NOTED PRESENT The following were noted present: Mayor James A. RIOS & SOHAYDA Statement of Meeting Notice was mailed to the Home News Tribune, STATEMENT OF MEETING The Star Ledger and posted on the bulletin board on July 3, 2002. NOTICE To Address Governing Body Borough Engineer Donald J. Norbut, TO ADDRESS GOVERNING - BODY - BOROUGH EI4~Ud'4~ P.E. I. Road Improvement Projects - a) 2002 Road Program - received NJDOT design plan approval. Plans are scheduled to bc advertised for public bid July 17th. The plans arc to award thc contract on August gm at the Agenda Meeting. b) Milik Street Rehabilitation - has been paved. All work is scheduled to be complete by thc and of July. c) 2003 NJDOT Grant Program - the following applications were submitted for grant funding: Roadway Project-Marion Street Rehabilitation from Coolidge Avenue to Laurel Street. This application also includes a portion of Poplar Street from Hagaman Street to Coolidge Avenue. Pedestrian Safety - Handicapped ramp and other pedestrian improvements a long Roosevelt avenue in West Carteret. II. Sanitary Sewer Projects - a) Harrison Avenue Pump Station - contract work is proceeding for the new pump station. It is 90% complete and the contractor is proceeding with the construction of the by-pass chamber. Completion is scheduled for end of July 2002. b) Roosevelt Avenue Pump Station - Standard Industrial Services completed the installation of the new communitors. They are currently working items associated with this project. 1 JULY 11, 2002 During the course of the work it was discovered that the ductwork is in poor condition and requires replacement. They obtained a proposal from Standard Industrial for the services. c) 2002 Sanitary Sewer Cleaning & Televising Program - Oswald Enterprises is completing cleaning and televising of various lines ~.. throughout the Borough. They have found various defects t},at should be addressed. d) Roosevelt Avenue Pump Station Control Upgrades - design work for the replacement of the main control panel and variable frequency drives at the pump station is complete. This project will be advertised for public bid on July 17'h. e) Suspect Area Sewer Separation - Project complete. f) Sewer Treatment Plant Demolition - Project complete. III. Waterfront Park - a) Contract Administration - Reicon Group of Staten Island has submitted signed contracts along with the required insurance certificates. After review from an attorney these documents will be presented to the Mayor. D I SCUS S ION Councilmember S antoro asked if this was Phase I. The Borough Engineer replied yes. b) Environmental Permits - they are waiting for a response from NJDEP & the US Army Corps of Engineers regarding environmental permits for projects. New York and New Jersey Sandy Hook Pilots Association raised objection the ACOE with regard to the proposed boat ramp. c) Temporary Construction Access Easement - the Borough Attorney is pursuing the acquisition of temporary construction easement. They anticipate obtaining the easement in the next weeks. The Borough Attomey thanked The Borough Engineer for sending DISCUSSION him the picture because they wanted to see where the layout was. Councilmember Santoro said at a meeting awhile back, they had discussed prioritizing and what to do about that Green Acres money. She said she didn't know if the Council still feels the same but they were concerned about doing the Sportsman's Football Field and various park issues. At approximately 7:22 P.M., Councilmember Sohayda was noted NOTED PRESENT - COUNCILMAN SOHAYDA present. The Borough Attorney said he thought they would have to make some formal application back and get green Acres to approve the transfer of the funds. 2 JULY 11, 2002 Mayor Failace said Green Acres told him, when he originally spoke to them, that they could transfer the money from the Waterfront Project to the pinks Department. Councilmember Santoro asked if that would have to be voted on through the Council for their approval. DISCUSSION Mayor Failace replied yes. Councilmember Santoro asked if there was a second round in October. She said she didn't see the Phase II of the Waterfront happening anY time soon. Councilmember Reiman asked what the time frame was on the (inaudible) projects; especially the Park Projects. He asked if they were looking to transferring the funds to the Carteret Park? Councilmember Santoro said there is part of the Carteret Park and definitely the Sportsman Field. Mayor Failace said be believes what was in the project was the pond, the basketball court and the playground equipment. Councilmember Santoro said the playground equipment has to meet the standards of the ADA. Mayor Failace said they have until 2005 for the playground equipment and for the gazebo and the Sportsman Field. We are looking for approximately twenty grand... Councilmember Reiman said but the total cost for the entire project is $500,000.00. The Borough Engineer