be the ultimate tenant/landlord. We want to purchase the site and work in partnership with the Port. The Port has the ability to negotiate local agreements with the host communities and we would pay a host fee as we do in Bayonne and Elizabeth. So, hopefully the borough will be working with them and the Port Authority too. Councilmember Rios said that doesn't necessarily..and we wouldn't be getting any host fees because it is Woodbridge. Ms. Morgan said there are six acres of this property that belongs to Carteret and if we also buy Stay-flex that is another 23 acres. There is a Public Park that we are creating on the Waterfront, which is really on the Carteret border. People that would come would park in Carteret and she thinks there is room for negotiation wit the developer. She said the reason she was there was to open the dialogue so over the next years know who we are.. Councilmember Rios said 75% of the traffic out of there would be truck traffic. He asked Ms. Morgan if she researched any way to increase the rail traffic out of there. Ms. Morgan replied that she thought it was a good question because the other partner in all of this would be Conrail... There is the ability to (inaudible) Conrail as the Port comes on board. Councilmember Rios asked her how she came to the 75% (inaudible) and only 25% rail traffic? Ms. Morgan replied because that is what the current operations is up in the Port today and so we just modeled it based on what they do today. That is not to say in a new location the auto marine people might not consider a different mix.. Councilmember Rios said what they are doing in Port Newark right now they are taking the rail at 25%? Ms. Morgan replied that was what the traffic study says. Councilmember Rios asked when the traffic study was done. Ms. Morgan replied that it was done in the year 2000 because that is when the submitted the Waterfront Development (inaudible). 15 APRIL 1, 2002 coming from Port Reading and that is one of the reasons he does not want it. Councilmember Santoro said that was why she wanted Ms. Morgan to come here tonight. Mayor Failace said before they go any further, he addressed the Borough Engineer and told him that he received a letter and distributed it to the Council. It is in reference to the end of Leffert Street and the no parking. He then asked the Borough Engineer what to do. DISCUSSION The Borough Engineer replied that he really did not take a good look at it due to the fact that it was a request to limit on street parking near their facility. Mayor Failace said they are speaking about the end of Leffert Street and the beginning of Beverly Street. Councilmember Reiman said they couldn't fit two cars down the street. Mayor Failace told the Borough Engineer that he really needs to take a look at it. He said they need to get more information and they will talk more abo~it it. The Mayor asked everyone if they received a copy of it. COMMENDATIONS: COMMENDATIONS a) Central Jersey All Star Cheerleaders b) Tony Fabrizio & Dave Daumeano Councilmember Reiman said that he asked the Municipal Clerk to put this one on. This is with Dauman Industries. Last year we had our leaves recycled at no cost to the Borough and that is a savings of $30,000.00. He said he just wanted to put a Council Commendation for them and hopefully we'll do this again this year. Councilmember Santoro asked what they are doing. Mayor Failace said they were going to do a commendation for picking up the Borough leaves. He then asked if they were doing the garbage for $1500.00 more a week? Councilmember Santoro asked if this had anything to do with our redevelopment (inaudible) negotiations with these people? Mayor Failace said if the commendation helps, then give it to them. Councilmember Santoro said these are the people that we are possibly going back to. She said she was just checking because when they mm around and say they were just checking.. Mayor Failace said maybe they will take back that $1400.00 per week. PROCLAMATION: 17 APRIL 1~ ~00~ Councilmember Santoro asked him to point out what the changes are. Mayor Failace said for example, his company pays for hospitalization. If you go to the cafeteria your total income is reduced by what you pay towards the medical. The Borough Attorney said he thought that was one of the changes you could offer your employees. A wife has benefits at her existing job you may be able to offer your employees compensation up to 50 % of what it would cost you for their health insurance plan. As an incentive to lower the insurance cost you can offer that to them and then it doesn't get counted as income. Councilmember Santoro said they talked about that but what are we voting on. She then asked Councilmember Reiman if he knew anything. Councilmember Rios asked if there was a time frame on this. Do we have to do this on Thursday or could we wait for the next Agenda Meeting? Mayor Failace said to let them review it and we'll talk to Patrick. The Borough Attorney spoke and was inaudible. Then you don't have to change any benefits or anything. The changes may be required by law or there may be new changes in the law. 7. Accepting Downtown & Business Improvement Grant and RESOLUTIONS Authorizing the Mayor & Borough Clerk to Execute Documents. 