Mastrangelo Council Chamber. Present were Public Works members Vincent Caroline Bays Councilor At Large Piccirilli, chair;Anthony Palomba, vice chair; and Kenneth Woodland, secretary; and Public Safety members Lisa Feltner, chair; Vincent Piccirilli,vice chair and Anthony Palomba, Anthony 7.Donato, secretary. Also present were Fire Department Chief Robert Quinn, Department of Councilor At Large Community Development and Planning Director and Assistant Town Manager Steven Susan G.Falkoff, Magoon, Department of Public Works Superintendent Gerald Mee, and Chairman of the Councilor At Large Stormwater Advisory Committee David Stokes. Anthony Palomba, The purpose of the meeting was to discuss updating Watertown's Hazard Mitigation Plan. Councilor At Large The current plan is located at h"s://www.watertown- AngelineB.Kounelis, ma.a_ov/DocumentCenter/View/26306/Watertown-Plan---FEMA-Cond--ADDroval-5-30-12 District A Councilor Lisa I Feltner, Martin Pillsbury,Director of Environmental Planning with the Metropolitan Area Planning District B Councilor Council (MAPC), is providing technical assistance to Watertown to update the plan under a grant, and gave a presentation on the progress to date (see Attachment A). Kenneth M.Woodland, District D Councilor Highlights from the presentation included: • The Town's mitigation plan is being completed pursuant to federal law. Watertown's first plan was done in 2012 and now must be updated(5 year cycle). • The plan mainly looks at mitigating damages from natural hazards such as flooding, hurricanes and winter storms with a goal of reducing or preventing loss of life, injury and property damage. • Tools and techniques to accomplish this could include structural projects,natural resource protection and emergency service protection. • There was also discussion of the Town's critical infrastructure,vulnerability analysis and the Town's existing mitigation measures. • Next steps: A second public meeting is required to review the draft plan prior to submitting it to FEMA in January 2019. After FEMA gives conditional approval, it will come back to the Town Council for a vote of approval. 4 Councilor Piccirilli asked for a motion to request the Council President schedule a public hearing with a presentation of the draft plan by MAPC at the Town Council meeting on January 8, 2019. Moved by Councilor Woodland and seconded by Councilor Palomba,voted 4-0. The meeting adjourned at 7:45 pm. Report prepared by Kenneth Woodland.
