1. Introductions:
The meeting was called to order by Chair Ann Bax at 1:37p.m. Self -introductions completed by all
attendees.
2. Approval of Agenda
Mrs. Angela Hirsch moved to accept the agenda as presented; Mr. Wayne Lee seconded the motion.
The motion carried without correction or objection.
3. Approval of Minutes
Mr. Wayne Lee moved to accept the September 26th, 2017 minutes as presented; Mr. Royal Spiedel
seconded the motion. The motion carried without corrections or objection.

5. Transit Administration Report
(Power -Point Presentation)
a. Transit System -Wide Assessment
Mark Mehmert, Transit Director reminded the committee of the Lochmueller Group's
Comprehensive Operations Analysis (October 2017), completed under the auspices of CAMPO.
Recommendations were made by Lochmueller to improve the Transit Division's overall
operation. A round -the -table discussion and review of major recommendations, route changes
etc. took place among committee members.
Transit staff will continue to work on implementing changes to the transit system, based on
data as well as input from Lochmueller Group's recommendations, the general public, riders,
the Public Transit Advisory Committee, the Public Work and Planning Committee and the City
Council. Staff expects to make recommendations regarding fixed route reconfigurations by
April 2018.
b. DoubleMap update: Transit is moving forward with completion and operation of the
DoubleMap system. Transit staff in process of installing signage for Estimated Time of
Arrival (ETA) SMS messaging (text message) at 280 bus stops throughout the city. This
functionality enables riders to easily determine when a bus will be at a particular bus stop.
Each bus stop is now numbered, and informational kiosks have been installed at the
transfer point shelter located at 820 East Miller Street. These kiosks indicate the estimated
time of arrival (ETA) of each fixed -route bus and provide a live -feed map of bus locations.
c. Miscellaneous updates:
As of January 30, 2018, JEFFTRAN has embarked on a "universal access" partnership with
Lincoln University. The "U -Pass" program started today and a Press Release was issued.
Mehmert/Stegeman updated the committee on the partnership agreement. Future
partnership(s) with other schools/agencies will be studied.
Future projects on the horizon for the Transit Division include an updated phone system to
replace a 1990s -era system, paratransit software updates and fare card systems.
6. Committee Discussion
The Committee's discussion took place throughout the System -Wide Assessment update.
7. Election of Officers
Chair Mrs. Ann Bax opened the floor for nominations for Chair and Vice -Chair of the committee.
Royal Spiedel nominated Mrs. Ann Bax to continue as chair; Mr. Terry Donner seconded the motion.
The motion carried.
Mr. Wayne Lee moved to nominate Angela Hirsch as vice -chair of the committee; Mr. Royal Spiedel
seconded the motion. The motion carried.

8. Fy2018 Calendar
Mr. Terry Donner moved to accept the FY2018 Calendar as presented; Mr. Wayne Lee seconded the
motion. The motion carried without correction or objection.
9. Adjourn
Next meeting scheduled for Tuesday, March 27th, 2018. Mr. Wayne Lee moved to adjourn the
meeting; Mr. Royal Spiedel seconded the motion. Meeting adjourned at 2:45 p.m.
