IONA COMMUNITY CENTER
AUGUST 13, 2014 6:30 P.M.
PRESENT: Chairman Dan Garren, Members — Roy Hobbs, Bette Lovinus, and Clerk Julie
Hammond.
ABSENT: Member Melanie Shirling.
VISITORS: Mark Glenn, Jena Glenn, Debbie Cramer, Jerry Hansen, Sally Price, and John
Price.
Chairman Garren welcomed everyone and Member Lovinus led with the Pledge of Allegiance.
Minutes Approved: Member Lovinus motioned to approve the Planning & Zoning (P&Z)
Minutes of July 9, 2014 as written. Member Hobbs seconded the motion. All were in favor,
motion carried.
Planning & Zoning Appreciation: Chairman Garren motioned to add Mayor Andersen to the
P&Z Agenda. Member Lovinus seconded the motion. All were in favor, motion carried.
Mayor Andersen thanked Planning & Zoning for all their hard work and time put into
volunteering on the P&Z Commission. He presented them with a token of appreciation. Mayor
Andersen reported that there were two additional people asked to volunteer on Planning &
Zoning but was still waiting for their final decision. Mayor Andersen excused himself at 6:35
p.m.
Mark & Jena Glenn Conditional Use Permit (CUP) Public Hearing — 6:30: Chairman
Garren explained the public hearing process and asked Mr. Glenn to approach the podium and
present his request.
Mark Glenn of 3113 N Sagebrush Cir presented a CUP Application for a Home Occupation
(Glenn Scapes, a landscape business) in an R-T Zone. He stated that they would keep all
equipment in the garage or in an equipment trailer parked in the driveway. Mr. Glenn stated he
had fourteen years' experience in landscaping and indicated that there were no employees at this
time. If the business were to grow and employees were hired they would open an office/shop
elsewhere.
Chairman Garren asked about foot traffic. Mr. Glenn didn't see any impact because all business
was done away from the home on location. Someone might stop by occasionally to pick up a
part.
Member Lovinus asked if he owned sitting lawnmowers. Yes, but all the equipment fits in the
equipment trailer. Chairman Garren asked if the equipment trailer was enclosed. No it was not.
Chairman Garren opened the public portion of the hearing. He asked if anyone was in favor,
none; neutral, one; and opposed, none.
Debbie Cramer of 3111 Sagebrush was neutral. She was concerned it would become a safety
issue with all the kids in the neighborhood. Ms. Cramer had seen a lot of trucks from other
people in the cul-de-sac and it was a very small area. Mr. Glenn understood her concerns, a
portion of those kids are his own. He also indicated that there were RV's and boats on the street
that need to be addressed with neighbors. Mr. Glenn stated that he always parks in his driveway
and not in the street.
Member Hobbs didn't see a problem with the CUP.
Member Lovinus didn't see a problem either but wanted to know how the business would be
monitored. Chairman Garren indicated that they would have to follow certain stipulations or the
permit could be revoked.
P&Z Member Lovinus motioned to recommend to Council approval of the Mark and Jena Glenn
CUP for a home occupation in an R-T Zone with the stipulation that there will be no parking in
the street with work related equipment. P&Z Member Hobbs seconded the motion. A11 were in
favor, motion carried.
Jerry Hansen Preliminary Plat Application: Mr. Hansen presented his Preliminary Plat
Application. He stated that he would not be developing lots three and six due to an eagles nest in
the middle of them. He proposed approval on lots one, two, four, and five. He also asked for
guidance as whether to drill a well or if the City would provide water to the lots. The sewer had
been approved by Iona Bonneville Sewer District (IBSD) but the access roads and utilities are
still in question.
Clerk Hammond explained that the City had approved annexation of the property in May and the
ordinance would be signed, published, and recorded in August.
Mr. Hansen indicated that Butler Engineering would be filing plot plans with Bonneville County.
Mr. Hansen also wanted to know if the City would be enlarging the water main on 55th East. It
was indicated that the developer is required to pay for the connection needed but any upgrades
would be the responsibility of the City.
A discussion ensued regarding number of lots, open space, and common space for homeowners.
Chairman Garren asked Mr. Hansen to get the plot plans recorded with Bonneville County
before going any further and motioned recommendation to Council to address the water
connection. Member Hobbs seconded the motion. All were in favor, motion carried.
Bonneville County Area of Impact Agreement/Area of Expansion: P&Z Member Hobbs
attended a work meeting with the City of Idaho Falls. They had denied IBSD's request for
expansion to better coincide with the City of Iona's proposed area of impact because there was
insufficient sewer trunk line capacity between IBSD and the Wastewater Treatment Plant. He
suggested two options: drop the size of the impact ea; or ke the existing impact area.
Member Hobbs would attend a meeting wit IBSD r}�week.

