WORK SESSION
A. Roll Call
The Tiffin City Council met in a work session at Tiffin City Hall Council Chambers on October 2, 2018.
Mayor Berner called the meeting to order at 5:46 PM. Upon roll being called the following members were
present: Eric Schnedler, Peggy Upton (Arrived at 5:51 PM), Jim Bartels, Al Havens. Absent: Mike Ryan.
Others present City Administrator Doug Boldt, City Clerk Ashley Platz, City Engineer Ben Carhoff and
other present.
B. Agenda Additions/Agenda Approval
Motion by Schnedler.
Second by Bartels.
All ayes, agenda approved.
C. Discussion with Shive-Hattery on City Recreation Center to Provide Design Proposal
Upton arrived at 5:51 pm
Representatives with Diamond Dreams and Shive-Hattery presented some design ideas of the complex and
showed multiple different options for when the City decides to connect to existing facilities.
D. Discussion of Water Runoff issue behind 220 Cherry Lane
Council discussed water runoff issue behind 220 Cherry Lane. Mayor and Council agreed that any City
water should be handled and not run on to neighboring property owners. Council requested to have City
Administrator review the maintenance bond to see if this can be fixed.
E. Discussion of Blinds for City Hall New Addition
City Clerk presented quotes for Blinds for the new addition.
F. Questions from Council Members regarding items on the Regular City Council Agenda
210 Railroad St Property public hearing will open and close and we will set another public hearing for
10/16/18

The Tiffin City Council met in a regular session at Tiffin City Hall Council Chambers on October 2, 2018.
Mayor Berner called the meeting to order at 7:02 PM. Upon roll being called the following members were
present: Eric Schnedler, Peggy Upton (Arrived at 5:51 PM), Jim Bartels, Al Havens. Absent: Mike Ryan.

D. Communications and Reports:
Lions Club – Representative Paul Haynn from Lone Tree has been contacted to form a Tiffin Lions group.
Motto is We Serve. Paul gave a brief background of Lions Club and what great things they have done in
local communities around Tiffin. October 14, 2018 to begin the Tiffin Chapter
Johnson County Sheriff – Deputy present nothing to report.

1. Motion to approve Resolution 2018-094 – A Resolution to Set the Date of a Public Hearing for the
Disposition of Public Property Located at 210 Railroad Street, Tiffin, Iowa by Bartels.
Second by Schnelder.

2. Motion to approve Resolution 2018-095 – A Resolution Approving Plans, Specifications, Form of
Contract and Estimate of Cost for the 2018 Interstate Watermain Relocation Project by Upton.

3. Motion to approve Resolution 2018-096 – A Resolution Approving Award of Contract for the 2018
Interstate Watermain Relocation Project for the City of Tiffin, Upon Review of the Bids and

4. Motion to approve Resolution 2018-097 – A Resolution Approving the Placement of Stop Signs at
the Intersection of Oakdale Boulevard and Croell Avenue by Upton.

5. Motion to approve amended Resolution 2018-098 – A Resolution Approving Alliant Energy to
Install Street Lights on both the East and West ends of the Alley Located between Railroad Street
and Second Street and between Grant Street and Main Street and on existing pole in the middle of
the alley for the City of Tiffin to Accept Financial Responsibility Thereof by Havens.
Second by Schnedler.
Roll Call: Upton, Bartels, Schnedler, Havens. All ayes motion carried
Motion to amend the resolution by adding “on existing pole in the middle of the ally” by Schnedler
2nd Upton. All ayes, motion to amend approved.
6. Motion to approve Resolution 2018-099 – A Resolution to Authorize the Mayor and City Clerk to
Sign the Real Estate Purchase Agreement and all Necessary Documents and Take all Necessary
Actions for the Purchase of Property and Easements from Melvin Reeve as it relates to the
Construction of a Roundabout at Highway 6 and Park Road by Bartels.
Second by Upton.
Question: regarding fiber optic placement and if it will need to be moved.

M. Reports from City Personnel
1. Mayor’s Report – MPO Update next meeting.
2. City Council Reports – recognition for employees of Tiffin to have a Mayoral Proclamation for
appreciation. Parking areas by stop signs make sure there is enough room with increased traffic.
Need to add “No Parking from here to curb” signs to help issue.
3. Director of Public Work’s Report – Light on Tower – waiting on the rain and electrician. Still need
to install the flag poles.
4. Building Official’s Report – Final walk through at Veritas Church and request a Certificate of
Occupancy on 10/10/18 to have services begin that week.
5. City Engineer’s Report – 9 weeks behind schedule for Roberts Ferry Road. Final plans due
10/21/18 for Round-about. Preconstruction meeting for Traffic Signals next week.
6. City Attorney’s Report – Nothing to report.
7. City Administrator’s Report – Joint Entities Building tomorrow night in Iowa City. Adam Koss
with CJ Moina – Kansas Ave Project – hauling on south park road & HWY 6 for 3-5 days. Gave
brief description of his experience at the International City Manager Conference in Baltimore, MD.