said Mr. Riggio filed the application. Councilmember Santoro said would like to know if they could look into it. The Borough Attorney said that the Borough Engineer could probably tell them more about it. The Borough Engineer said he didn't have a conversation with Kathy (inaudible). She did say that they priority points were the same for both applications. It is not like we would have to reevaluate... Mayor Failace said when he spoke with (inaudible) that was exactly what they said. They were both very high priority projects for Green Acres and she said there would be no problem. Quite honestly, if you go down to the park any night in the summer you see many people playing on the basketball courts. The cement around the lake is all broken up, the lake itself needs to be dredged and the playground equipment is probably 50 years old. Councilmember Reiman said even if we change the funding you have the application that was submitted. They have not done the design work or additional work on .... He asked what the time would be one that. 3 JULY 1!, 2002 The Borough Engineer said knowing that we have the money now we can proceed with the design later in the Fall. Councilmember Santoro said there are certain things that you talk about like the Sportsman Field, there is work that has to be done. She said she did not think each project would consist of the same time __ frame and it is very important. Councilmember Reiman said with Carteret Park, that is an overall project where we are going to have a concept and design. If it is just Sportsman Field perhaps we can find additional funding for that. He then asked what the cost was ... Councilmember Santoro asked what committee that would be. Mayor Failace said they could do it by Straw Poll for now and then find out what we have to do. He told them that he could transfer the money and not lose any. Do we just put the Waterfront Project back with Green Acres? They said there would be no problem. DISCUSSION CONTINUED Councilmember Reiman asked if they would lose additional funding come the fall. Councilmember Santoro said she did not see the time frame that would hold up the project, we are already starting on Phase I. The Borough Engineer said he thought the actual deadline for Fall __ submission might be August 15th . If we move quickly we could have another application into them by .... Councilmember Santoro said we could do it by (inaudible) on our priority level, we felt this was important and then point out the reasons why we are going with the Parks Department first and then resubmit. The Borough Engineer said it is his understanding that there us not much (inaudible) as there was in the Spring. It is definitely guaranteed another round of funding in the Fall. Mayor Failaee said that is even more reason why they should be doing the park and finishing it up first. The Borough Engineer said they were almost in a situation where you could break it up almost any way you want to. The Borough Attorney asked how much money was in the Open Space Trust Fund. Councilmember Reiman replied $200,000.00. The Borough Attorney said they can't take the money back; they can use the money for other purposes. Councilmember Reiman said they could always refer that to the Parks Committee. The Park Chairman is not here...rather than doing a straw poll here... JULY 11, 2002 Mayor Failace said if it is we need to be well ahead of that. We do have the project already so that is not a problem. If we can do it and the Park Committee can meet and discuss this and meet by next week we should do it. The Borough Attorney asked the Mayor if he wanted to come back to -- the Council or have the Borough Engineer authorizing an application. Mayor Failace said they are talking to the Park Committee and if you have two thirds if the committee you can get them to do it. The Borough Engineer said there are a few steps they need to do. Number one, let's get the applications for Carteret Park and find out what we are doing with Sportsman Field, layout what we want to do with the first (inaudible) and then put together the application. It sounds like we are just talking pieces from two applications. Mayor Failace said the park application is all those pieces and the Waterfront was one application. If we resubmit the Waterfront application and if the Council approves it, and they switch the money to the Parks Department ..... Councilmember Purisi asked if John Riggio had the application. Councilmember Santoro said no, Green Acres ..... Mayor Failace said yes, he should have both applications. As the -- Borough Attorney said, we do have that $200,000.00 and if we get this passed in November we can get a good head start on what we want to do. ENGINEER' S REPORT IV. General Items - a) Roosevelt Avenue Bypass, West Carteret - they are waiting for a CONTINUED response from Woodbridge Township regarding more information provided on the proposed Roosevelt Avenue Bypass. b) Hill