Mayor Beckley called the regular meeting of the City Council 2. to order at 7:30 P. M. following which Father Blaire of St. Luke's Catholic Church of 9451 Broadway, Temple City, gave the 3. invocation. Mayor Beckley then led the Pledge of Allegiance to the Flag. 4. ROLL CALL: PRESENT: Councilmen Harker, Merritt, Tyrell, Beckley ABSENT: Councilman Briggs ALSO PRESENT: City Manager Koski, City Attorney Martin, Planning Director Dragicevich, Recreation Director Kobett Councilman Tyrell moved to excuse the absence of Councilman Briggs due to business, Councilman Harker seconded, and the motion carried unanimously. 5. APPROVAL OF MINUTES: A. Regular Meeting of March 19, 1968. Councilman Harker moved to approve the minutes of the regular meeting of March 19, 1968, as written, Councilman Merritt seconded, and the motion carried unanimously. B. Special Meeting of March 25, 1968. Councilman Merritt moved to approve the minutes of the special meeting of March 25, 1968, as mailed, Councilman Tyrell seconded, and the motion was carried unanimously. UNFINISHED BUSINESS: 6. ORDINANCE NO. 68 -262: 2nd read. Re Amending Subsection 1(c) of Section 9360 of the Temple City Municipal Code re lot width of not less than 50 ft. City Attorney Martin presented Ordinance No, 68 -262 for second reading, AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SUB - SECTION 1(t) '1) OF SECTION 9360 OF THE TEMPLE CITY MUNICIPAL CODE. Councilman Tyrell moved to waive further reading and to adopt Ordinance No. 68 -262, Councilman Merritt seconded, and the motion was unanimously carried. 7. ORDINANCE NO. 68 -263: 1st read. Re effective date of Planning Commission decision and /or appeal period changed from 20 to 10 days. City Attorney Martin presented Ordinance No. 68 -263 for first reading, AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SEC- TION 9208 OF THE TEMPLE CITY MUNICIPAL CODE. Councilman Tyrell moved to waive further reading of Ordinance No. 68 -263, Coun- cilman Merritt seconded, and the motion carried unanimously. 8. REPORT ON COMMUNITY CENTER SITE: This item was held until later on the agenda pending arrival of Mr. Kobett. NEW BUSINESS: 9. RESOLUTION NO. 68 -813: appointing temporary personnel, Administrative Assistant The City Manager presented Resolution No. 68 -813 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING TEMPORARY PERSONNEL. Councilman Merritt moved to adopt Reso- lution No. 68 -813, Councilman Tyrell seconded, and the motion carried unanimously. Council Minutes, April 2, 1968, page 2 10. ORDINANCE NO. 68 -264: 1st read. Re Amendments proposed to County Health Ordinance as adopted by the County and recommend- ed for City adoption to bring our health code to coincide with the County Health Code. (Co. Ord. 9375) City Attorney Martin presented Ordinance No. 68 -264 for first reading, AN ORDINANCE OF THE CITY OF TEMPLE CITY ADOPTING BY REFERENCE ORDINANCE NO. 9375 OF THE COUNTY OF LOS ANGELES RE- LATING TO THE PUBLIC HEALTH CODE. Councilman Tyrell moved to waive further reading of Ordinance No. 68 -264, and to set this for public hearing on April 16, 1968, at 7:30 P. M., Councilman Merritt seconded, and the motion carried unanimously. 11. PRELIMINARY REPORT: L. A. County Regional Planning Commission's Study West San Gabriel Valley Area Planning Director Dragicevich stated this was a report prepared by the Regional Planning Commission and recommended it be re- ferred to the Planning Commission for study and report back to the Council. Councilman Harker so moved, Councilman Tyrell seconded, and the motion was unanimously carried. 12. P.L4NNING COMMISSION RECOMMENDATIONS: Meeting of March 26, 1968. 1. Amendment to Temple City Zoning Code to include Electrical Transmission Substations as a permitted use in M -1 Zone. 2. Amendment to the Temple City Zoning Code to include Swimming Pool Supply stores as a permitted use in C -2 zone. 3. Amendment to Temple City Zoning Code to allow cer- tain uses in residential zones with a Conditional Use Permit. The above recommendations were presented by the Planning Director. Councilman Tyrell moved to set recommendations 1, 2, and 3 for Public Hearing on May 7, 1968, at 7:30 P. M.., in the Council Chambers, Councilman Harker seconded and the motion was carried unanimously. 13. SET PUBLIC HEARINGS: 1. Curbs, Gutters and Driveway approaches, north side of Olive between Hilton and Encinita. 2. Curbs and Gutters, south side of Olive between Temple City Blvd. and Cloverly. 3. Curbs, Gutters and Driveway approaches,north side of Garibaldi, Primrose to Temple City Blvd. Curbs, Gutters and Driveway approaches, east side of Golden West, La Rosa to Miloann. Councilman Tyrell moved to set items 1, 2, 3, and 4 for Public Hearing on April 16, 1968, at 7:30 P. M., Councilman Harker seconded, and the motion carried unanimously. 14. RESOLUTION NO. 68 -814: Warrants & Demands City Manager Koski presented Resolution No. 68 -814 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $10,653.75, DEMAND NOS. 10755 THROUGH 10804. Councilman Merritt moved to adopt Resolution No. 68 -814, Councilman Harker seconded, and the motion was unanimously carried. Council Minutes, April 2, 1968, page 3 15. COMMUNICATIONS: City Manager Koski read in full a letter received from Mrs. Betty Healy , 9821 Workman Ave., expressing their apprecia- tion of the fine job done by Mr. Ristow and his maintenance crew for the work on the City trees.::. 16. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward to speak at this time. 17. MATTERS FROM CITY OFFICIALS: City Manager Koski presented an appeal from the Planning Commission on Zone Variance Case #68 -251, Louis W. Merritt, Applicant, and advised that an alternate plan had been present- ed and recommended it be referred to the Planning Commission for their consideration. Councilman Harker so moved, Council- man Tyrell seconded, with all Councilmen voting aye except Councilman Merritt who abstained from voting. The City Manager read a letter from Alexander Haagen withdrawing his application for a conditional use permit for parking on the property at 9919 Olive St., Temple City. This is the final with- drawal of the proposed shopping center at Baldwin and Olive St. Discussion followed and Councilman Harker moved that the City Council instruct our Planning Commission to immediately start a study in depth and to review our parking ordinance particularly with respect to commercial developments, Councilman Merritt se- conded. Councilman Harker stated he was interested to know if the ordinance has kept up to current trends. Mayor Beckley stated he felt very strongly the same way and felt the Planning Commission should conduct the review as quickly as they have the opportunity to do so. Councilman Tyrell commented that Ralph!..k shopping center accept- ed City requirements. He also was concerned__about adequate parking to keep employee parking off the street in front of residential properties. Councilman Merritt felt as far as parking was concerned it could be worked out to allow some leeway for those not requir- ing a great deal of parking. The motion made by Councilman Harker was unanimously carried. City Manager Koski presented a report on "Citizen and the Law" program from. Sgt. Stevens, and advised continuance of the pro- gram if approved by the Council and School would be provided for in the 1968 -69 budget. The City Manager also presented a Resolution of the Contract City's Association Relating to an Interpretation and Amplifica- tion of the By -Laws. This is for Council review and will be considered at the next regular study session. The City Manager referred to the form for a biography sketch of city officials and suggested the Councilmen prepare such an outline for city files and information. The City Manager advised that Councilman Tyrell had brought to his attention the Superior Court decision of Apr. 1,h.ich means a one vote ruling applying to Counties and Cities but has no effect on Temple City as all Councilmen are elected at large. It would have some effect on the districting in the County and there may be changes in the Supervisorial districts. Council Minutes, April 2, 1968, page 4 The Deputy City Clerk requested authorization for two checks to be drawn for room deposit and registration for those attend- ing the Contract Cities Seminar May 9 -12, 1968. Councilman Tyrell moved to authorize the checks for the Contract Cities Seminar, Councilman Harker seconded, and the motion carried un- animously. 8. REPORT ON COMMUNITY CENTER SITE: Re Parks & Recreation Commis- sion Study: At this time Mayor Beckley called upon the Director of Recrea- tion for the report from the Parks & Recreation Commission Study. Recreation Director Kobett advised the Commission had studied the proposal and conducted a field survey to search for poten- tial sites but were unable to recommend a site for the Youth Center to purchase. They discussed several potential sites but excessive cost of land and improvements in the city and absence of any unimproved property made it impossible to re- commend a specific site unless the entire complex can be evalu- ated in depth., Also not knowing the specific functions or activities of the Youth Center proposal and with the possibility of expanded facilities at Live Oak Park, the Commission was con- cerned with possible duplication of effort. Arthur Lemke, 5609 Encinita, wanted to know what was meant by evaluated in depth by the Commission. The Recreation Director advised they needed to know what size of building they are considering, what parking is being con- sidered, what programs would be forthcoming in the building, the proposed budget for maintenance and operation, whether to be started on a large scale or small scale. Mr. Lemke stated he had worked on this committee for some time and the proposed building was for a youth center for dances, juke box, and as a gathering place to get the youth off the streets. He asked why the Council could not come up with some kind of alternate plan for a youth center, a building similar to the old Market Basket would be a good size building for Temple City. There are a lot of people behind this and he felt the City Council should come up with some kind of conclu- sion to bring about a youth center. He stated a large part of Live Oak Park is set aside for old people and he felt the young people need a place. El Monte, Whittier, and Pasadena all have youth centers. Also the youth would not use the park as the Golden Agers are using the largest part. He stated the youth from 11 to 17 have very few places to go. Councilman Tyrell stated the Council was presently consider- ing the expansion of facilities at Live Oak Park for a struc- ture north of the existing building and about 5000 tO 7000 sq. ft. Present facilities are not expressly for Golden Agers but for general use of citizens of all ages on a scheduled basis. The Commission is presently studying whether such a a proposed building could be constructed for around $150,000. Strata of youth do not associate with each other, as freshman and seniors want no part of the same thing. This might affect a decision in this particular