8. Approving Change Order #2 Washington Avenue Business District Improvements. 9. Directing Planning Board to Initiate Redevelopment Investigation (Mobil 1 & 2). Councilmember Reiman said this is about the Redevelopment Area that they are looking at. This is the Mobil l&2 site and the DuPont Property that we (inaudible) Schoor DePalma to (inaudible). We just sent them a Resolution and once Schoor DePalma has presented us with the information then the Planning Board has to approve the Redevelopment Area. Councilmember Santoro asked if this was the plan that they adopted with Schoor DePalma. Councilmember Reiman replied yes, this is the Phase I of it so they have to get this through the Planning Board approval. They said we need to adopt this relatively soon and this way when.. Councilmember Santoro asked if it is going to be Mobil I, Mobil II and DuPont. Councilmember Reiman said yes, it is the Mobil I & II, the DuPont property, the rock crusher and the (inaudible). Councilmember Santoro asked if they could have an outline of what they are doing. 19 APRTL I 2002 Councilmember Reiman said they should have the approval for the site work by June. Councilmember Santoro said if we forwarded to them at this meeting, they have until June? Councilmember Reiman replied no. Schoor DePalma should be done by June with the map and the area. Councilmember Santoro asked what will happen when we forward it over to the Planning Board. DISCUSSION Councilmember Reiman said he thinks this directs them to work with it. Once Schoor DePalma comes back to them we'll send them to the Planning Board. The Borough Attorney said the Planning Board must designate the area in need of redevelopment. They approve the map and it then comes back to the Council to ultimately approve whatever plan you want to redevelop in that area. It is the Planning Boards initial decision as to what areas meet the criteria under statute to designate them as a Redevelopment Area. Councilmember Santoro asked how much time do they have. The Borough Attorney said they have as much time as they want. What happens then is after the map is delineated then you can develop a plan as to how you want that area within that map developed and that goes back to the Planning Board for their review for 45 days and then it comes back to the Council to adopt that plan pursuant to Ordinance. Councilmember Santoro asked Mayor Failace what his feelings were on that. Mayor Failace said he had no problem with that but he would probably not vote on it. Councilmember Santoro asked the Mayor why since he is on the Planning Board. . Mayor Failace said he didn't want to discuss it now. He said he has someone that sits on the Planning Board. Councilmember Santoro said they were asking for his input on this one. Mayor Failace said from the beginning he said he had no problem with those properties. APPLICATIONS: APPLICATIONS 1. Carteret Volunteer Fire Co. #1 New members, Crystal Carpenter. COMMUNICATIONS: COMMUNICATIONS 21 APRIL 1, 2002 5. Councilman Rios - Worker's Memorial Day. RE: PROCLAMATION Councilmember Rios said he just wants to put a Proclamation on being that April 28th is Worker's Memorial Day to remember those workers throughout the Country that lost their lives or were injured at work. That is also the date of the OSHA, Occupational Safety and Health Act. He asked the Governing Body if they could take the time to come to Borough Hall on Sunday, April 28th at noon so he can read the Proclamation. It is also the day after the World Trade Center Dance. Hopefully everyone will be in town for that. He then asked the Municipal Clerk to please notify the State AFL-CIO. 6. Councilman Reiman - a) Project Manager, West Carteret Grant MATTERS FOR DLq"Iggl~ Project. B) West Carteret Roosevelt Avenue Business District - UEZ CONTINUED Funding. Mayor Failace and Municipal Clerk stated that this was already discussed. 7. Ordinance Ambulance. Municipal Clerk Kathleen Barney said that Patrick DeBlasio asked her to put this one on because he wasn't sure what they were going to do with it. Councilmember Rios said he thought they had to go into Closed Session for that. Councilmember Santoro asked if they could set up a Finance Meeting. She said she would like to bring Hadiyah and the Municipal Clerk. With all the transfers there is a lot of talk and rumors going around. Councilmember Reiman asked if the transfers took place yet. Councilmember Santoro said no, but there is a lot of concerns so we should just set that up. She then said she had two things to discuss in Closed Session, personnel. Councilmember Sosnowski said he was asked to look into a problem they were having by Nathan Hale School. The NJ Transit Bus is picking up fight at the comer where the Crossing Guard has her post. The school sent a letter over to the Police Department and they in turn sent a letter to NJ Transit to pull the Bus Stop and NJ Transit pulled it. About two months later the put it back. He said he spoke to Captain Hojecki and he said we had asked them if they could just move it up. If you