District Storm Sewer Project Planning Document - they're proceeding with preparation of the environmental information document as required by USEPA for Hill District Storm Sewer Project. Hydrology work is near completion. The Borough Attorney asked the Borough Engineer to remind him so that they can both go over it as it relates to the surcharging of those manholes. c)Health Department Handicapped Ramp - with Council authorization they are proceeding to provide design plans for a new wooden rap for the Handicapped. The plans should be completed by July 17th · Minutes for approval - June 20, 2002. MINUTES FOR APPROVAL PROCLAMATION (2) PROCLAMATION: a) National Night Out - August 6, 2002. b) Cerebral Palsey's Ninth Annual Snapple Bowl Day-9-12-02. 5 JULY 11, 2002 ORDINANCES ORDINANCES: First Reading- First Reading 1. #02-16 Open Space Referendum. 2.#02-17 Amending Chapter 182 of the Code, Re: Park & Recreational Fees. Public Hear lng Public Hearing- 1. #02-15 Capital Improvement, Appropriating $50,000.00, Re: Air Conditioning Unit. Councilmember Reiman asked if it was a wash as far as the cost. COMMENTS Councilmember Parisi replied yes. It was talked about months ago. The Municipal Clerk asked if Ordinance #02-17 should be put on hold. She said she would give copies to the Mayor and Council. PROCLAMATION - Mayor Failace then read the Proclamation - "Cerebral Palsey"' PROCLAMATION "CEREBRAL PALSEY'S NINTH ANNUAL SNAPPLE BOWL" WHEREAS, on July 12, 2002 the Middlesex County High Shool All- Star football team will square off against their Union County counterparts in the Ninth Annual Snapple Bowl; and WHEREAS, the game will be played at Kean University and all proceeds from the game are directed to charity; and WHEREAS, a pep rally will be held for the Snapple Bowl at the Lakeview School for the Middlesex County Team in efforts to get the entire student body involved in rooting for their home team. Continued The Municipal Clerk said she gave the Borough Attorney a copy to review. 6. Approving change Order #5, Star of the Sea Concrete Corp., Re: Suspect Area Sewer Separation and Improvements. 7. Appointing Temporary Seasonal Employees to Recreation Program. 8. Appointing Various Police Officers. Councilmember Santoro said they will need to go into Closed Session to discuss number eight. 9. Amendment to the 2002 Local Municipal Budget. 10. Authorizing Tax Anticipation Note. Councilmember Reiman said he spoke to Patrick about that this is the DISCUSSION first time in a few years that Carteret will be doing a gym. Because we have not adopted the final budget, there us going to be a short (inaudible) of cash because we did not get the State numbers. What he is going to do is, if authorized, go out and borrow money for a two or three month period and once the tax bills come in we can pay it back. 11. Authorizing Bids - Dump Truck. Councilmember Sohayda asked where they needed a dump truck. Councilmember Reiman said he knew that Councilman Rios spoke to him about this. It is a small pick up or dump truck. 12. Approving change Order #1-Re: Replacement of Comminutors & Various Improvements to the Roosevelt Avenue Pump Station. 13. Approving Change Order #1, Re: Sewage Treatment Plant Demolition. 14. Approving Change Order #4, Re: Carteret Avenue Pedestrian Improvements. REPORTS REP ORT S: 1. Clerk's Office - June 2002. 2. Inspection of Buildings - June 2002. MATTERS FOR DISCUSSION- I,I~tTTERS FOR DISCUSSI 1. NJ Department of Personnel - Certification of Eligible for Appointment Re: Park Maintenance Worker. Three eligibles. Date of disposition -9/24/02. Mayor Failace asked if the parks Committee discussed this. We have until September so they will have to do that. Notice of Promotional Examination - Administrative Secretary. Do_ .Do Not_ X want a test. 7 JULY 11, 2002 The Borough Attorney said they need to discuss this in Closed Session. 2. Municipal Clerk a) ABC License Fees. HATTERS FOR The Municipal Clerk said they did a survey of all the area towns and DISCUSSION Carteret is really low compared to the others. Mayor Failace said maybe to start they should just double the fees and in future look at it again. Councilmember Reiman said they are still significantly lower that the others. We have from the Historical Committee, just to make a point of interest, back in 1920 a liquor license was $150.00 and eighty years later it is $400.00. He said we are at $300.00 now and Metuchen is $829.00, Perth Amboy is $1140.00 and Woodbridge is $1000.00. b) Open Public Records Act - Fees. The Municipal Clerk said we have to amend our fees for coping. She said the Borough Attorney could explain more on that. The Borough Attorney said they have to comply with State Statute. There is going to be a whole change in how public records are going (inaudible). The Municipal Clerk and I are going to work on it. We will adopt at the next meeting a resolution approving a form that complies with the