area. We are not con- vinced that we need a teen center just for that purpose with an investment of approximately half a million dollars. Just location is a problem, sufficient parking, etc. and so the neighbors are not complaining. Everyone wants the develop- ment but not beside them, and few want to pay for it. We are trying to work within our budget. If Live Oak Park could be used,all available money could be put into the structure, using parking facilities adjacent. It is pretty clear right now that nobody has raised sufficient money to fund this type of operation. We are not in a position that we can save that Council Minutes, April 2, 1968, page 5 much each year. The City has investigated the possibility of using the old Market Basket temporarily at least through the summer months and found out the building is untenable. The building is unsafe and we cannot use it. It . is a situa- tion involving a great deal of expenditure and the City does not have unlimited source of funds. It has not been forgotten. Mayor Beckley stated the proposal was that they had enough money to pay for a lot and wanted to know where it should be purchased. This could mean any size of lot, with a small building first which could be expanded. To some of us this is questionable that the young people would use it. By ex- panding Live Oak Park we could see how much the teen-agers would use the place. Councilman Tyrell stated the park is used to a far greater extent by juveniles. Since the operation of the tennis courts there is a resurgence of younger people in the park. 5000 sq. ft. additional is a large building. We hope to have larger facilities. We do not feel within our financial facilities that we have the capacity to build a single purpose building and particularly with divergence of opinion whether they would use it. Councilman Harker stated among the young people the under - standing of a youth center is where they can drop in whenever they can. This is one thing where joint usage might discourage teenagers dropping in. They are after more of a club room. Councilman Tyrell stated he was not against youth but no City can provide all the things youth wants to do. They want everything provided for them right here that they want.., We have to program so they get their share along with everybody else. He did not feel they had taken advantage of what is here which is a part of the problem with our teenage groups. There is basket ball, baseball, football, swimming, etc., all within their grasp. If they were to stop looking abroad and look at what we do have,it would be well advised. Maybe this youth council will come alive and there will be some kind of way to control. There is more for this age group, 11 to 17, than any other age group. He suggested there possibly could be a coordination with the Y. M. C. A. which is manned by somebody in the Y and they would have the facilities. Councilman Merritt brought out that all present programs are planned that are going on in the community and the youth groups are looking for something that has not been planned for them. They are looking for activity not planned. If we start with some kind of building and get it moving, we could then help it to grow. He felt the suggestion regarding the Y was excellent. The Recreation Director stated the original request was for the Council to select the lot, and guarantee a variance for the operation, and for the Council to buy surrounding lots. He stated Mr. Gunst was at the meeting of the Commission and they had advised him of everything they had undertaken. No further information was imparted to give further direction for the Commission to pursue and in this light they were not in a position at this time to recommend a site.: He advised the Commission had visited the facilities at Oxnard again, also the Whittier Community Center which is a multi - purpose building costing around $500,000 and is a big complex. Mrs. Lemke, 5609 Encinita, stated the committee was formed as "Youth Community Center, Inc." The people in the service clubs want it called a Community Center rather than Youth Community Center, and want to hold their club meetings there and also have a bar they could lock up. This is something that 1 Council Minutes, April 2, 1968, page 6 should be separated from a Youth Community Center. Councilman Tyrell advised there cannot be a bar on City prop- erty, and that any property the City owns could not have a bar. We are not concerned with a bar, that is not going to happen on City property. The Youth Center Corporation is not a part of the City and they can spend their money as they please, as long as it is anything within the purpose of the corporation, without our consent. It was agreed it would take about 4 city lots, which at $40,000 each is $160,000. A $50,000 building would be only an area of about 200 x 250. The Council would like to see this center at Live Oak Park and this would alleviate part of the problem. Councilman Tyrell felt that Mr. Gunst, who made the original request of the Coun- cil re the purchase of lots, should be sent a copy of the report from the Recreation Commission and .a copy of the minutes of this meeting together with a letter. Mayor Beckley agreed, stating they all had been working with youth and trying to develop what they would need, and they are interested and do not want the members of the Youth Center group to have the impression that the Council is brushing them off in any way. 18. ADJOURNMENT: Councilman Harker moved to adjourn, Councilman Merritt seconded, and the motion carried unanimously.
