The Agenda Meeting of the Mayor and Council of the Borough of ,~ l~flst'121G
Carteret preceding the Regular Meeting, November 7, 2002, was
held on October 24, 2002, 7:30 P.M., Municipal Court/Police October ~, 2002
Facility, 230 Roosevelt Avenue, Carteret, New Jersey.
The following were noted present:
Mayor James A. Failace
Councilmember Frank Parisi
" Alexander Sohayda
" Brian Sosnowski
Also noted present was Borough Attorney Robert Bergen.

Michelle Grandell & Bob Rynkiewitz, Re: Recreation 113 ~ GO~RhrlI~
Commission. Michelle Grandell spoke saying she was told there BODY
was going to be a discussion on appointments to the Recreation Mich~lle Grandell &
Commission, which isn't on the Agenda. Bob Rynkie,zitz
Mayor Failace commented that maybe someone was going to add
that on to Added Business.
Councilmember Parisi said he was under the impression that
because of the movements of Beverly leaving and Michelle taking
her place he thought there was an opening.
Councilmember Reiman noted present at 6:40 P.M. Cotmei~r Re/man

Mayor Failace asked Michelle if she had requested for someone to
be added to the committee.
Michelle said no, not yet, but she wanted to explain to the Mayor
and Council that they have instituted a program so that they don't
ever have a problem of not having volunteers and people who
actually enjoy what they are doing. She explained that had two (2)
volunteers currently working with the committee. They are not
members. She said she wants the volunteers to work at least six (6)
months and see if they like it. This way when appointments come
up they know who can work.

Mayor Failace asked her what her budget was this year Recreation Ctm~ia$ion
Cont:
Michelle said it was seventeen and then went on to say that the
schools do not distribute her flyers for any events she may want to
advertise.
Councilmember Rios said as far as the school cooperation, he was
involved a little bit this year with the race and that was a prime
example of last minute things we had with the schools, using their
facilities.
Michelle said as far as advertising she has personally gone to
almost every retail establishment in this town to hang up flyers and
they get no cooperation. She asked if the Mayor and Council could
do anything to help out.
Councilmember Rios asked the Municipal Clerk to send a letter out
from the Governing Body asking for their participation and
cooperation with our Recreation Committee. The Mayor and rest of
the Council agreed.
b) Borough Engineer - Don Norbut read his report saying things Borough Engineer
were going very well in the Road Department. Fifty per cent is Road Department/
done. He said the concrete demo on the waterfront is also going Waterfront
very well. They have completed the demolition of the concrete
deck.
At approximately 6:55 P.M. Councilmember Santoro was noted Councilm~mlber Santoro
present, noted Present
Councilmember Reiman said one of the cinders, a large metal tie-
off, was dated back prior to World War II and it was requested that
they save it and clean it up and use it as part of the new deck.
Don Norbut then spoke on the Harrison Avenue Pump Station Harrison Avenue
saying they will be finishing up the Punch List this week or next Pt~p Station
week. They are having a problem with the contractor being on time
with the completion date which causes his company to have more
inspection and they told the contractor they wanted to resolve it
amicably. They have done a fine job but they recommended that
you deduct $2500.00 from the contract amount and that in essence
will be paying for that.
Attorney Bergen asked if they are doing a change order for the
contract amount.
Mr. Norbut said they were. He went on to say that the Milik Street Milik Street
(inaudible) is a project that they authorized in the summer and we
awarded the contract to Tarheel Enterprizes because they were
doing the Milik Street Project. He went on to say that Tarheel has

Councilmember Santoro told Councilmember Parisi that she would
like a Finance Meeting next week and she would like Don Norbut
there.
Councilmember Rios said one of our residents asked for a light IXght Survey
survey on Cypress Street.
Don Norbut said there is a lot of trees in one section that are
mature and block the street lights. He said he wants to pursue it
and suggested to have the police look at it and contact the power
company.
Councilmember Reiman said he wanted him to survey PSE&G,
and also the Industial Highway he was talking about. We need
some additional lights.
Don Norbut left the meeting.