Statute. The Municipal Clerk as the cu-todian of records will designate different departments. The most significant thing is the changes is that you have to respond in seven days or advise why your not. If(inaudible) sent back to the Clerk's office so that they can be on top of whatever request comes in. Councilmember Reiman asked if the Municipal Clerk was automatically the custodian of records. Do we need to name chief Pieczyski as the ... he said he saw his letter. The Borough Attorney said that the County Prosecutor is that (inaudible) resolution largely because they are advising them now that they are personally liable. The Prosecutor is asking that you include in that resolution the indemnification of personal liability. As long as you do what we ask we will indemnify you. Mayor Failace asked if that included Police records etc. The Borough attorney said there will be a lot of litigation as to what is and what isn't available. RESOLUTION #02-272 RESOLUTION #02-272 was introduced by the Mayor and referred to -- "TO GO INTO the Council for action. CLOSED SESSION" Upon MMS&C, by Councilmembers Reiman and Sohayda JULY 11, 2002 RESOLUTION #02-272 "RESOLUTON TO GO INTO CLOSED SESSION" was adopted. Upon individual roll call vote, Councilmembers pafisi, adopted Reiman, Santoro, Sohayda and Sosnowski voted in the affirmative. Councilmember Rios was noted absent. A Closed Session was held at approximately 7:45 P.M. Upon MMS&C, by Councilmembers Reiman and Santoro and OPENED TO THE PUBLIC unanimous affirmative vote of the five members present, the meeting was opened to the public at approximately 8:00 P.M. RESOLUTION #02-273 was introduced by the Mayor and referred to RESOLUTION #0273 "APPOINTING POLICE the Council for action. OFFICERS IN THE BOROUGH OF CARTERET" Upon MMS&C, by Councilmembers Santoro and Parisi RESOLUTION #02-273 "RESOLUTION APPOINTING CHRIS WISNEWSKI, JERMONE MITCHELL, DOUGLAS GREEBERG AND JEFFERY VAN WOEART TO THE POSITION OF POLICE OFFICERS IN THE BOROUGH OF CARTERET" was adopted. Upon individual roll call vote, Councilmembers Parisi, adopted Reiman, Santoro , Sohayda and Sosnowski voted in the affirmative. Councilmember Rios was noted absent. Councilmember parisi stated that it was his understanding that they have four excellent candidates and we look forward to them getting through the academy &, join our Police Department. DISCUSSION Councilmember Reiman said he had the opportunity to sit in with the interviews and meet all the individuals. They did a wonderful job with the interview and the tests. He said he wished them luck and he looks forward to them coming on the force in September. Councilmember Santoro said she would like to introduce them all and called up the candidates. She then asked them to stand up and she called them. by name. She then offered all her congratulations too. Mayor Failace once again congratulated the men and wished them good luck and best wishes. HATTERS FOR DISCUSSI MATTERS FOR DISCUSSION - (continued) CONTINUED -- 3. W.R. Grace & Company -Requesting Assignment of Lease Agreeme~as, 1984 & 1986. The Municipal Clerk said that had to do with Herman's. She then asked if they remembered that piece of property from way back, we have a lease with them. It was decided that they would discuss this in Closed Session. 9 JULY 11, 2002 4. Councilmember Reiman - a) Time Growth Ordinance (A-296/S-634). b) Assessment of Impact Fees (A-594/S-556). Councilmember Reiman said the Borough Attorney should take a look at the assessment of impact fees. DISCUSSION Mayor Failace said he did not see any need for a Time Growth CONTINUED Ordinance. 5) Tax Assessor Application for Tax Abatement, Re: Port Carteret. Councilmember Reiman said he thought they said that was automatic because that is a tax abatement (inaudible). They Municipal Clerk said they keep sending it back. Councilmember Reiman asked why they didn't just give their approval. It is a tax abatement zone five years after... Mayor Failace said he thought there was something passed for that whole area down there. He said he wasn't sure why they were asking but the whole area was done. The Borough Attorney said they should take another look at it because everytime he sees those two I assume they did it pursuant to an Ordinance. He said he didn't think there was any activity that they had to take. You can't get a Tax Abatement by resolution or anything so he will have to take another look at it. If he feels they need a .~esolution they will put it on but the only way they can do it is by Ordinance and you don't need a resolution to enforce an ordinance. 