Re Village of Key Biscayne Landscape Master Plan
Dear Ms Menendez
Consistent with the Village Council's expressed desire to have a Landscape Master
Plan, I am writing to recommend that you consider expanding our current assignment
from the preparation of a Landscape Management Plan into the preparation of a
comprehensive Landscape Master Plan for the Village of Key Biscayne's public
realm properties WRT feels the suggested project expansion would better serve the
Village for the following reasons
• Based on our review of provided data and preliminary site reconnaissance, we
believe the Village does not have a community -wide concept for its
landscapes, which results in the implementation of a series of unrelated
environments
• The preparation of a Management Plan based on current existing landscapes
would be a hollow exercise, as we would be recommending world -class
maintenance strategies for many undesigned interstitial areas, the in-between
green spaces and/or left -over patches of vegetation that can be found
throughout the Village
• While some may question the need for a comprehensive landscape plan for a
relatively small -scaled community with limited public realm open spaces, we
suggest that the dearth of landscape opportunities means that each and every
landscape should be designed and developed to its greatest potential in
support of the community's identity
■ Finally, the expanded project parameters represents a logical sequence, as we
would first establish a world -class landscape plan for the community s public
realm, after which we would prepare a landscape maintenance program that
would be tailored specifically to the proposed landscapes

The comprehensive approach, outlined in the attached expanded scope of services,
would allow WRT—through a community participation process —to establish a
distinctly Village of Key Biscayne landscape that reinforces the community's
identity, unique character, and sense of place Through the master planning process,
WRT would identify existing and potential landscape typologies —such as gateways,
sacred and ceremonial spaces, passive parks, etc —and create designs schemes
appropriate to each landscape type in terms of program/use, design form and
community character The expanded planning process would also allow us to
establish a logical implementation strategy that identifies phasing, design and
development guidelines, and probable costs of construction Lastly, the plan would
include the comprehensive management/maintenance program based on best practices
suited for each landscape type
If the following proposal to prepare a Landscape Master Plan meets with your
approval, please signify your acceptance of the terms of this expanded services
agreement, including the scope, fees, and project schedule as outlined in the
Attachments A, B, and C by returning to WRT one signed copy of this letter

Plan scope of services that incorporates those services into an expanded project, a
comprehensive Village of Key Biscayne Landscape Master Plan
Highlighted items were part of the original/approved Landscape Management Plan, with
completed tasks in red text, currently on -going tasks in blue All other elements would