#02-22 An Ordinance Amending Article I, "General Provisions; ~O2-22
Traffic And Parking Regulations," Of Chapter 254 Entitled
Vehicles and Traffic of the Code of the Borough of Carteret.
Attorney Bergen said he got a call from the Zion Church on Leffert Discuss~.on
Street explaining they submitted a request to the County for "No
Parking" from 8:00 a.m. to 10:00 p.m. Don Norbut reviewed it and
thought it was a typo and it wasn't. They got the minister to call us
back and we explained we didn't think the County would approve
it until 10:00 p.m. and suggested submitting it until midday and see
if they would approve that and he agreed to that. Then another
person from the church called and wanted it pushed back until
10:00 p.m. He explained to them if we do that they will turn them
down and explained that we should just get it approved for twelve
and then ask them for longer after that.
Councilmember Reiman explained the reason being, is that they
have their morning service and then there is an afternoon service
and they rent their hall. There is two (2) services during the day.
Attorney Bergen asked if he should retract our request from the
county or let it proceed as it is. Then he explained this to Don
Norbut who was called back into the meeting.

Councilmember Santoro said she talked to the Board of Health Zoning Violations
about who was the point person with the Zoning Violations. She
said there is a cross over of health issues and zoning and they are
meeting tomorrow morning. She explained that people are upset
because they are getting two (2) violations. She then went on to
talk about the phone lines for the "call in" for the anonymous,
saying we should have it probably in ten (10) days and then she
would like to run an ad and try to get that up and running. Also,
because it is the end of the year they are going to look into buying
a traffic monitor to show how fast you are going.
Mayor Failace said it was a good idea.
Councilmember Santoro asked about the job in Finance. Job, Re: Finance
Councilember Reiman said it was posted.
The Assistant Clerk said it was posted and they had to be returned
October 26, 2002.
Councilmember Santoro asked about the status of the RCA, North RC, ti/~rth Brunswick
Brunswick money. Money
Attorney Bergen said to wait for COAH to approve the RCA's,
they haven't approved them yet.
Councilmember Santoro asked if they need to do anything because
she remembers at one point it was whether it was scattered housing
or new construction.
Attorney Bergen said ultimately they want you to submit a plan as
to how you propose to do it.
Councilmember Santoro asked when they needed to do this.
Attorney Bergen said they did not have any deadline, they just
want that in some point in time.
Councilmember Reiman asked where North Brunswick was with it
and asked if they applied.
Attorney Bergen said their plans for approval have been submitted
to COAH.
Councilmember Santoro said it is her understanding that we need
to do that.
Attorney Bergen said they have submitted the plan and part of it is
the RCA, which is approved and you need to figure out what the
policy is so that .......
Councilmember Santoro asked if we could set that for the next
Agenda Meeting.

Public Discussion
John Sudia asked about the timetable for the Police and Fire Cont:
Departments. John Sudia
Mayor Failace said they are in negotiations already.
Mike Carnevale asked if they could get any money from the UEZ l~like Camevale
for the sewer camera.
Mayor Failace said that is something to look at. He said in the past
you use to be able to get equipment from there, but then they went
away from it.
Councilmember Santoro said it would be only for that business
area.
Mayor Failace agreed.
Upon MMS&C by Councilmembers Rios and Parisi and Public Discussion
unanimous affirmative vote of the full Council present the public Closed
portion of this meeting was closed.
Councilmember Santoro asked Brian O'Connor from the Fire Fence, Re: Shot Rite
Department, if Mr. Sitar wanted to put a fence up behind Shop Rite
because of the dumping, could he do that if he issued him a key.
Brian O'Connor, said there would not be a problem and said they
would probably want the (inaudible) Box System. There is another
system where you blow a siren and it automatically opens the door.
Conncilmember Santoro asked if they were having any problems
with the EMT's.
Brian said they are doing very well.

unanimous affirmative vote of the five (5) Councilmembers
present, after no further discussion, this meeting was Adjourned at
approximately 8:30 P.M.