6. Alex Buzas - Request for Permit Fee Waiver, Re: Furnace. Mayor Failace asked who he was. The Municipal Clerk replied that he was a Senior Citizen. Councilmember Santoro asked why they were calling them. Councilmember Reiman said there are two coming up, one is for a Senior Citizen that paid and then found out that he was eligible for a refund. The other one had paid and did not do the work. He wasn't a senior but took out a permit. Mayor Failace said they only show one on here but there has to be two. 7. Linden Street Residents - request to close street for a Block Party, July 20, 2002. The Municipal Clerk said she just wanted to notify the Mayor and Council about the Block Party so they would be aware of it. 8. Carlos Gomez - Request for refund of Zoning Permit. 10 JULY 11, 2002 9. Magruder Color Company, Inc. - Leffert Street parking - Councilmember Santoro said they were waiting because nothing has changed. We are not going to pass an Ordinance at this point until we get (inaudible). The Municipal Clerk said the Borough Attomey just received a letter from them today. Councilmember Reiman said they'll get copies of the letter and take a look at it. The Bore ~gh Attorney said the letter is in response to a phone call, he was not there at that point so he asked that they all take a look at the DISCUSSION letter. Their contention is that there was some kind of an agreement CONTINUED and they bought some property to allow them to do something. The Municipal Clerk said she put copies in the Council bins. The Borough Attorney said Magruder thinks it is more critical to their operation. If you look in the second paragraph they aid they sought to be good neighbors and they were asked by the Borough to help eliminate truck traffic on Leffert Street to Roosevelt Avenue. They purchased additional land to allow us to nm this driveway off Industrial Road. Councilmember Santoro said they did not have a question where the driveway and the mm around were. They were asking about further down the street and that is where we are not going to commit at that point because we do not know what development is happening down the street. That is not going to have any impact at all in their present business. The Borough Attorney said that was why they should defer it to the Police Department and have them look at it. Mayor Failace addressed Councilmember Reiman and told him that he needed to talk to Tony Neibert. The median was cut and the trucks go in and out over the road behind the American Legion and Herman's. Councilmember Reiman said he would have to fill out a work order to give to Tony Neibert. The Bore tgh Attorney asked them to explain about the furnace to him. You have an Ordinance that allows....you don't need a formal resolution. Mayor Failace said no, he paid for it. The Municipal Clerk said she just read the (inaudible) and CPO paid for it, not realizing that it was for Senior. The company is the one asking for the refund. CPO paid for permits to install an oil tank to the home of Senior Citizens. The permit supposed to be waived for seniors and the resident is looking for CPO to be reimbursed. CPO is billing the senior for monies paid to the Borough. 11 JULY 11, 2002 The Borough Attorney asked if there is an application that someone fills out so they don't have to pay the fees. He then asked if Tony Neibert does it because if you want to prove it pending him filling out the proper application for a waiver you can do that by voice vote. Mayor Failace said h received a letter from the Colonial Pipeline Company. They want to cut down more trees along the pipeline. The Parks Department should be ready to receive the call. He then received a letter from the governor reference to the survivors and families of September 11th. They would like us to do an event in Carteret. Any events that you pay for they will have these girl passes to give to the survivors and their families. They will be contacted and the Municipal Clerk will give them copies. The Borough Attorney said one th.:ng he wanted t? bring up was that North Brunswick finally got back to them. He will put on a resolution for next Thursday authorizing the Mayor to sign the agreement. His DISCUSSION understanding of how it works was that we would executed the CONTINUED agreement and gone down to (inaudible) for approval and then submit the project plan. Mayor Failace said that was exactly how it works. The Borough Attorney said he asked (inaudible) to call him and he said he called down there. Councilmember Reiman said prior to the execution of the agreement we have to (inaudible). Mayor Failace said he believed that it could be done after the execution of the agreement. Councilmember Santoro asked if they could amend that. She said she did not know who could tell them, maybe a need to know basis not the first come first serve. Mayor Failace said he spoke to John about that and there are two things. First, we have to decide if in fact we are going to do a scattered site and he believes they should because it has done a lot of good. Secondly, John said when people come in and you can see they are very needy you can move them to the top of the list. Councilmember Santoro said if they road around town right now you can see homes that nee sidewalks. We need to reach