HomeMy Public PortalAbout08/04/98 CCM165 MEDINA CITY COUNCIL MEETING MINUTES OF AUGUST 4, 1998 The City Council of Medina, Minnesota met in regular session on August 4, 1998 at 7:30 p.m. in the City Hall Chambers. Mayor John Ferris presided. Members present: Ferris, Hamilton, Johnson, Thies, and Zietlow. Also present: Public Works Director Jim Dillman, Zoning Administrator Loren Kohnen, City Engineer Glenn Cook, and City Clerk -Treasurer Paul Robinson. j po-1.4:ce vR4 1. Additions to the Agenda A. Move the September 16 City Council Meeting to September 14. B. Approval of a Set -Up License for the American Legion. Moved by John Ferris, seconded by John Hamilton, to approve the agenda as amended. Motion passed unanimously. 2. Consent Agenda A. Postpone Easement Vacation Public Hearing until August 18. B. Resolution 98-41 Granting An Amended Conditional Use Permit For Woodridge Church. C. Resolution 98-42 Granting Final Plat Approval To Edmund And Dawn Lundgren. D. Resolution 98-43 Granting A Permit To Minnegasco For Gas Main Installation - Chippewa Road. E. Resolution 98-44 Granting A Permit To Minnegasco For Gas Main Installation - Medina Road and Tamarack Drive. F. Resolution 98-45 Approving Hamel Lions Gambling Permit. Moved by John Hamilton, seconded by Phil Zietlow, to approve the consent agenda as presented. Motion passed unanimously. 3. Approval of the Minutes from the July 21, 1998 Regular City Council Meeting Moved by Phil Zietlow, seconded by John Hamilton to approve the minutes. Motion passed unanimously. 4. Comments Section A. From Residents in Attendance on Items Not on the Agenda - There were none. B. Park Commission Jim Dillman said Theresa Richey of 1345 Maplewood Drive would like to be considered for the park commission vacancy. Zietlow said he though it would be great to have a resident from the Medina Morningside Area. Moved by Phil Zietlow seconded by Ann Thies to appoint Theresa Richey to fill Lori Karlik's remaining term on the park commission. Motion passed unanimously. C. Planning Commission - There were none. Rescheduling September 14 City Council Meeting Moved by John Hamilton, seconded by Phil Zietlow to reschedule the September 16 city council meeting to September 14. Motion passed unanimously. 6. Approval of a Set -Up License for the American Legion Post # 394 Moved by Ann Thies seconded by John Hamilton to approve of the set-up license for the American Legion Post # 394 for 1998-99. Motion passed unanimously. 7. Re -Plat of 2 Parcels into 1 - 2045 Hickory Drive - Thomas Sawvel Loren Kohnen said Mr. Sawvel would like to combine the lot he lives on with the adjacent lot in order to build a garage. He said the property is zoned Rural Residential. Kohnen said staff recommends approval of the re -plat with the following conditions: 1) Any conditions from the city engineer. 2) The secondary septic site on the undeveloped portion of the lot to be protected by fencing during the construction of the detached garage. Kohnen said the planning commission also approves of the re -plat with the additional condition that the drainage and utility easements between the properties be vacated. Kohnen said there were drainage and utility easements on both sides of the property line between the two Tots. The city council will set a public hearing to vacate those easements. Moved by Ann Thies seconded by Phil Zietlow to direct the city attorney to draft a resolution approving the preliminary plat for 2045 Hickory Drive - Thomas Sawvel. Motion passed unanimously. 8. Set Up Public Hearing to Vacate Easements Moved by John Hamilton seconded by Phil Zietlow to set up a public hearing vacating selected drainage and utility easements at 2045 Hickory Drive. Motion passed unanimously. 9. Loretto Police Contract Phil Zietlow said he and city staff met with representatives of the Loretto city council. He said that Loretto would like to keep the contract cost the same, around $24,000 per year. Zietlow said the police department calculated the number of hours of service provided to Loretto. Based on that calculation the department believes that Loretto is getting a good deal at the current rate. Zietlow said that we also looked at the cost per hour and estimated that it costs the city between $47and $53 per hour to provide patrol coverage. Therefore, we choose an average cost of $50 hour for the Loretto contract proposal. At $24,000 per year this would equal 120 hours of patrol time per quarter. Zietlow said any hours over that time would be billed at $50 an hour or patrol time would be reduced in the next quarter. There was some discussion about how the department would keep track of this time. Zietlow said that the police chief was working on a program that would reduce the amount of paper work for the officers and the support staff. Medina City Council Meeting Minutes August 4, 1998 167 John Ferris said it would be better to settle on a number than spend additional staff time on extra paper work. Zietlow said that we initially asked to increase the contract cost to $30,000. He said we believed that was closer to the true cost of providing the current amount of patrol time and 24 hour on -call coverage. Zietlow said Medina's contract proposal to Loretto included some changes to the current contract. He said instead of basing the annual increase on the consumer price index(CPI) it would be based on the annual salary increase of the most senior patrol officer. This year that would have been a 3% increase versus 1.5-2% increase if based on the CPI. Another change was to extend the contract term from one year to three years. Ed Belland (who had just arrived at the meeting) said that he had just come from the city of Loretto where he and a representative of the Hennepin County Sheriff had completed presentations on their police service contract proposals. Belland said the county proposed an hourly cost of $47.61 making their annual contract proposal around $23,000, slightly lower than Medina's proposal. There was some additional discussion about the proposals. The city council wanted to make sure that the police department did not increase its administrative burden relative to the benefit received from the Loretto contract. 10. Utility Vehicle Ed Belland said they looked at a number of different vehicles. He said the police department felt that the Chevy Suburban provided the best benefit for the cost. Belland explained some of the benefits of the Suburban. He said the state contract bids for Suburbans will not be available until later this year. He said he looked at some used Suburbans between $23,000 and $29,000 and also spoke with a fleet car dealer who would sell the city a suburban for $32,000, $100 over invoice cost. Belland said the basic Suburban model on the 1998 state contract cost $26,000. He said this model would need to be customized to accommodate the required police equipment. John Ferris said he thought they should wait for the state bid. John Hamilton said he would like to see the purpose of this vehicle more clearly defined. He said he supports a utility vehicle but does not see the need for a suburban. He said most departments with Suburbans have them to pull heavy equipment. He said he would like the department to consider a Jeep Cherokee which would cost around $10,000 less. The consensus of the city council was to wait for the state contract bids. Appointment of the Lake Minnetonka Communications Commissioner Paul Robinson said he had not received any written requests for this position but did receive a call from Julia Porter, 2205 Pinto Road. She expressed her interest in this position. Ann Thies said she spoke with Julia Porter and believed she would make a good and active commissioner. Moved by Ann Thies seconded by Phil Zietlow to appoint Julia Porter to the Lake Minnetonka Cable Commission to replace Ann Thies. Motion passed unanimously. 12. Approval of the Bills Phil Zietlow asked what the bill for lawn services was for. Jim Dillman said that before they hired their seasonal public works employee they used a mowing service. He said this was approved by the city council earlier this year. Moved by Jim Johnson, seconded by John Hamilton to approve the bills, order check numbers 18684-18729 for $69,778.95 and payroll check numbers 15731-15750 for $14,276.59. Motion passed unanimously. 13. Adjournment Moved by Ann Thies, seconded by John Hamilton, to adjourn the meeting at 8:02 p.m. Motion passed unanimously. n B.
