PLACE: Town Hall Offices,2198 Main Street PRESENT: Kevin Pooler, Geof Deering,Phil Lindquist,Robert Miller, Charles Sumner, Chief Moran,David Telman, Ben deRuyter,Jon Phillips, and Denise Rego. NOT PRESENT: Ralph Ingegneri 1. Fire Station Project a. Fire Station Sub-Committee i. Request for Services Owner Project Manager Fire Station Four firms were interviewed for OPM(Owner's Project Manager)and Pomroy Associates were selected. Charles Sumner has notified Richard Pomroy that they were the winning firm and a contract will be sent to them in the near future. Since Charles Sumner has a conflict in a local engineering firm,this aspect of the project has been delegated to Chief Moran. Coastal Engineering is not interested in the project. Coastal, O'Reilly and Bennett Engineering firms were contacted. OPM will be taking over this aspect of the project but will be looking for recommendations. It was suggested that all communication between Pomroy Associates and the Fire Chief to include a cc to the Town Administrator and the Building Needs Assessment Chair. The OPM will immediately be working on the soil issue while also developing a draft RFP (Request for Proposals)for architect qualifications. ii. Discuss Results of Town Meeting There was discussion on the Fire Station project passing at town meeting. Thank you to Bob Miller,the Board of Selectmen,the Finance Committee, and the residents for their support to go forward with this project. The BNAC following recommendations of process will need to decide what to present at the next town meeting such as to ask for money for drawings or to ask for the total amount of money for the entire project. About 35 people attended the fire station tours held on Saturday before town meeting. There were a number of people against the project who hadn't seen the video. It is felt that advertising tours of the fire station may help in educating the public on the needs of a new fire station. It was suggested that tours of the fire station be done during Brewster in Bloom. Pomroy Associates has a website that highlights their projects and it was suggested to determine the cost of providing this service to the town. Fuel tanks behind the fire station will need to be moved before the project starts. The thrift shop for the www.town.brewster.ma. BNAC Minutes 11-19-13 Page 1 of 2 Friends of Brewster Elders needs to be relocated also. The old water office/garage facility needs to be demolished and the parking lot in this area is a mess. The Town Administrator would like to see this Council on Aging parking lot included in this construction project plan to save the town money on design and construction. Technical questions will be developed during the design phase and all of these issues will need to be included in the bid documents when the project is ready to bid. It is important to keep the fire station operational during the project and that will be a challenge. 2. Schools a. Eddy Roof&HVAC i. Discuss Request for Services-Feasibility Study Six proposals were reviewed and 3 firms were interviewed. Habeeb &Associates of Norwell were chosen for this project,the contract has been signed today, and we have requested 6 copies of the proposal. Transportation and lodging were removed from the contract. b. Stony Brook Window Replacement—Phase II The designer for the window replacement project has been contacted stating that the money was appropriated at town meeting and a contract needs to be signed with them. 3. Review& Approve November 5, 2013 Meeting Minutes Motion made by Dave Telman to approve the November 5,2013 meeting minutes as submitted. Second by Jon Phillips. VOTE: 6-0-0 4. Topics the Chair did not Reasonably Anticipate: There were no other topics discussed. 5. Future Meetings—November 26, December 10, and December 23, 2013- The next meetings scheduled with Pomroy Associates will be held 6 pm on Tuesday,November 26, 2013, Tuesday,December 10, 2013, and Monday, December 23, 2013. Then following the holidays a 6-month schedule of meetings twice a month on the 2nd and 4th Tuesdays will be developed. It was suggested that the meetings be either televised live or recorded and put up on the town website so that the public has access to the information. There was a brief discussion on the procedure needed going forward with regard to posting agendas and taking minutes at the meetings and this will be discussed with Richard Pomroy. It was suggested to review and edit the cc list on agendas to eliminate and/or add people to continue the transparency of the committee. Bob Miller will develop the next agenda. 6.