out to those people because they might not be able to, financially, to repair them. She then asked if they needed to do a resolution. Mayor Failace replied not yet. As Bob said, we need to execute to contract and he believes that when they are ready we can have it in place. We can then go right down to COAH and be ready to go. Councilmember Reiman said he thought they should also look at some pementage of new construction. We can only designate mc :~ey to be used in certain areas if they call it new construction. We have looked at another 60 homes that have been rehabilitated over the past five to six years and only one had been in the Chrome area. 12 JULY 11, 2002 Mayor Failace said that would depend on how we are getting them to come and maybe we need to reach out to them. Councilmembers Reiman and Santoro both agreed. Maybe they should allow themselves at least a percentage of it; be it 25% or 30%, whatever it is for new construction. Certainly scattered sight rehabilitation should be the largest percentage. Mayor Failace said he has always had a problem with new construction and it does not take care of our own but it brings in more. Councilmember Reiman said he heard that too but he had not seen it in back and white. Mayor l?'~;ilace said we have from Pennsylvania, from New York, he has numbers and he would give it to them. Councilmember Reiman said one from Pennsylvania and fifty from Carteret. Mayor Failace said to forget about Carteret, he is talking about out of State. Out of one project there were five out of nine that were not in Carteret. The Borough is not necessarily getting it. Councilmember Santoro said she thought they need to do a better job, unless there was a project that can come forward to them and ask for DISCUSSION money. CONTINUED Councilmcmber Reiman said he knew what thc Mayor said but it is not like we cs,n go to a certain area of town and try to get the residents to apply for this. Mayor Failace said his position, as always has been scattered sight rehabilitation. He said he would like to see all the residents get the money. The bottom line is that someone else gets rich off this money. Councilmember Reiman said in 1997 the Council changed it. Prior to that it was 100% new construction (inaudible) grant. Any money that they gave out to new construction should be a loan and not a grant. We could use the money from recycling; that money comes back to the town. Mayor Failace said it doesn't come back nearly enough. If he had to do it all over again he would have not done that either. Councilm~mber Santoro said if they could look into how to go to the areas and reach out... Mayor Failace said that would be up to them to make thc decision on how we do that. Councilmember Sohayda said if you burn the match twice and you use it for redevelopment..because every dollar that you give to a developer comes back, correct? 13 dULY 11~ 2002 Mayor Failace said he wanted to tell them how it would come back to them; on a yearly basis. At $10,000.00 a year and a lump sum payment at the end. Councilmember Sohayda sad that was how it was done back then. Mayor Failace said in every one of those instances when we went towards the developer the Carteret people did not get the money and we have plenty of residents who do need that money. Councilmember Santoro said maybe by the next agenda we can bring a plan forward. The Borough attorney said they need to start thinking because before you know it you are going to have those project plans. You should set some time aside to discuss exactly what you want because eventually COAti is going to want to see something. Councilmember Santoro asked if the consensus there was scattered. Mayor Failace said that they need to allow him to ex~ecute the contracts. If we choose scattered we have the plan, it is no big deal. If not, then we have to figure a development plan and that is another story. Councilmember Reiman said the other thing they have to look at is that we don't have the recommendation from the Redevelopment COMMENTS & Agency and we don't know if any of the proposals (inaudible) some DISCtJSSION type of RCA Funding... Councilmember Santoro said if it is only one proposal that was asking for RCA funds nobody else asked for it. Councilmember Reiman said that is closed and confidential... Councilmember Santoro said she asked and the will be meeting with them anyway. Mayor Failace said they have a resolution for him to sign. We get this every year. The $7,000.00 for inspections for Hotel/Motel and multiple dwellings. The Borough Attorney said we can have them do it or the Mayor can do it. Tony Neibert is qualified too. Mayor Failace said he thought they paid Tony $9,000.00 to do it. Lastly, he spoke to a company that is looking to come into Carteret. It is called "Six Trees" and they distribute housewares. They are located in Brooklyn and are looking at two large spots in Carteret. One is on Grant Avenue and (inaudible). They are looking for a rather large spot and to create about fifty jobs. They have asked if thet'e is any possibility of a short tem abatement like we have given to others. Councilmember Sohayda wanted to know what was "short-term". 