move it around the comer it'll be on a blind curve. They feel the best thing would be if the Mayor and Council would put a resolution to COMMENTS ask to have that stopped. There is another bus stop about a half a block up and there is another one a half block in either direction. Councilmember Parisi said it is the opposite Street by Nathan Hale School going towards the Board Offices. Councilmember Sosnowski said it was recommended that we put a resolution together to have NJ Transit remove the Bus Stop. 23 APRIL 1, 2002 Councilmember Reiman said he asked that this be put on as a resolution and he has documentation fi.om it that the Municipal Clerk (resolution). There are about fifty municipalities and State and County agencies that use this firm. Councilmember Reiman said the other thing he has is for the Historical Committee. They are doing a poster contest with fourth graders. We are going to have added on a Resolution resolving it May 6th to whatever (inaudible). Councilmember Parisi said he thought that May 6th, 1906 was the date that Carteret became Roosevelt and that was the day they had for the poster contest. Mayor Failace said he thought it said May 1st on the posters so it should be checked out. The Borough Attomey said he is sure it is May 1st only because it can be done during a school week. Mayor Failace said he asked the Municipal Clerk to call today and he believes it is May 1st. Councilmember Reiman said the committee is going to nominate or ask for a couple of people so he asked that they add it on. DISCUSSION Councilmember Rios said he would like to put a resolution on to do just like we did with the umpire manager that we had Mark Fiore for the Little League and girls softball. We need one for the men's; Joe Buffano has been doing it for a number of years. He reported that they had a Park's Committee Meeting to discuss this ... Councilmember Santoro asked if they were going to do this the same was, just a lump sum. Councilmember Rios said yes. It is going to be for (inaudible) and we will do Joe Buffano (inaudible) for $17.50 too. We are going to broaden the lead so we have more recreation, we'll get more input. He then said he had a conversation with Freeholder Dalina. They would like to see about putting in some lights at Medwick Park, them is a baseball field there. This way it will flee up some of other fields and this would allow us to have more time on Sullivan Field and also the Medwick Park Field. Unfortunately we won't be able to get the lights done this year, and he is trying to beg, borrow and plead but their capital improvement budget has already been submitted. What he needs us to do for next year is to supply them with a letter as far as our request. He said he took a ride out to the park and what also is in need is the tennis courts. He would like to include that in our request fi.om the County. Hopefully we can get it next year for next season. The lights have been listed or has been named for probably 199 years, the WOR Field but it is actually Medwick Park. Also, we would like to request of them to repave the tennis courts. It will be a saving for us as far as not necessarily financial, but as far as getting us better field for our kids to play on. 25 APRIL 1, 2002 Councilmember Rios said to the Mayor that he had no problem meeting with the First Aid. It is twelve days since we spoke to them last and it is twelve days since they made their discussion. Mayor Failace said they did call him but last week was a bad week for them with Passover and (inaudible). They said they would like to sit down with the full Council ... Councilmember Santoro said how about for the next Agenda Meeting we have the job description and salary range in place. Councilmember Rios said not only the salary but the Ordinance and this way we can discuss it at the next Agenda Meeting, and if we want to add or omit we have that liberty because this way we're not delaying the process. He said he was concerned with the time limits that we have with our applications to the State Board of Health. If we don't start it by that time then we have to start the process all over again. That was why we had Chief Brian O'Conner fill out that application, send it in and they have approved it since then. DISCUSSION Councilmember Santoro said the only thing is during that meeting it was Councilman Rios and herself who spoke about what our wishes were. We need a consensus of the Council that we are moving in that direction. Councilmember Rios said she was absolutely right. He said he didn't want anyone on the Council or the Mayor to think what was said at the last Council Meeting was any different then what we had reported back to you all. We didn't have a hidden agenda we don't have any kind of ulterior motive but our only concern is to provide the service. By farming it out to a private vendor is not the best way to go. Councilmember Santoro asked if they could go over what happened Friday night, in our Town when we had a First Aid call and had to go to Sayerville for Mutual Aid. Is everyone aware that this is happening? We had to go to Sayerville to answer a code for a person that was actually out. Councilmember Rios asked if there was a time frame as far as from the time the call went in to the time the response was here? Councilmember Santoro said they have all that, it is over 20 minutes. Councilmember Reiman asked where the Carteret First Aid was. Councilmember Santoro said it was Rural Metro, they were out on a call and we had no back up. Again, they are going to Sayreville for Mutual Aid. Councilmember Rios said shame on everyone here to allow it to become a political football and to allow us to be held hostage by anyone. If you guys allow your selves to become bullied... Mayor Failace asked whom Councilman Rios was talking to? He said he already spoke to him about this topic. 