PUBLIC HEARING NOTICE
The City of Iona's Planning & Zoning Commission has scheduled a public hearing on the
evening of August 13, 2014 at 6:30 p.m. at the Iona Community Center, which is located at 3548
North Main Street, Iona, Idaho. The purpose of the hearing is to consider a Conditional Use
Permit for Mark and Jena Glenn to allow a home occupation in an R-T Zone. A second public
hearing is scheduled for the evening of August 19, 2014 at the Community Center with the City
Council for final review.
Written comments will be accepted up to three days prior to the hearing. The public is invited to
attend and public comment is encouraged.
Any person needing special accommodations to participate in the above noticed meeting should
contact the City Office the day before the meeting at 523-5600.

City of Iona CONDITIONAL USE PERMIT Application
APPLICABILITY: A conditional use permit is required within a zoning district for a use
that does not fall under the permitted uses as outlined in the Iona City Code Book, and
such use is deemed essential or desirable to the public convenience or welfare.
APPLICATIONS: The application for a conditional use permit must be complete and
received by the City Clerk in order to be processed. A general checklist is as follows:
• Legal description of property (with street address, if possible).
• Description of existing use.
• Present zoning of the property.
• A detailed description of the proposed conditional use.
• A plan or sketch of the proposed site showing the proposed or current
locations of all buildings, parking, loading, traffic access and circulation,
open spaces, landscaping, refuse and service areas, utilities, signs, yards
and other such information as the City may require to determine if the
proposed conditional use meets the intent and requirements of the Iona
City Code Book Title 11, Chapter 8 for Conditional Use Permits.
• A narrative statement evaluating the effects on adjoining property; the
effects of such elements as noise, glare, odor, fumes and vibrations on
adjoining property.
• Fee: $100.
• Business license must be obtained if permit is for business purposes.
REVIEW PROCESS: A conditional use permit authorizes a land use in the City of Iona
and is subject to conditions and limitations which may be placed upon it to protect public
health, safety, and welfare. Conditions are established by the Planning and Zoning
Commission and the City Council following a public hearing to give the applicant, local
officials, and neighbors, the opportunity to discuss the proposal. An application may be
denied if the Planning and Zoning Commission and City Council decide that the use is
not appropriate at the proposed location. Failure to comply with a condition is grounds
for revoking the permit. The property owner may apply for amended conditions on future
dates should the proposed use need to expand or change. Amendments require another
public hearing. If approved, the conditional use permit is valid for 1 year and may be
renewed. A $10 renewal fee may apply. Any person seeking a conditional use permit for
the purpose of running a business must also obtain a business license through the City of
Iona at on additional fee.
APPEAL RIGHTS: Any applicant who is aggrieved by conditional use permit decisions
issued by the Planning and Zoning Commission and City Council may, within 30 days of
the filing of such decision in the City Office, file for an appeal.

Landscaping business and office located and operated from their home garage. Our only concern is that
all equipment including lawn mower, trimming and sprinkler supplies and any other property be kept
