Roll Call The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session August 7, 2018 at 6:04 p.m. Mayor Berner called the meeting to order. Upon roll being called the following named council members were present: Al Havens, Eric Schnedler, Jim Bartels, Peggy Upton, Mike Ryan. Also present: City Administrator Doug Boldt, Deputy City Clerk Abigail Hora, Public Works Director Brett Mehmen, Building Official Brian Shay, City Engineer Ben Carhoff and other visitors. B. Agenda Additions/Agenda Approval Motion to approve agenda by Schnedler Second by Upton All ayes, motion carried. C. Discussion of Center Island of Roundabout Tiffin sign on East side of town will need to be moved, council is okay if it is included in the design but might need to put Tiffin on other side of sign. Council wouldn’t mind seeing rocks with arrows like North Liberty has to show the direction traffic should go in the roundabout. Public works staff to pick out tasteful shrubs and trees for design. D. Review of FY 2016-2017 Audit Doug mentioned that Ashley has a good handle on Bank Rec, hiring of new UB clerk, Megan, shouldn’t have issues with utility billing going forward. Eileen Schmidt, intern, review concessions stand cash. E. Discussion of making the Amana Library a Satellite of the Springmier Library – Kris Petersen Amana students have to go to Marengo library to get library card and then can come back to Springmier library to get library card to us their books, downloadable material or other features of the library. Iowa County will send their money to Clear Creek to do their part of funding to the Springmier Library. Marengo library is okay with this. Kris would like something in writing in September or October. She would also like to update the 28 E agreement as it has been over 10 years. F. Questions from Council Members regarding items on the Regular City Council Agenda G. Other Business th Ribbon cutting for Fareway store coming the week of August 20 Approval of sign placement for the Boondock festival temporary sign on the East of Bella Sala sign. H. Roll Call City of Tiffin City Council held a Regular Session at the City Hall Council Chambers. Mayor Berner called the meeting to order at 7:02 P.M. Upon roll being called the following Council Members were present: Upton, Bartels, Havens, Ryan, Schnedler. Other members present City Administrator Doug Boldt, City Clerk Ashley Platz, City Attorney Crystal Raiber, Building Official Brian Shay, Public Works Director Brett Mehmen, City Engineer Ben Carhoff- Hart-Frederick Consultants and others. C. Agenda Additions/Agenda Approval Motion to approve agenda by Bartels Second by Havns All ayes, motion carried. D. Communications and Reports: Johnson County Deputy – Adolph – nothing new to report Darla Bartles lives at 513 Deerview Ave had concerns about blind driveways and the speed of cars coming over the top of the hill. Would like a few more signs (School Bus stop ahead, 25 MPH, Stop sign ahead) in addition to the newly placed stop sign at Jackson and Deerview Ave. Alan Kremzar lives at 553 Dakota Ave also had concerns about blind driveways since traffic has been rerouted due to Roberts Ferry Road temporary closing. Would also like some more signs to slow down traffic. He also wanted an update on the Deerview Pond and would like it cleaned up as he stated children are playing it in. Also present Scott Chambers lives at 514 Deerview Ave and had the same concerns about blind driveways, would like to see more signage to slow traffic down. E. Motion to Approve Third and Final Reading Motion to approve Ordinance No. 2018-436 – An Ordinance Amending the Official Zoning Map of the City of Tiffin, Iowa, for Parcels A – L, Andersen Addition, Tiffin, Johnson County, Iowa and Legally Described Herein by Ryan. Resolution 2018-079 – A Resolution Approving the Appointment of a Zoning Board of Adjustment Member for the City of Tiffin, Iowa Motion to amend Resolution 2018-079 – A Resolution Approving the Appointment of Eileen Schmidt, a Zoning Board of Adjustment Member for the City of Tiffin, Iowa by Bartles. Second by Schnedler. All ayes, motion to amend carried. Second by Ryan. All ayes, motion carried.