14 JULY 11~ 2002 Mayor Failace replied that the five year one that we have already given to others. It is a multi-million dollar company. It is a good clean company; there is no manufacturing. Councilmember Santoro asked if there would be any jobs for the Borough. Mayor F~[ilace said yes, there are a number of jobs so he would need to know if they wanted him to talk to them more and then he would have them talk to the Council. He said he doesn't want to bring them in all if they are not interested and if there is no five year abatement. Councilmember Santoro said they aren't granting...(inaudible). Mayor Failace replied yes but again he is asking the Council before he has them come in. Councilmember Reiman said they need to extend some type of (inaudible). Mayor Failace said they are in Brooklyn and they were looking in Staten Is!,md, which is UEZ. They are offering a 20 year abatement. He told ;hem to forget it because Carteret does not offer 20 year abatements. What we have done is short term for five years. DISCtJSSION Councilmember Reiman asked if they were looking for new construction. Mayor Failace replied no, they are looking to rehabilitate two of the buildings that are there. We have two very large warehouse buildings at both ends. Councilmember Parisi asked where they are looking at. Mayor Failace replied that one is on Milik Street and one is on Grant Avenue. Councilmember Reiman said the one on Grant Avenue is part of the redevelopment and fight by the ballpark. Mayor Failace said they have a few sites they are looking at and they would like someone to talk to them about their location in Carteret. They liked the idea... Councilmember Reiman asked about the track traffic. Mayor Failace said it is really not a lot. It is just a few days a week. He then said before he asked them to come talk to the Council he wanted them to know more about it. Councilmember Santoro reported that the Police are doing a bike race and they are possibly going to have $5,000.00 in the police overtime. The Mayor said he thought it was a good idea but the $5,000.00... JULY 11, 2002 Councilmember Santoro said they are going to have a lot of people coming through the Borough for the hours so that is overtime. What can we do? The Borough Attorney asked who is sponsoring it. It is a civic event, a company. Councilmember Reiman said it is an organization. Councilmember Santoro said they were willing to extend... Mayor Failace said he thought they might want to talk to them about it. He thought they had committed themselves to a Sports Festival or bike race, we should find out. Councilmember Santoro asked if there was a way they could reach out to..who would do this? The Mayor said they learn by their mistakes and move forward. Councilmember Santoro said she had one thing to discuss in Closed Session, Police matters. DISCUSSION The Borough attorney said he had some things to discuss in Closed Session. Councilmember Sosnowski said he also had something to discuss in Closed Session in reference to negotiations. Councilmember Sohayda said they were talking about EMT'S and we are moving along on that. Also he wants to extend the list of Firemen for 90 days with the DOP and the volunteer contract jn Closed Session. Councilmember Parisi said the only thing he had for open was that Councilmember Rios told him he was looking for volunteers for the Sports Festival. There is a competition being held at the High School and he is looking for a handful of volunteers for that. The Mayor asked if it was to do some type of judging. Councilmember Parisi said yes. He also had some things to discuss in Closed Session, personnel and negotiations. The Borough Attorney said he guessed the all knew that the air conditioning at the Annex blew out. The lowest bid they got was for twenty seven thousand dollars. He said he would like it approved tonight. Based upon the okay of the construction Officia! with the technical aspects and himself with regard to the contract documents warrantee to prove this is an emergency. The Mayor made a motion to approve the pumhase of an air conditioning unit for the Borough Annex. Upon MMS&C, by Councilmembers Sohayda and Santoro and unanimous affirmative vote of the five members present, they approved the purchase. 16 JULY 11, 2002 RESOLU liON #02-274 was introduced by the Mayor and referred to RESOLUTION #02-274 TO GO INTO CLOSED the Council for action. SESSION Upon MMS&C, by Councilmembers Sosnowski and Sohayda RESOLUTION #02-274 "RESOLUTION TO GO INTO CLOSED SESSION" was adopted. Upon individual roll call vote, Councilmembers parisi, ADOPTED Reiman, Santoro, Sohayda and Sosnowski voted in the affirmative. Councilmember Rios was noted absent.