27 APRIL 1~ 2002 Councilmember Rios asked how they were coming along with the Drug Policy. The Borough Attorney asked if they wanted him to contact .. Councilmember Reiman said they would have Patrick contact (inaudible). He said he was sure they have a generic policy. The Borough Attorney said they have it but he wants to make sure that somebody that wants (inaudible) adopt that is going to implement it for you. He said he didn't want them to have a policy that they can't implement, it creates more liability then (inaudible). You have to have it but ultimately someone is going to have to administer. You are going to have to (inaudible), create a list and most insurance companies will set you up and (inaudible). The private companies that he has been dealing with can come down and give you a presentation. Councilmember Santoro asked the Borough Attorney whom he thinks they should contact. The Borough Attorney said they should contact their insurance company to see if they have people who will set up the program and there are also private companies that will come in and run it for you DISCUSSION also for a minor fee. Councilmember Reiman asked what kind of fee was the Borough Attorney paying? We could have the Borough Clerk do it at no charge. (ha/ha). The Borough Attorney said it has to be a random thing. You have to have somebody doing a random list or a certain procedure, you can't just have the Municipal Clerk (inaudible). The program gets generated three or four times a year. Councilmember Rios said what they have to do right now, we are under the gun as far as (inaudible) and we don't have to worry as much about non CDL drivers but we do have to worry about being compliant with Federal Regulations. The Borough Attorney said there is no question about that but we need to move on that right away. You need to have somebody that is going to do the program. Councilmember Santoro asked if they could have finance set up and we'll right on that. The Borough Attorney said they need a medical review off of. You need a number of things and people need to be designated and trained Councilmember Santoro said and then they will need to set up a meeting after we get that person. The Borough Attorney said he got generic ones from McGovern and he has some, we'll put them together and we can adopt a plan we just need someone who is going to run it for us. They were asked awhile 29 APRIL 1, 2002 fifteen people every weekend. They can come down and do some type of work in Carteret Councilmember Santoro asked if they could have a break down on the recycling as to what we have to gain. She said she knows she saw the letter from (inaudible) law firm. Can we get the break down from the County on what the possibilities are on what they can gain? Councilmember Reiman said the County is not going to give you a break down of what you are to gain because it depends on what we are going to do. We provide the State with tonnage reports and it was 32 thousand tons of recycables material that we pay to get rid of and if we recycle aluminum and there were 40 tons of aluminum cans and fifty two tons of aluminum scrap. So if we recycle that 92 tons of aluminum at thirty cents a pound, we are looking at an additional $60,000.00 in additiona'_ revenue. Currently, we pay to get rid of everything. Councilmember Santoro said maybe we'd do that in finance. Mayor Failace said they should just look in the Atom Tabloid. Councilmember Santoro said she just wanted to know who would be DISCUSSION called in on Sundays. Someone will have to oversee it from our (inaudible). She then asked if he spoke to Teddy on this. Who does that fall under? Councilmember Reiman said he spoke to Teddy and Sally Mesler and he had them talk to Ed (inaudible) in concern as to where they will be situated in the Public Works yard. However we do it, it will generate money or at least save some costs. Councilmember Rios asked a question and was inaudible. The Borough Attorney said the parks (inaudible) the Rahway First Aid. Mayor Failace said he spoke to them today. The Rahway YMCA was having a problem, they run the program in Medwick Park. They wanted to charge him twenty five dollars for every game and they never charged them before. He said he spoke to Peter Dalina and there will be no more problems. The Borough Attorney spoke and was inaudible. They really wanted to bring it to Carteret. Mayor Failace said absolutely, they run a nice program for the youth.
